3737 REQUESTING THE HIGHER EDUCATION DEPARTMENT TO CONDUCT A STUDY
3838 ON HIGHER EDUCATION COMPENSATION FOR BOTH TEMPORARY AND NON-
3939 TEMPORARY INSTRUCTIONAL STAFF IN COLLABORATION WITH THE
4040 LEGISLATIVE FINANCE COMMITTEE AND THE LEGISLATIVE EDUCATION
4141 STUDY COMMITTEE.
4242 WHEREAS, temporary and non-temporary instructional staff
4343 struggle with low pay, inadequate access to benefits and little
4444 to no job security, and recent studies have found that sixty-
4545 six percent of temporary and non-temporary instructional staff
4646 have contemplated leaving the profession altogether; and
4747 WHEREAS, a recent report by the American association of
4848 university professors found that more than one-fourth of survey
4949 participants earn less than twenty-six thousand five hundred
5050 dollars ($26,500) annually; and

7878 WHEREAS, in the same report, survey participants indicated
7979 that they were not offered continuing contracts despite
8080 satisfactory job performance; and
8181 WHEREAS, in 2022, the American federation of teachers
8282 conducted a survey and found that food scarcity impacts both
8383 temporary and non-temporary instructional staff; and
8484 WHEREAS, the same survey found that twenty percent of
8585 temporary and non-temporary instructional staff rely on
8686 medicare or medicaid to access basic health care services; and
8787 WHEREAS, forty years ago, seventy percent of academic
8888 employees were tenured or on the tenure track, while today that
8989 ratio has flipped and sixty-eight percent of faculty are
9090 holding positions that are not even eligible for tenure and
9191 forty-eight percent of faculty are holding positions that are
9292 fully part time; and
9393 WHEREAS, many temporary and non-temporary instructional
9494 staff work far more hours than they are paid for, holding long
9595 office hours and participating in shared governance; and
9696 WHEREAS, a large number of faculty in New Mexico are
9797 leaving public post-secondary educational institutions to teach
9898 in secondary educational institutions to earn higher
9999 compensation;
100100 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
101101 REPRESENTATIVES OF THE STATE OF NEW MEXICO that the higher
102102 education department, in collaboration with the legislative

132132 committee, be requested to conduct a comprehensive study on
133133 issues relating to the state of higher education compensation
134134 for temporary and non-temporary instructional staff; and
135135 BE IT FURTHER RESOLVED that the study review and examine
136136 current New Mexico compensation data for temporary and non-
137137 temporary instructional staff, including salaries and benefits,
138138 counts, titles, credits or contract hours taught, other
139139 required duties and course overload policies for all public
140140 post-secondary educational institutions in the state; and
141141 BE IT FURTHER RESOLVED that the higher education
142142 department, in collaboration with the legislative finance
143143 committee and the legislative education study committee,
144144 consult with faculty and instructional staff, directors from
145145 diverse departments and programs, representatives of bargaining
146146 units, human resource managers, chief academic officers and
147147 administrators at each of the state's two- and four-year public
148148 post-secondary educational institutions while gathering this
149149 data to adequately address cost concerns related to fringe
150150 benefits, compression, return-to-work faculty, faculty duties,
151151 non-credit and workforce training instructional staff and
152152 increased administrative responsibilities; and
153153 BE IT FURTHER RESOLVED that if the findings of the higher
154154 education department, in collaboration with the legislative
155155 finance committee and the legislative education study

191191 BE IT FURTHER RESOLVED that copies of this memorial be
192192 transmitted to the governor, the director of the legislative
193193 finance committee, the director of the legislative education
194194 study committee and the secretary of higher education.
