3737 REQUESTING THE NEW MEXICO LEGISLATIVE COUNCIL TO DIRECT THE
3838 CREATION OF A GROUP TO STUDY THE FEASIBILITY OF CREATING A
3939 STATE OFFICE OF PEACE.
4040 WHEREAS, global, national and local communities are facing
4141 and working to resolve increasingly complex and urgent issues
4242 related to violence, conflict and safety; and
4343 WHEREAS, New Mexico has a unique role in discussions
4444 related to peace and conflict, given its historical
4545 relationship to the nuclear weapons industry and the
4646 significant proportion of members of the armed forces who are
4747 from the state; and
4848 WHEREAS, there is growing momentum and interest in peace-
4949 building through development of dispute resolution skills
5050 within schools, places of employment and incarceration

7979 WHEREAS, recognizing the importance of this work, over the
8080 years and as recently as February 2025, there have been a
8181 number of efforts at the national and state levels to establish
8282 departments of peace; and
8383 WHEREAS, a state-level office of peace in New Mexico could
8484 work for the benefit of all New Mexico residents using peace-
8585 building principles and including work in the areas of
8686 restorative justice, prevention of conflict, the addressing of
8787 violence, mediation and the promotion of justice; and
8888 WHEREAS, a group to study the feasibility of creation of a
8989 state office of peace would provide an opportunity for
9090 community members with relevant expertise and experience to
9191 collaborate on developing recommendations;
9292 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
9393 REPRESENTATIVES OF THE STATE OF NEW MEXICO that the New Mexico
9494 legislative council be requested to direct the creation of a
9595 group to study the feasibility of creating a state office of
9696 peace and to develop and make recommendations to the
9797 appropriate interim legislative committee on creation of the
9898 office; and
9999 BE IT FURTHER RESOLVED that the group be composed of no
100100 more than seven members, with one member appointed from each of
101101 the following stakeholder groups by a representative of the
102102 university of New Mexico school of law:

134134 is used by communities and courts of Indian nations, tribes and

141141 BE IT FURTHER RESOLVED that the New Mexico legislative
142142 council be requested to engage the university of New Mexico
143143 school of law to coordinate the activities of the group,
144144 including meeting at regular intervals, and to prepare a final
145145 report on the group's work, including its findings and
146146 recommendations; and
147147 BE IT FURTHER RESOLVED that the group be requested to
148148 present its report to the appropriate interim legislative
149149 committee by November 30, 2025; and
150150 BE IT FURTHER RESOLVED that copies of this memorial be
151151 transmitted to the co-chairs of the New Mexico legislative
152152 council and the dean of the university of New Mexico school of
153153 law.
