38	38	REQUESTING THE DEPARTMENT OF TRANSPORTATION TO ESTABLISH A REST
39	39	STOP ON UNITED STATES HIGHWAY 380 AT THE ENTRANCE TO THE
40	40	TRINITY SITE NEAR BINGHAM, NEW MEXICO.
41	41	WHEREAS, July 16, 2025 marks the eightieth anniversary of
42	42	the detonation of the first atomic weapon at the Trinity site
43	43	near Bingham, New Mexico; and
44	44	WHEREAS, the Trinity site remains a highly restricted area
45	45	within the White Sands missile range; and
46	46	WHEREAS, there is currently no plaque or other marker
47	47	informing travelers in the area of the great historical
48	48	significance of this site; and
49	49	WHEREAS, the lives of many residents of Socorro and Otero
50	50	counties were greatly impacted in the aftermath of the
51	51	detonation at the site; and

79	79	WHEREAS, those individuals impacted by the detonation at
80	80	the site have become known as "downwinders" and have struggled
81	81	to achieve recognition of their sacrifice in the development of
82	82	the first atomic weapon, which ended World War II; and
83	83	WHEREAS, the federal government has never formally
84	84	recognized the contributions and sacrifices of the downwinders;
85	85	and
86	86	WHEREAS, there are fewer and fewer survivors of the
87	87	detonation of the first atomic weapon, making it more urgent to
88	88	acknowledge these contributions and sacrifices;
89	89	NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
90	90	STATE OF NEW MEXICO that the department of transportation be
91	91	requested to construct an appropriate rest stop and memorial to
92	92	honor the downwinders at the entrance to the Trinity site near
93	93	Bingham on United States highway 380 as soon as practicable;
94	94	and
95	95	BE IT FURTHER RESOLVED that the department of
96	96	transportation be requested to install an appropriate roadside
97	97	informational plaque at the memorial site in consultation with
98	98	appropriate interested parties; and
99	99	BE IT FURTHER RESOLVED that the department of
100	100	transportation be requested to hold a dedication ceremony at
101	101	the memorial site on July 16, 2025 to honor the downwinders and
102	102	to extend an invitation to those individuals and families still
103	103	living and known to be among the residents impacted by the
