51	51	HEALTH TO DELIVER PREVENTIVE HEALTH CARE SERVICES AT PUBLIC
52	52	SCHOOLS IN UNDERSERVED AREAS OF THE STATE; DEFINING TERMS;
53	53	PROVIDING FOR PROJECT GOALS AND PARAMETERS; ASSIGNING DUTIES;
54	54	MAKING AN APPROPRIATION.
55	55	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
56	56	SECTION 1. [NEW MATERIAL] HUB-AND-SPOKE PILOT PROJECT.--
57	57	A. As used in this section:
58	58	(1) "cooperative care team" mean a preventive
59	59	health care provider team that consists of a licensed school
60	60	nurse, a licensed primary care provider, a licensed behavioral
61	61	health care provider, a certified athletic trainer and a
62	62	certified community health care worker;

90	90	(2) "department" means the department of
91	91	health;
92	92	(3) "hub-and-spoke care model" means a health
93	93	care delivery network in which a comprehensive primary care
94	94	clinic serves as the hub of the network and satellite
95	95	facilities or mobile services serve as the spokes of the
96	96	network;
97	97	(4) "preventive health care" means services to
98	98	prevent or detect illness, disease and other health problems or
99	99	stop or slow the progression of those health problems and
100	100	includes screenings and checkups, sports physicals, mental
101	101	health counseling and case management; and
102	102	(5) "project" means the hub-and-spoke pilot
103	103	project.
104	104	B. The "hub-and-spoke pilot project" is created as
105	105	a five-year pilot project in the department to study the
106	106	feasibility of delivering preventive health care at public
107	107	schools in underserved areas of the state through a hub-and-
108	108	spoke care model and to measure how access to preventive health
109	109	care influences student health and academic outcomes and public
110	110	health more broadly.
111	111	C. The project shall be implemented in the
112	112	department's northeast region; the hub shall be a federally
113	113	qualified health center in San Miguel county; the spokes shall
114	114	be public schools in at least five school districts; and

143	143	preventive health care shall be provided by a cooperative care
144	144	team at all participating public schools.
145	145	D. The department shall:
146	146	(1) contract for services with a federally
147	147	qualified health center;
148	148	(2) collect and compile data regarding student
149	149	health and academic outcomes and public health implications
150	150	related to the project;
151	151	(3) collaborate with the public education
152	152	department, which shall assist the department in measuring
153	153	student academic outcomes; and
154	154	(4) report periodically on the project's
155	155	implementation to the legislative health and human services
156	156	committee and provide a final report to the governor and the
157	157	legislature by November 1, 2030.
158	158	SECTION 2. APPROPRIATION.--One million seven hundred
159	159	fifty thousand dollars ($1,750,000) is appropriated from the
160	160	general fund to the department of health for expenditure in
161	161	fiscal years 2026 through 2030 to implement and administer the
162	162	hub-and-spoke pilot project. Any unexpended or unencumbered
163	163	balance remaining at the end of fiscal year 2030 shall revert
164	164	to the general fund.
