33	33	MAKING APPROPRIATIONS FOR PUBLIC HEALTH AND SAFETY INITIATIVES.
34	34	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
35	35	SECTION 1. APPROPRIATION--ADMINISTRATIVE OFFICE OF THE
36	36	COURTS--REGIONAL PLANNING--STATEWIDE RESOURCE MAPPING--JUDICIAL
37	37	DISTRICT GRANTS--CERTAIN COURTS AND ASSOCIATED PROGRAMS AND
38	38	SERVICES.--One million seven hundred thousand dollars
39	39	($1,700,000) is appropriated from the general fund to the
40	40	administrative office of the courts for expenditure in fiscal
41	41	year 2025 and subsequent fiscal years for regional planning and
42	42	sequential intercept resource mapping statewide, including
43	43	costs associated with monitoring, quality assurance and setting
44	44	statewide standards related to relevant elements within
45	45	regional plans. Any unexpended or unencumbered balance
46	46	remaining at the end of a fiscal year shall not revert to the

75	75	SECTION 2. APPROPRIATION--ADMINISTRATIVE OFFICE OF THE
76	76	COURTS--JUDICIAL DISTRICT GRANTS--REGIONAL PLANNING, INCLUDING
77	77	REGIONAL CASE MANAGEMENT.--
78	78	A. Seven million dollars ($7,000,000) is
79	79	appropriated from the general fund to the administrative office
80	80	of the courts for expenditure in fiscal year 2025 and
81	81	subsequent fiscal years for:
82	82	(1) grants to judicial districts based on the
83	83	submitted regional plans to enhance regional case management,
84	84	behavioral health grant writing, peer-operated crisis response
85	85	and recovery support services, behavioral health and homeless
86	86	outreach and engagement; and
87	87	(2) grants to judicial districts based on the
88	88	submitted regional plans for specialty, diversion, problem-
89	89	solving and treatment courts and associated programs and
90	90	pretrial services.
91	91	B. Any unexpended or unencumbered balance remaining
92	92	at the end of a fiscal year shall not revert to the general
93	93	fund.
94	94	SECTION 3. APPROPRIATION--HEALTH CARE AUTHORITY--REGIONAL
95	95	PLANNING, INCLUDING OUTPATIENT TREATMENT.--Ten million dollars
96	96	($10,000,000) is appropriated from the general fund to the
97	97	health care authority for expenditure in fiscal year 2025 and
98	98	subsequent fiscal years for grants to counties and

128	128	the submitted regional plans for assisted outpatient treatment,
129	129	medication-assisted treatment, assertive community treatment,
130	130	other best-practice and evidence-informed outpatient and
131	131	diversion services, promising practices and community-based
132	132	wraparound services and resources. Any unexpended or
133	133	unencumbered balance remaining at the end of a fiscal year
134	134	shall not revert to the general fund.
135	135	SECTION 4. APPROPRIATION--HEALTH CARE AUTHORITY--REGIONAL
136	136	PLANNING--TRANSITIONAL ACUTE CARE FACILITIES.--Forty-three
137	137	million dollars ($43,000,000) is appropriated from the general
138	138	fund to the health care authority for expenditure in fiscal
139	139	year 2025 and subsequent fiscal years for grants to counties
140	140	and municipalities based on the submitted regional plans for
141	141	regional transitional acute care facilities and certified
142	142	community behavioral health clinics that are located in a
143	143	municipality with a state institution of higher education and
144	144	remain eligible for medicaid. The health care authority shall
145	145	consult with the department of health when making grants to
146	146	counties and municipalities. Funding may be used to cover
147	147	service, transportation and lease costs, including community-
148	148	based services and supports. Not more than eight million
149	149	dollars ($8,000,000) may be used to establish or expand
150	150	behavioral health investment zones based on epidemiological
151	151	data and other source data that identify the combined incidence

181	181	and on any other behavioral health data deemed necessary. Any
182	182	unexpended or unencumbered balance remaining at the end of a
183	183	fiscal year shall not revert to the general fund.
184	184	SECTION 5. APPROPRIATION--HEALTH CARE AUTHORITY--REGIONAL
185	185	PLANNING--CRISIS RESPONSE FACILITIES.--Seven million five
186	186	hundred thousand dollars ($7,500,000) is appropriated from the
187	187	general fund to the health care authority for expenditure in
188	188	fiscal year 2025 and subsequent fiscal years for use by the
189	189	authority and for grants to federally qualified health centers,
190	190	counties and municipalities and Indian nations, tribes and
191	191	pueblos based on the submitted regional plans for twenty-four-
192	192	hour crisis response facilities, associated services and
193	193	technical assistance support. Funding may be used to cover
194	194	service, logistic and lease costs not eligible for medicaid
195	195	funding on a multiyear basis. Any unexpended or unencumbered
196	196	balance remaining at the end of a fiscal year shall not revert
197	197	to the general fund.
198	198	SECTION 6. APPROPRIATION--CORRECTIONS DEPARTMENT--
199	199	REGIONAL PLANNING--SUPPORT FOR DISCHARGED PERSONS.--One million
200	200	three hundred thousand dollars ($1,300,000) is appropriated
201	201	from the general fund to the corrections department, in
202	202	consultation with the health care authority, for expenditure in
203	203	fiscal year 2025 and subsequent fiscal years for use by the
204	204	department and for grants to counties based on regional plans

241	241	SECTION 7. APPROPRIATION--DEPARTMENT OF PUBLIC SAFETY--
242	242	REGIONAL PLANNING--CRISIS RESPONSE AND RECOVERY.--Five million
243	243	dollars ($5,000,000) is appropriated from the general fund to
244	244	the department of public safety, in consultation with the
245	245	health care authority, for expenditure in fiscal year 2025 and
246	246	subsequent fiscal years for grants to counties and
247	247	municipalities and Indian nations, tribes and pueblos based on
248	248	the submitted regional plans to be used by law enforcement and
249	249	behavioral health service providers to purchase regional mobile
250	250	crisis response, recovery and outreach equipment and vehicles.
251	251	Any unexpended or unencumbered balance remaining at the end of
252	252	a fiscal year shall not revert to the general fund.
253	253	SECTION 8. APPROPRIATION--HEALTH CARE AUTHORITY--REGIONAL
254	254	PLANNING--CRISIS RESPONSE AND RECOVERY TEAMS.--Eleven million
255	255	five hundred thousand dollars ($11,500,000) is appropriated
256	256	from the general fund to the health care authority, in
257	257	consultation with the department of public safety, for

294	294	EDUCATION AND OUTREACH.--One million dollars ($1,000,000) is
295	295	appropriated from the general fund to the health care authority
296	296	for expenditure in fiscal year 2025 and subsequent fiscal years
297	297	for education and outreach within behavioral health regions on
298	298	available behavioral health services based on behavioral health
299	299	plans. Any unexpended or unencumbered balance remaining at the
300	300	end of a fiscal year shall not revert to the general fund.
301	301	SECTION 10. APPROPRIATION--DEPARTMENT OF PUBLIC SAFETY--
302	302	REGIONAL PLANNING--CRISIS INTERVENTION AND RESPONSE.--Two
303	303	million dollars ($2,000,000) is appropriated from the general
304	304	fund to the department of public safety for expenditure in
305	305	fiscal year 2025 and subsequent fiscal years for grants to
306	306	state agencies, counties and municipalities and Indian nations,
307	307	tribes and pueblos based on the submitted regional plans for
308	308	diversion, crisis intervention, collaborative and embedded
309	309	crisis response, mental health, social work, community and
310	310	intercept resources training. Any unexpended or unencumbered

345	345	fiscal year 2025 and subsequent fiscal years for use by the
346	346	university of New Mexico health sciences center for mobile
347	347	health units, medication-assisted treatment and other health
348	348	outreach to homeless persons, including telemedicine. Any
349	349	unexpended or unencumbered balance remaining at the end of a
350	350	fiscal year shall not revert to the general fund.
351	351	SECTION 12. APPROPRIATION--DEPARTMENT OF HEALTH--HEALTH
352	352	OUTREACH TO HOMELESS PERSONS.--One million dollars ($1,000,000)
353	353	is appropriated from the general fund to the department of
354	354	health for expenditure in fiscal year 2025 and subsequent
355	355	fiscal years for mobile health units, medication-assisted
356	356	treatment and other health outreach to homeless persons,
357	357	including telemedicine. Any unexpended or unencumbered balance
358	358	remaining at the end of a fiscal year shall not revert to the
359	359	general fund.
360	360	SECTION 13. APPROPRIATION--DEPARTMENT OF FINANCE AND
361	361	ADMINISTRATION--REGIONAL PLANNING--EXPANSION OF CERTAIN HOUSING
362	362	SERVICES.--Forty-eight million dollars ($48,000,000) is

402	402	SECTION 14. CONTINGENT EFFECTIVE DATE.--The effective
403	403	date of the provisions of Sections 1 through 10 and 13 of this
404	404	act are contingent upon the Behavioral Health Reform and
405	405	Investment Act of the first session of the fifty-seventh
406	406	legislature becoming law.
