3737 AMENDING THE JOINT RULES OF THE HOUSE AND THE SENATE TO LIMIT
3838 THE NUMBER OF BILLS A MEMBER CAN INTRODUCE OR SPONSOR IN A
3939 LEGISLATIVE SESSION.
4040 WHEREAS, Joint Rule 8-1 provides that joint rules may be
4141 adopted, amended or repealed by concurrent resolution approved
4242 by two-thirds of the membership of each house;
4343 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
4444 REPRESENTATIVES OF THE STATE OF NEW MEXICO, THE SENATE
4545 CONCURRING THEREIN, that Joint Rule 10-1 be amended to read:
4646 "BILL INTRODUCTION (10-1)
4747 A. The legislative council service shall
4848 not draft or prepare a bill for introduction at any
4949 regular session of the legislature that convenes in
5050 an odd-numbered year unless the request to draft or

7979 by the legislative council service prior to 5:00
8080 p.m. on the twenty-eighth calendar day of that
8181 session. The legislative council service shall not
8282 draft or prepare a bill for introduction at any
8383 regular session of the legislature that convenes in
8484 an even-numbered year unless the request to draft or
8585 prepare the bill for introduction has been received
8686 by the legislative council service prior to 5:00
8787 p.m. on the thirteenth calendar day of that session.
8888 The limitation provided in this rule does not apply
8989 to the general appropriation bill, bills to provide
9090 for the current expenses of the government and such
9191 bills as may be referred to the legislature by the
9292 governor by special message specifically setting
9393 forth the emergency or necessity requiring such
9494 legislation.
9595 B. If an interim committee has endorsed
9696 a bill, resolution or memorial, the legislative
9797 council service shall draft and prepare the bill,
9898 resolution or memorial for introduction in only one
9999 house.

133133 D. A member of the house or senate shall
134134 not introduce more than five bills in a session of

136136 BE IT FURTHER RESOLVED that Joint Rule 11-1 be amended
137137 to read:
138138 "JOINT SPONSORSHIP (11-1)
139139 A. During any session of the
140140 legislature, any bill, resolution or memorial
141141 introduced in the house may be cosponsored by senate
142142 members by endorsing the bill, resolution or
143143 memorial or by filing a written notice in open
144144 session with the clerk of the house prior to third
145145 reading in the house, and any bill, resolution or
146146 memorial introduced in the senate may be cosponsored
147147 by house members by endorsing the bill, resolution
148148 or memorial or by filing a written notice in open
149149 session with the clerk of the senate prior to third
150150 reading in the senate. The names of the sponsor and
151151 cosponsors of all bills, resolutions and memorials
152152 shall be shown on the face of the enrolled and
153153 engrossed legislation.
154154 B. A bill shall have one lead sponsor,
155155 who shall be listed first, and no more than four
