3333 MAKING APPROPRIATIONS FOR PUBLIC HEALTH AND SAFETY INITIATIVES.
3434 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
3535 SECTION 1. APPROPRIATION--ADMINISTRATIVE OFFICE OF THE
3636 COURTS--REGIONAL PLANNING--STATEWIDE RESOURCE MAPPING--JUDICIAL
3737 DISTRICT GRANTS--CERTAIN COURTS AND ASSOCIATED PROGRAMS AND
3838 SERVICES.--One million seven hundred thousand dollars
3939 ($1,700,000) is appropriated from the general fund to the
4040 administrative office of the courts for expenditure in fiscal
4141 year 2025 and subsequent fiscal years for regional planning and
4242 sequential intercept resource mapping statewide, including
4343 costs associated with monitoring, quality assurance and setting
4444 statewide standards related to relevant elements within
4545 regional plans. Any unexpended or unencumbered balance
4646 remaining at the end of a fiscal year shall not revert to the

7575 SECTION 2. APPROPRIATION--ADMINISTRATIVE OFFICE OF THE
7676 COURTS--JUDICIAL DISTRICT GRANTS--REGIONAL PLANNING, INCLUDING
7777 REGIONAL CASE MANAGEMENT.--
7878 A. Seven million dollars ($7,000,000) is
7979 appropriated from the general fund to the administrative office
8080 of the courts for expenditure in fiscal year 2025 and
8181 subsequent fiscal years for:
8282 (1) grants to judicial districts based on the
8383 submitted regional plans to enhance regional case management,
8484 behavioral health grant writing, peer-operated crisis response
8585 and recovery support services, behavioral health and homeless
8686 outreach and engagement; and
8787 (2) grants to judicial districts based on the
8888 submitted regional plans for specialty, diversion, problem-
8989 solving and treatment courts and associated programs and
9090 pretrial services.
9191 B. Any unexpended or unencumbered balance remaining
9292 at the end of a fiscal year shall not revert to the general
9393 fund.
9494 SECTION 3. APPROPRIATION--HEALTH CARE AUTHORITY--REGIONAL
9595 PLANNING, INCLUDING OUTPATIENT TREATMENT.--Ten million dollars
9696 ($10,000,000) is appropriated from the general fund to the
9797 health care authority for expenditure in fiscal year 2025 and
9898 subsequent fiscal years for grants to counties and

128128 the submitted regional plans for assisted outpatient treatment,
129129 medication-assisted treatment, assertive community treatment,
130130 other best-practice and evidence-informed outpatient and
131131 diversion services, promising practices and community-based
132132 wraparound services and resources. Any unexpended or
133133 unencumbered balance remaining at the end of a fiscal year
134134 shall not revert to the general fund.
135135 SECTION 4. APPROPRIATION--HEALTH CARE AUTHORITY--REGIONAL
136136 PLANNING--TRANSITIONAL ACUTE CARE FACILITIES.--Forty-three
137137 million dollars ($43,000,000) is appropriated from the general
138138 fund to the health care authority for expenditure in fiscal
139139 year 2025 and subsequent fiscal years for grants to counties
140140 and municipalities based on the submitted regional plans for
141141 regional transitional acute care facilities and certified
142142 community behavioral health clinics that are located in a
143143 municipality with a state institution of higher education and
144144 remain eligible for medicaid. The health care authority shall
145145 consult with the department of health when making grants to
146146 counties and municipalities. Funding may be used to cover
147147 service, transportation and lease costs, including community-
148148 based services and supports. Not more than eight million
149149 dollars ($8,000,000) may be used to establish or expand
150150 behavioral health investment zones based on epidemiological
151151 data and other source data that identify the combined incidence

181181 and on any other behavioral health data deemed necessary. Any
182182 unexpended or unencumbered balance remaining at the end of a
183183 fiscal year shall not revert to the general fund.
184184 SECTION 5. APPROPRIATION--HEALTH CARE AUTHORITY--REGIONAL
185185 PLANNING--CRISIS RESPONSE FACILITIES.--Seven million five
186186 hundred thousand dollars ($7,500,000) is appropriated from the
187187 general fund to the health care authority for expenditure in
188188 fiscal year 2025 and subsequent fiscal years for use by the
189189 authority and for grants to federally qualified health centers,
190190 counties and municipalities and Indian nations, tribes and
191191 pueblos based on the submitted regional plans for twenty-four-
192192 hour crisis response facilities, associated services and
193193 technical assistance support. Funding may be used to cover
194194 service, logistic and lease costs not eligible for medicaid
195195 funding on a multiyear basis. Any unexpended or unencumbered
196196 balance remaining at the end of a fiscal year shall not revert
197197 to the general fund.
198198 SECTION 6. APPROPRIATION--CORRECTIONS DEPARTMENT--
199199 REGIONAL PLANNING--SUPPORT FOR DISCHARGED PERSONS.--One million
200200 three hundred thousand dollars ($1,300,000) is appropriated
201201 from the general fund to the corrections department, in
202202 consultation with the health care authority, for expenditure in
203203 fiscal year 2025 and subsequent fiscal years for use by the
204204 department and for grants to counties based on regional plans

241241 SECTION 7. APPROPRIATION--DEPARTMENT OF PUBLIC SAFETY--
242242 REGIONAL PLANNING--CRISIS RESPONSE AND RECOVERY.--Five million
243243 dollars ($5,000,000) is appropriated from the general fund to
244244 the department of public safety, in consultation with the
245245 health care authority, for expenditure in fiscal year 2025 and
246246 subsequent fiscal years for grants to counties and
247247 municipalities and Indian nations, tribes and pueblos based on
248248 the submitted regional plans to be used by law enforcement and
249249 behavioral health service providers to purchase regional mobile
250250 crisis response, recovery and outreach equipment and vehicles.
251251 Any unexpended or unencumbered balance remaining at the end of
252252 a fiscal year shall not revert to the general fund.
253253 SECTION 8. APPROPRIATION--HEALTH CARE AUTHORITY--REGIONAL
254254 PLANNING--CRISIS RESPONSE AND RECOVERY TEAMS.--Eleven million
255255 five hundred thousand dollars ($11,500,000) is appropriated
256256 from the general fund to the health care authority, in
257257 consultation with the department of public safety, for

293293 SECTION 9. APPROPRIATION--HEALTH CARE AUTHORITY--
294294 EDUCATION AND OUTREACH.--One million dollars ($1,000,000) is
295295 appropriated from the general fund to the health care authority
296296 for expenditure in fiscal year 2025 and subsequent fiscal years
297297 for education and outreach within behavioral health regions on
298298 available behavioral health services based on behavioral health
299299 plans. Any unexpended or unencumbered balance remaining at the
300300 end of a fiscal year shall not revert to the general fund.
301301 SECTION 10. APPROPRIATION--DEPARTMENT OF PUBLIC SAFETY--
302302 REGIONAL PLANNING--CRISIS INTERVENTION AND RESPONSE.--Two
303303 million dollars ($2,000,000) is appropriated from the general
304304 fund to the department of public safety for expenditure in
305305 fiscal year 2025 and subsequent fiscal years for grants to
306306 state agencies, counties and municipalities and Indian nations,
307307 tribes and pueblos based on the submitted regional plans for
308308 diversion, crisis intervention, collaborative and embedded
309309 crisis response, mental health, social work, community and
310310 intercept resources training. Any unexpended or unencumbered

342342 HEALTH OUTREACH TO HOMELESS PERSONS.--One million dollars
343343 ($1,000,000) is appropriated from the general fund to the board
344344 of regents of the university of New Mexico for expenditure in
345345 fiscal year 2025 and subsequent fiscal years for use by the
346346 university of New Mexico health sciences center for mobile
347347 health units, medication-assisted treatment and other health
348348 outreach to homeless persons, including telemedicine. Any
349349 unexpended or unencumbered balance remaining at the end of a
350350 fiscal year shall not revert to the general fund.
351351 SECTION 12. APPROPRIATION--DEPARTMENT OF HEALTH--HEALTH
352352 OUTREACH TO HOMELESS PERSONS.--One million dollars ($1,000,000)
353353 is appropriated from the general fund to the department of
354354 health for expenditure in fiscal year 2025 and subsequent
355355 fiscal years for mobile health units, medication-assisted
356356 treatment and other health outreach to homeless persons,
357357 including telemedicine. Any unexpended or unencumbered balance
358358 remaining at the end of a fiscal year shall not revert to the
359359 general fund.
360360 SECTION 13. APPROPRIATION--DEPARTMENT OF FINANCE AND
361361 ADMINISTRATION--REGIONAL PLANNING--EXPANSION OF CERTAIN HOUSING
362362 SERVICES.--Forty-eight million dollars ($48,000,000) is

402402 SECTION 14. CONTINGENT EFFECTIVE DATE.--The effective
403403 date of the provisions of Sections 1 through 10 and 13 of this
404404 act are contingent upon the Behavioral Health Reform and
405405 Investment Act of the first session of the fifty-seventh
406406 legislature becoming law.
