52	52	PEOPLE; MAKING AN APPROPRIATION.
53	53	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
54	54	SECTION 1. TEMPORARY PROVISION--UNIVERSAL BASIC INCOME
55	55	PILOT PROGRAM.--
56	56	A. As used in this section, "program" means the
57	57	universal basic income pilot program.
58	58	B. The "universal basic income pilot program" is
59	59	created as a two-year pilot program administered by the
60	60	department of health to evaluate the financial impact on a
61	61	pregnant person of providing a universal basic income from
62	62	pregnancy through the first year of life of an infant.
63	63	C. The department of health shall develop an

91	91	application process for participants to voluntarily enroll in
92	92	the program. The program shall consist of a control group of
93	93	participants and a test group of participants. Participants in
94	94	the program shall:
95	95	(1) be pregnant at the time of applying to
96	96	participate in the program; and
97	97	(2) have an income at or below one hundred
98	98	fifty percent of the federal poverty level.
99	99	D. The program shall begin on July 1, 2025 and
100	100	shall end on June 30, 2027. The program shall proceed with the
101	101	following limitations; provided that the control group shall
102	102	not be subject to these limitations:
103	103	(1) the department of health shall distribute
104	104	to participants a universal basic income of one thousand five
105	105	hundred dollars ($1,500) per month through the duration of the
106	106	program;
107	107	(2) participants shall receive home visitation
108	108	from employees of the department of health or an entity
109	109	approved by the department of health;
110	110	(3) participants shall complete surveys and
111	111	research forms throughout the duration of the program;
112	112	(4) participants shall attend prenatal care
113	113	appointments with a health care provider as defined pursuant to
114	114	the Public Health Act in a frequency recommended by the health
115	115	care provider; and

144	144	(5) if a participant fails to comply with the
145	145	provisions of Paragraphs (2) through (4) of this subsection,
146	146	that participant shall be placed in the control group for the
147	147	remainder of the program.
148	148	E. The department of health shall report the
149	149	findings of the program to the legislative education study
150	150	committee no later than December 1, 2027.
151	151	SECTION 2. APPROPRIATION.--Eighty million dollars
152	152	($80,000,000) is appropriated from the general fund to the
153	153	department of health for expenditure in fiscal years 2026 and
154	154	2027 to conduct a universal basic income pilot program. Any
155	155	unexpended or unencumbered balance remaining at the end of
156	156	fiscal year 2027 shall revert to the general fund.
