3333 RELATING TO PUBLIC SCHOOLS; CREATING A MATH LAB PILOT PROJECT;
3434 PROVIDING FOR AWARDS TO PARTICIPATING SCHOOL DISTRICTS FOR
3535 PARTICIPATING PUBLIC SCHOOLS TO ESTABLISH AND CONDUCT MATH LABS
3636 TO IMPROVE MATH PROFICIENCY; MAKING AN APPROPRIATION.
3737 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
3838 SECTION 1. A new section of the Public School Code is
3939 enacted to read:
4040 "[NEW MATERIAL] MATH LAB PILOT PROJECT CREATED.--
4141 A. As used in this section:
4242 (1) "math lab pilot project" means a
4343 school-based program designed to provide students with support
4444 and practice in mathematics with a focus on hands-on activities
4545 and project-based learning;
4646 (2) "math lab" means a dedicated learning

7474 environment designed to improve student math skills; and
7575 (3) "school district" includes state- and
7676 locally chartered charter schools.
7777 B. The "math lab pilot project" is created as a
7878 three-year pilot project to demonstrate that students'
7979 participation in math labs improves student outcomes in
8080 kindergarten through sixth grade mathematics and raises the
8181 participating public school's mathematics scores on standards-
8282 based assessments. Participating public schools shall test
8383 students before, during and after the pilot project and follow
8484 those students through the remainder of the students' time in
8585 public school. The data collected during the pilot project and
8686 over time shall be evaluated biennially to help the department
8787 and the school districts determine the efficacy of math labs in
8888 student success and allow the incorporation of methods and
8989 strategies learned from the pilot project into the overall
9090 teaching of mathematics.
9191 C. The department shall administer the math lab
9292 pilot project. Within the limits of appropriation, any school
9393 district is eligible to participate.
9494 D. The math lab pilot project requires
9595 participating school districts to:
9696 (1) establish a math lab in a participating
9797 public school that shall be staffed by at least one teacher who
9898 is knowledgeable about the academic content and performance

127127 standards for elementary mathematics;
128128 (2) focus on small group instruction,
129129 interactive learning and collaborative learning activities
130130 specific to mathematics instruction and aligned with grade-
131131 specific academic content and performance standards; and
132132 (3) provide professional development
133133 opportunities for teachers who staff math labs.
134134 E. Each school district may decide annually whether
135135 to participate in the math lab pilot project.
136136 F. Interested school districts shall apply to the
137137 department. The department shall develop criteria for
138138 applications, public school participation and disbursement of
139139 grant awards; oversee the implementation of the pilot project;
140140 and provide technical assistance to participating public
141141 schools through the mathematics and science bureau of the
142142 department and the mathematics and science advisory council.
143143 G. Each annual grant award shall be a minimum of
144144 one hundred thousand dollars ($100,000) for each participating
145145 public school.
146146 H. The department shall provide, at least annually,
147147 notice to each school district that is not participating in the
148148 math lab pilot project information explaining the pilot
149149 project, the amounts of the grant awards and the requirements
150150 and procedures for participating in the pilot project.
151151 I. Each participating school district shall report

180180 annual disaggregated demographic and proficiency data to the
181181 department, including an evaluation that determines whether
182182 students have gained proficiency. The reports shall include at
183183 least the following information:
184184 (1) the number and name of participating
185185 public schools that year;
186186 (2) the number of students who participated in
187187 each participating public school's math lab;
188188 (3) the total amount awarded to the school
189189 district and the amounts distributed to each participating
190190 public school;
191191 (4) changes in student math proficiency among
192192 participating school districts as measured by standardized
193193 assessments in general and in particular students participating
194194 in math labs; and
195195 (5) narrative or other forms of feedback from
196196 teachers, students and parents regarding the pilot project's
197197 impact.
198198 J. The department shall make school district
199199 reports available to the governor and the legislature through
200200 the legislative education study committee. By November 1,
201201 2028, the department shall prepare a final report for the
202202 governor and the legislature on the efficacy of the pilot
203203 project, including recommendations for potential improvements
204204 or expansion of math labs statewide."

233233 SECTION 2. APPROPRIATION.--Three million dollars
234234 ($3,000,000) is appropriated from the general fund to the
235235 public education department for expenditure in fiscal years
236236 2026 through 2028 to conduct the math lab pilot project. The
237237 appropriation shall be used exclusively for the purposes
238238 outlined in Section 1 of this act, including school staffing,
239239 instructional and classroom materials, technology, teacher
240240 training or professional development and required reporting.
241241 Any unexpended or unencumbered balance remaining at the end of
242242 fiscal year 2028 shall revert to the general fund.
243243 SECTION 3. EFFECTIVE DATE.--The effective date of the
244244 provisions of this act is July 1, 2025.
