38	38	REQUESTING A STUDY FOR RESPONSIBLE SPENDING IN HIGHER

40	40	WHEREAS, there has been much media attention on spending
41	41	at colleges and universities throughout the state; and
42	42	WHEREAS, there are thirty-two separate public boards of
43	43	various community colleges, universities, tribal colleges and
44	44	specialty schools within higher education in New Mexico; and
45	45	WHEREAS, all New Mexico higher education institutions
46	46	engage in the spending of taxpayer money; and
47	47	WHEREAS, all New Mexico higher education institutions
48	48	engage in travel and international travel; and
49	49	WHEREAS, all New Mexico higher education institutions have
50	50	procurement policies and travel policies; and
51	51	WHEREAS, the constitutionally established universities and

79	79	colleges have exemptions to the Procurement Code and various
80	80	travel codes;
81	81	NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
82	82	REPRESENTATIVES OF THE STATE OF NEW MEXICO that the higher
83	83	education department be requested to conduct a study that
84	84	examines and reviews all public institutions of higher
85	85	education expenditures, procurement policies and travel
86	86	policies made under the Procurement Code and institutional
87	87	travel codes and those expenditures made by universities and
88	88	colleges that are exempt from the Procurement Code and travel
89	89	codes; and
90	90	BE IT FURTHER RESOLVED that a copy of this memorial be
91	91	transmitted to the higher education department.
