37	37	AMENDING THE JOINT RULES OF THE HOUSE AND THE SENATE TO LIMIT
38	38	THE NUMBER OF BILLS A MEMBER CAN INTRODUCE OR SPONSOR IN A
39	39	LEGISLATIVE SESSION.
40	40	WHEREAS, Joint Rule 8-1 provides that joint rules may be
41	41	adopted, amended or repealed by concurrent resolution approved
42	42	by two-thirds of the membership of each house;
43	43	NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
44	44	REPRESENTATIVES OF THE STATE OF NEW MEXICO, THE SENATE
45	45	CONCURRING THEREIN, that Joint Rule 10-1 be amended to read:
46	46	"BILL INTRODUCTION (10-1)
47	47	A. The legislative council service shall
48	48	not draft or prepare a bill for introduction at any
49	49	regular session of the legislature that convenes in
50	50	an odd-numbered year unless the request to draft or

81	81	session. The legislative council service shall not
82	82	draft or prepare a bill for introduction at any
83	83	regular session of the legislature that convenes in
84	84	an even-numbered year unless the request to draft or
85	85	prepare the bill for introduction has been received
86	86	by the legislative council service prior to 5:00
87	87	p.m. on the thirteenth calendar day of that session.
88	88	The limitation provided in this rule does not apply
89	89	to the general appropriation bill, bills to provide
90	90	for the current expenses of the government and such
91	91	bills as may be referred to the legislature by the
92	92	governor by special message specifically setting
93	93	forth the emergency or necessity requiring such
94	94	legislation.
95	95	B. If an interim committee has endorsed
96	96	a bill, resolution or memorial, the legislative
97	97	council service shall draft and prepare the bill,
98	98	resolution or memorial for introduction in only one
99	99	house.
100	100	C. The legislative council service shall
101	101	draft and prepare bills, resolutions and memorials

136	136	BE IT FURTHER RESOLVED that Joint Rule 11-1 be amended

139	139	A. During any session of the
140	140	legislature, any bill, resolution or memorial
141	141	introduced in the house may be cosponsored by senate
142	142	members by endorsing the bill, resolution or
143	143	memorial or by filing a written notice in open
144	144	session with the clerk of the house prior to third
145	145	reading in the house, and any bill, resolution or
146	146	memorial introduced in the senate may be cosponsored
147	147	by house members by endorsing the bill, resolution
148	148	or memorial or by filing a written notice in open
149	149	session with the clerk of the senate prior to third
150	150	reading in the senate. The names of the sponsor and
151	151	cosponsors of all bills, resolutions and memorials
152	152	shall be shown on the face of the enrolled and
153	153	engrossed legislation.
154	154	B. A bill shall have one lead sponsor,
155	155	who shall be listed first, and no more than four
