3838 REQUESTING A STUDY FOR RESPONSIBLE SPENDING IN HIGHER
3939 EDUCATION.
4040 WHEREAS, there has been much media attention on spending
4141 at colleges and universities throughout the state; and
4242 WHEREAS, there are thirty-two separate public boards of
4343 various community colleges, universities, tribal colleges and
4444 specialty schools within higher education in New Mexico; and
4545 WHEREAS, all New Mexico higher education institutions
4646 engage in the spending of taxpayer money; and
4747 WHEREAS, all New Mexico higher education institutions
4848 engage in travel and international travel; and
4949 WHEREAS, all New Mexico higher education institutions have
5050 procurement policies and travel policies; and
5151 WHEREAS, the constitutionally established universities and

7979 colleges have exemptions to the Procurement Code and various
8080 travel codes;
8181 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
8282 REPRESENTATIVES OF THE STATE OF NEW MEXICO that the higher
8383 education department be requested to conduct a study that
8484 examines and reviews all public institutions of higher
8585 education expenditures, procurement policies and travel
8686 policies made under the Procurement Code and institutional
8787 travel codes and those expenditures made by universities and
8888 colleges that are exempt from the Procurement Code and travel
8989 codes; and
9090 BE IT FURTHER RESOLVED that a copy of this memorial be
9191 transmitted to the higher education department.
