3253 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
3354 SECTION 1. Section 22-24-3 NMSA 1978 (being Laws 1975,
3455 Chapter 235, Section 3, as amended) is amended to read:
3556 "22-24-3. DEFINITIONS.--As used in the Public School
3657 Capital Outlay Act:
3758 A. "authority" means the public school facilities
3859 authority;
3960 B. "building system" means a set of interacting
40-parts that makes up a single, nonportable or fixed component
41-of a facility and that, together with other building systems,
61+parts that makes up a single, nonportable or fixed component of
62+a facility and that, together with other building systems,
4263 makes up an entire integrated facility or property, including
43-roofing, electrical distribution, electronic communication,
44-plumbing, lighting, mechanical, fire prevention, facility
45-shell, interior finishes, heating, ventilation and air
46-conditioning systems and school security systems, as defined
47-by the council;
48-C. "constitutional special schools" means the
49-New Mexico school for the blind and visually impaired, the
50-New Mexico school for the deaf and the New Mexico military

81103 the constitutional special schools' educational adequacy
82104 standards, including performing arts centers, facilities for
83105 athletic competition, school district administration and
84106 facility and vehicle maintenance;
85-E. "council" means the public school capital
86-outlay council;
107+E. "council" means the public school capital outlay

87109 F. "education technology infrastructure" means the
88110 physical hardware and services used to interconnect students,
89111 teachers, school districts and school buildings necessary to
90112 support broadband connectivity and remote learning as
91113 determined by the council;
92114 G. "fund" means the public school capital outlay
93115 fund;
94-H. "maximum allowable gross square foot per
95-student" means a determination made by applying the
96-established maximum allowable square foot guidelines for
97-educational facilities based on type of school and number of
98-students in the current published New Mexico public school
99-adequacy planning guide to the department's current year
100-certified first reporting date membership;
101-I. "replacement cost per square foot" means the
102-statewide cost per square foot as established by the council; SB 280

142-is less than sixteen persons per square mile.”
