2937 REQUESTING THE PUBLIC EDUCATION DEPARTMENT TO STUDY THE
30-POSSIBILITY OF GRANTING TEACHERS MASTER'S LEVEL COLLEGE
31-CREDIT FOR EARNING MICROCREDENTIALS TO ADVANCE FROM LEVEL ONE
32-TO LEVEL TWO LICENSURE AND FROM LEVEL TWO TO LEVEL THREE
33-LICENSURE, INCLUDING THE IDENTIFICATION OF POTENTIAL BARRIERS
34-AND PATHWAYS.
38+POSSIBILITY OF GRANTING TEACHERS MASTER'S LEVEL COLLEGE CREDIT
39+FOR EARNING MICROCREDENTIALS TO ADVANCE FROM LEVEL ONE TO LEVEL
40+TWO LICENSURE AND FROM LEVEL TWO TO LEVEL THREE LICENSURE,
41+INCLUDING THE IDENTIFICATION OF POTENTIAL BARRIERS AND
42+PATHWAYS.
3543 WHEREAS, a level one teaching license is a provisional,
36-nonrenewable license and a teacher is given up to five years
37-to develop the academic and pedagogical knowledge and skills
38-to become a level two teacher; and
44+nonrenewable license and a teacher is given up to five years to
45+develop the academic and pedagogical knowledge and skills to
46+become a level two teacher; and
3947 WHEREAS, to move from a level one license to a level two
4048 license, the public education department requires teachers to
4149 have a baccalaureate degree, teach for at least three years,
4250 participate in a formal teacher mentorship program and earn
43-microcredentials in five areas: classroom environment;
44-assessment literacy; multilayered systems of support;
45-culturally and linguistically responsive instruction; and
46-family engagement; and
47-WHEREAS, a teacher must earn a proficiency score of
48-eighty-five percent or higher in each of the microcredential
49-courses; and
50-WHEREAS, it is also possible for a level one teacher to
51-advance to level two by receiving certification from the HM 32

82+WHEREAS, a teacher must earn a proficiency score of

8493 WHEREAS, currently, higher education does not offer
8594 master's degree credits for completion of microcredentials or
8695 national board certification;
8796 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
8897 REPRESENTATIVES OF THE STATE OF NEW MEXICO that the public
8998 education department be requested to collaborate with the
90-teacher preparation programs at state universities to study
91-the possibility of giving master's degree credit to level one
99+teacher preparation programs at state universities to study the
100+possibility of giving master's degree credit to level one
92101 teachers for the professional work required to move to level
93102 two and to level two teachers for the professional work
94-required to move to level three; and
95-BE IT FURTHER RESOLVED that the study consider the pros
96-and cons of giving credit toward a master's degree, potential
97-pathways to realize the proposal as well as academic barriers
98-such as accreditation requirements; and
99-BE IT FURTHER RESOLVED that the department report to the
100-legislative education study committee by December 1, 2025;

102-BE IT FURTHER RESOLVED that a copy of this memorial be HM 32
