5050 INTERNSHIP OPPORTUNITY PROGRAM; PROVIDING FOR THE PAYMENT OF
5151 WAGES FOR APPRENTICESHIPS AND INTERNSHIPS FOR SIXTEEN- TO
5252 EIGHTEEN-YEAR-OLDS; MAKING AN APPROPRIATION.
5353 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
5454 SECTION 1. [NEW MATERIAL] YOUTH INTERNSHIP OPPORTUNITY
5555 PROGRAM--ELIGIBILITY--APPLICATION--MONITORING AND STANDARDS--
5656 REPORTING AND EVALUATION.--
5757 A. As used in this section:
5858 (1) "America's job center New Mexico" means a
5959 regional workforce center established pursuant to the federal
6060 Workforce Innovation and Opportunity Act to support workforce
6161 development initiatives;
6262 (2) "participant" means a person aged sixteen

9090 to eighteen who is a resident of New Mexico and is actively
9191 enrolled in an approved program;
9292 (3) "program" means the youth internship
9393 opportunity program; and
9494 (4) "registered internships or
9595 apprenticeships" means formal training programs approved by an
9696 America's job center New Mexico.
9797 B. The "youth internship opportunity program" is
9898 created in America's job centers New Mexico under the direction
9999 of the local workforce development boards. The program's
100100 purpose is to:
101101 (1) increase youth employment opportunities;
102102 (2) develop in-demand skills in industries
103103 such as health care, trades, information technology and
104104 agriculture; and
105105 (3) foster workforce readiness and enhance New
106106 Mexico's professional and occupational talent pipeline.
107107 C. Internships or apprenticeships shall be
108108 registered with the applicable America's job center New Mexico.
109109 D. Employers seeking participation in the program
110110 shall submit a job description and meet eligibility
111111 requirements established by the applicable center in
112112 consultation with the applicable local workforce development
113113 boards and the workforce solutions department, including
114114 safety, licensing and insurance requirements.

143143 E. Youths seeking participation in the program
144144 shall apply through a process that prioritizes:
145145 (1) low-income or at-risk youth;
146146 (2) underserved populations; and
147147 (3) students enrolled in career technical
148148 education courses during the school year.
149149 F. Participants will be employees of the applicable
150150 America's job center New Mexico to work on-site at an approved
151151 employer. The center shall match participants with eligible
152152 employers.
153153 G. Participants shall receive an hourly wage of
154154 between fifteen dollars ($15.00) to seventeen dollars ($17.00)
155155 per hour, paid biweekly for up to four hundred hours. Biweekly
156156 wage statements shall be processed upon submission of completed
157157 timesheets and employer meetings with the participant's mentor
158158 or supervisor to verify progress. The America's job center New
159159 Mexico shall provide worker's compensation for each
160160 participant.
161161 H. Participants are required to achieve measurable
162162 skills or certifications, and employers shall designate
163163 qualified mentors or supervisors for each participant.
164164 Employers shall ensure workplace safety and adhere to all state
165165 labor laws.
166166 I. The America's job center New Mexico shall:

196196 (a) participant progress and outcomes;
197197 (b) employer satisfaction; and
198198 (c) participants' achievement of
199199 learning objectives;
200200 (2) collect program data, including:
201201 (a) demographic information of
202202 participants;
203203 (b) the number of registered internships
204204 or apprenticeships completed; and
205205 (c) the industry sectors represented;
206206 (3) routinely evaluate the program to assess
207207 effectiveness and guide improvements; and
208208 (4) submit annual reports to the governor and
209209 the legislature, including:
210210 (a) total program expenditures and
211211 number of participants; and
212212 (b) participant outcomes, including
213213 employment, certifications earned and post-program activities.
214214 SECTION 2. APPROPRIATION.--Twenty-five million dollars
215215 ($25,000,000) is appropriated from the general fund to the
216216 workforce solutions department for expenditure in fiscal years
217217 2025 through 2027 for America's job centers New Mexico to
218218 conduct youth internship opportunity programs. Any unexpended
219219 or unencumbered balance remaining at the end of fiscal year
220220 2027 shall revert to the general fund.
