4949 AN ACT
5050 RELATING TO ECONOMIC DEVELOPMENT; ESTABLISHING THE NEW MEXICO-
5151 IRELAND TRADE COMMISSION.
5252 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
5353 SECTION 1. [NEW MATERIAL] NEW MEXICO-IRELAND TRADE
5454 COMMISSION--MEMBERSHIP--DUTIES--ANNUAL REPORT.--
5555 A. The "New Mexico-Ireland trade commission" is
5656 established and administratively attached to the economic
5757 development department.
5858 B. Members of the commission shall be appointed as
5959 follows:
6060 (1) five members who have knowledge of or
6161 involvement in organizations that promote Irish affairs or have
6262 interest in the well-being of trade relations between New
6363 Mexico and Ireland, three of whom shall be appointed by the

9191 president pro tempore of the senate and two of whom shall be
9292 appointed by the minority floor leader of the senate, and whose
9393 membership on the commission shall be only for the term of the
9494 legislative session during which the members are appointed;
9595 (2) five members who have knowledge of or
9696 involvement in organizations that promote Irish affairs or have
9797 interest in the well-being of trade relations between New
9898 Mexico and Ireland, three of whom shall be appointed by the
9999 speaker of the house of representatives and two of whom shall
100100 be appointed by the minority floor leader of the house of
101101 representatives, and whose membership on the commission shall
102102 be only for the term of the legislative session during which
103103 the members are appointed;
104104 (3) six members appointed by the governor for
105105 four-year terms who have knowledge of or involvement in
106106 organizations that promote Irish affairs or have interest in
107107 the well-being of trade relations between New Mexico and
108108 Ireland, including:
109109 (a) one member from a state institution
110110 of higher education;
111111 (b) one member who is a member of an
112112 Indian nation, tribe or pueblo;
113113 (c) one member who is involved with a
114114 New Mexico agricultural business;
115115 (d) one member who is involved with a

144144 New Mexico oil or gas energy business; and
145145 (e) two members of the public who are
146146 members of different political parties and who represent Irish-
147147 American communities or interests in New Mexico; and
148148 (4) the director of the division of
149149 international trade of the economic development department or
150150 the director's designee.
151151 C. Appointments shall be made not later than ninety
152152 days following the effective date of this 2025 act. Vacancies
153153 shall be filled in the same manner as the initial appointment.
154154 D. Members of the commission who are not public
155155 employees are not entitled to per diem and mileage as provided
156156 in the Per Diem and Mileage Act and shall receive no other
157157 compensation, perquisite or allowance.
158158 E. The commission may accept gifts, grants,
159159 donations, money from fundraising activities, bequests and
160160 other forms of voluntary contributions to carry out the
161161 purposes of the commission.
162162 F. The commission shall:
163163 (1) annually elect a chair and vice chair from
164164 among the commission's members;
165165 (2) meet at least once annually and at the
166166 call of the chair;
167167 (3) hire such professional and clerical staff
168168 as necessary to carry out the purposes of the commission;

197197 (4) work to advance bilateral trade and
198198 investment between New Mexico and Ireland with emphasis on the
199199 technology, agricultural and energy sectors;
200200 (5) initiate joint action on policy issues of
201201 mutual interest between New Mexico and Ireland;
202202 (6) promote business and academic exchanges
203203 between New Mexico and Ireland;
204204 (7) encourage mutual economic support between
205205 New Mexico and Ireland;
206206 (8) encourage mutual investment in the
207207 infrastructure of New Mexico and Ireland; and
208208 (9) on or before December 1, 2026 and each
209209 year thereafter, submit to the governor, the president pro
210210 tempore of the senate, the minority floor leader of the senate,
211211 the speaker of the house of representatives, the minority floor
212212 leader of the house of representatives and the secretary of
213213 economic development a report that includes the commission's
214214 findings, results and recommendations.
