5050 RELATING TO HUMAN SERVICES; REQUIRING THE DEPARTMENT OF HEALTH
5151 TO EVALUATE THE IMPACTS OF UNIVERSAL BASIC INCOME ON PREGNANT
5252 PEOPLE; MAKING AN APPROPRIATION.
5353 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
5454 SECTION 1. TEMPORARY PROVISION--UNIVERSAL BASIC INCOME
5555 PILOT PROGRAM.--
5656 A. As used in this section, "program" means the
5757 universal basic income pilot program.
5858 B. The "universal basic income pilot program" is
5959 created as a two-year pilot program administered by the
6060 department of health to evaluate the financial impact on a
6161 pregnant person of providing a universal basic income from
6262 pregnancy through the first year of life of an infant.
6363 C. The department of health shall develop an

9191 application process for participants to voluntarily enroll in
9292 the program. The program shall consist of a control group of
9393 participants and a test group of participants. Participants in
9494 the program shall:
9595 (1) be pregnant at the time of applying to
9696 participate in the program; and
9797 (2) have an income at or below one hundred
9898 fifty percent of the federal poverty level.
9999 D. The program shall begin on July 1, 2025 and
100100 shall end on June 30, 2027. The program shall proceed with the
101101 following limitations; provided that the control group shall
102102 not be subject to these limitations:
103103 (1) the department of health shall distribute
104104 to participants a universal basic income of one thousand five
105105 hundred dollars ($1,500) per month through the duration of the
106106 program;
107107 (2) participants shall receive home visitation
108108 from employees of the department of health or an entity
109109 approved by the department of health;
110110 (3) participants shall complete surveys and
111111 research forms throughout the duration of the program;
112112 (4) participants shall attend prenatal care
113113 appointments with a health care provider as defined pursuant to
114114 the Public Health Act in a frequency recommended by the health
115115 care provider; and

144144 (5) if a participant fails to comply with the
145145 provisions of Paragraphs (2) through (4) of this subsection,
146146 that participant shall be placed in the control group for the
147147 remainder of the program.
148148 E. The department of health shall report the
149149 findings of the program to the legislative education study
150150 committee no later than December 1, 2027.
151151 SECTION 2. APPROPRIATION.--Eighty million dollars
152152 ($80,000,000) is appropriated from the general fund to the
153153 department of health for expenditure in fiscal years 2026 and
154154 2027 to conduct a universal basic income pilot program. Any
155155 unexpended or unencumbered balance remaining at the end of
156156 fiscal year 2027 shall revert to the general fund.
