3838 REQUESTING THE DEPARTMENT OF TRANSPORTATION TO ESTABLISH A REST
3939 STOP ON UNITED STATES HIGHWAY 380 AT THE ENTRANCE TO THE
4040 TRINITY SITE NEAR BINGHAM, NEW MEXICO.
4141 WHEREAS, July 16, 2025 marks the eightieth anniversary of
4242 the detonation of the first atomic weapon at the Trinity site
4343 near Bingham, New Mexico; and
4444 WHEREAS, the Trinity site remains a highly restricted area
4545 within the White Sands missile range; and
4646 WHEREAS, there is currently no plaque or other marker
4747 informing travelers in the area of the great historical
4848 significance of this site; and
4949 WHEREAS, the lives of many residents of Socorro and Otero
5050 counties were greatly impacted in the aftermath of the
5151 detonation at the site; and

7979 WHEREAS, those individuals impacted by the detonation at
8080 the site have become known as "downwinders" and have struggled
8181 to achieve recognition of their sacrifice in the development of
8282 the first atomic weapon, which ended World War II; and
8383 WHEREAS, the federal government has never formally
8484 recognized the contributions and sacrifices of the downwinders;
8585 and
8686 WHEREAS, there are fewer and fewer survivors of the
8787 detonation of the first atomic weapon, making it more urgent to
8888 acknowledge these contributions and sacrifices;
8989 NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
9090 STATE OF NEW MEXICO that the department of transportation be
9191 requested to construct an appropriate rest stop and memorial to
9292 honor the downwinders at the entrance to the Trinity site near
9393 Bingham on United States highway 380 as soon as practicable;
9494 and
9595 BE IT FURTHER RESOLVED that the department of
9696 transportation be requested to install an appropriate roadside
9797 informational plaque at the memorial site in consultation with
9898 appropriate interested parties; and
9999 BE IT FURTHER RESOLVED that the department of
100100 transportation be requested to hold a dedication ceremony at
101101 the memorial site on July 16, 2025 to honor the downwinders and
102102 to extend an invitation to those individuals and families still
103103 living and known to be among the residents impacted by the
