5555 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
5656 SECTION 1. [NEW MATERIAL] HUB-AND-SPOKE PILOT PROJECT.--
5757 A. As used in this section:
5858 (1) "cooperative care team" mean a preventive
5959 health care provider team that consists of a licensed school
6060 nurse, a licensed primary care provider, a licensed behavioral
6161 health care provider, a certified athletic trainer and a
6262 certified community health care worker;

9090 (2) "department" means the department of
9191 health;
9292 (3) "hub-and-spoke care model" means a health
9393 care delivery network in which a comprehensive primary care
9494 clinic serves as the hub of the network and satellite
9595 facilities or mobile services serve as the spokes of the
9696 network;
9797 (4) "preventive health care" means services to
9898 prevent or detect illness, disease and other health problems or
9999 stop or slow the progression of those health problems and
100100 includes screenings and checkups, sports physicals, mental
101101 health counseling and case management; and
102102 (5) "project" means the hub-and-spoke pilot
103103 project.
104104 B. The "hub-and-spoke pilot project" is created as
105105 a five-year pilot project in the department to study the
106106 feasibility of delivering preventive health care at public
107107 schools in underserved areas of the state through a hub-and-
108108 spoke care model and to measure how access to preventive health
109109 care influences student health and academic outcomes and public
110110 health more broadly.
111111 C. The project shall be implemented in the
112112 department's northeast region; the hub shall be a federally
113113 qualified health center in San Miguel county; the spokes shall
114114 be public schools in at least five school districts; and

143143 preventive health care shall be provided by a cooperative care
144144 team at all participating public schools.
145145 D. The department shall:
146146 (1) contract for services with a federally
147147 qualified health center;
148148 (2) collect and compile data regarding student
149149 health and academic outcomes and public health implications
150150 related to the project;
151151 (3) collaborate with the public education
152152 department, which shall assist the department in measuring
153153 student academic outcomes; and
154154 (4) report periodically on the project's
155155 implementation to the legislative health and human services
156156 committee and provide a final report to the governor and the
157157 legislature by November 1, 2030.
158158 SECTION 2. APPROPRIATION.--One million seven hundred
159159 fifty thousand dollars ($1,750,000) is appropriated from the
160160 general fund to the department of health for expenditure in
161161 fiscal years 2026 through 2030 to implement and administer the
162162 hub-and-spoke pilot project. Any unexpended or unencumbered
163163 balance remaining at the end of fiscal year 2030 shall revert
164164 to the general fund.
