50	50	RELATING TO ECONOMIC DEVELOPMENT; ESTABLISHING THE NEW MEXICO-
51	51	IRELAND TRADE COMMISSION.
52	52	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
53	53	SECTION 1. [NEW MATERIAL] NEW MEXICO-IRELAND TRADE
54	54	COMMISSION--MEMBERSHIP--DUTIES--ANNUAL REPORT.--
55	55	A. The "New Mexico-Ireland trade commission" is
56	56	established and administratively attached to the economic
57	57	development department.
58	58	B. Members of the commission shall be appointed as
59	59	follows:
60	60	(1) five members who have knowledge of or
61	61	involvement in organizations that promote Irish affairs or have
62	62	interest in the well-being of trade relations between New
63	63	Mexico and Ireland, three of whom shall be appointed by the

91	91	president pro tempore of the senate and two of whom shall be
92	92	appointed by the minority floor leader of the senate, and whose
93	93	membership on the commission shall be only for the term of the
94	94	legislative session during which the members are appointed;
95	95	(2) five members who have knowledge of or
96	96	involvement in organizations that promote Irish affairs or have
97	97	interest in the well-being of trade relations between New
98	98	Mexico and Ireland, three of whom shall be appointed by the
99	99	speaker of the house of representatives and two of whom shall
100	100	be appointed by the minority floor leader of the house of
101	101	representatives, and whose membership on the commission shall
102	102	be only for the term of the legislative session during which
103	103	the members are appointed;
104	104	(3) six members appointed by the governor for
105	105	four-year terms who have knowledge of or involvement in
106	106	organizations that promote Irish affairs or have interest in
107	107	the well-being of trade relations between New Mexico and
108	108	Ireland, including:
109	109	(a) one member from a state institution
110	110	of higher education;
111	111	(b) one member who is a member of an
112	112	Indian nation, tribe or pueblo;
113	113	(c) one member who is involved with a
114	114	New Mexico agricultural business;
115	115	(d) one member who is involved with a

145	145	(e) two members of the public who are
146	146	members of different political parties and who represent Irish-
147	147	American communities or interests in New Mexico; and
148	148	(4) the director of the division of
149	149	international trade of the economic development department or
150	150	the director's designee.
151	151	C. Appointments shall be made not later than ninety
152	152	days following the effective date of this 2025 act. Vacancies
153	153	shall be filled in the same manner as the initial appointment.
154	154	D. Members of the commission who are not public
155	155	employees are not entitled to per diem and mileage as provided
156	156	in the Per Diem and Mileage Act and shall receive no other
157	157	compensation, perquisite or allowance.
158	158	E. The commission may accept gifts, grants,
159	159	donations, money from fundraising activities, bequests and
160	160	other forms of voluntary contributions to carry out the
161	161	purposes of the commission.
162	162	F. The commission shall:
163	163	(1) annually elect a chair and vice chair from
164	164	among the commission's members;
165	165	(2) meet at least once annually and at the
166	166	call of the chair;
167	167	(3) hire such professional and clerical staff
168	168	as necessary to carry out the purposes of the commission;

198	198	investment between New Mexico and Ireland with emphasis on the
199	199	technology, agricultural and energy sectors;
200	200	(5) initiate joint action on policy issues of
201	201	mutual interest between New Mexico and Ireland;
202	202	(6) promote business and academic exchanges
203	203	between New Mexico and Ireland;
204	204	(7) encourage mutual economic support between
205	205	New Mexico and Ireland;
206	206	(8) encourage mutual investment in the
207	207	infrastructure of New Mexico and Ireland; and
208	208	(9) on or before December 1, 2026 and each
209	209	year thereafter, submit to the governor, the president pro
210	210	tempore of the senate, the minority floor leader of the senate,
211	211	the speaker of the house of representatives, the minority floor
212	212	leader of the house of representatives and the secretary of
213	213	economic development a report that includes the commission's
214	214	findings, results and recommendations.
