51	51	WAGES FOR APPRENTICESHIPS AND INTERNSHIPS FOR SIXTEEN- TO
52	52	EIGHTEEN-YEAR-OLDS; MAKING AN APPROPRIATION.
53	53	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
54	54	SECTION 1. [NEW MATERIAL] YOUTH INTERNSHIP OPPORTUNITY
55	55	PROGRAM--ELIGIBILITY--APPLICATION--MONITORING AND STANDARDS--
56	56	REPORTING AND EVALUATION.--
57	57	A. As used in this section:
58	58	(1) "America's job center New Mexico" means a
59	59	regional workforce center established pursuant to the federal
60	60	Workforce Innovation and Opportunity Act to support workforce
61	61	development initiatives;
62	62	(2) "participant" means a person aged sixteen

90	90	to eighteen who is a resident of New Mexico and is actively
91	91	enrolled in an approved program;
92	92	(3) "program" means the youth internship
93	93	opportunity program; and
94	94	(4) "registered internships or
95	95	apprenticeships" means formal training programs approved by an
96	96	America's job center New Mexico.
97	97	B. The "youth internship opportunity program" is
98	98	created in America's job centers New Mexico under the direction
99	99	of the local workforce development boards. The program's
100	100	purpose is to:
101	101	(1) increase youth employment opportunities;
102	102	(2) develop in-demand skills in industries
103	103	such as health care, trades, information technology and
104	104	agriculture; and
105	105	(3) foster workforce readiness and enhance New
106	106	Mexico's professional and occupational talent pipeline.
107	107	C. Internships or apprenticeships shall be
108	108	registered with the applicable America's job center New Mexico.
109	109	D. Employers seeking participation in the program
110	110	shall submit a job description and meet eligibility
111	111	requirements established by the applicable center in
112	112	consultation with the applicable local workforce development
113	113	boards and the workforce solutions department, including
114	114	safety, licensing and insurance requirements.

143	143	E. Youths seeking participation in the program
144	144	shall apply through a process that prioritizes:
145	145	(1) low-income or at-risk youth;
146	146	(2) underserved populations; and
147	147	(3) students enrolled in career technical
148	148	education courses during the school year.
149	149	F. Participants will be employees of the applicable
150	150	America's job center New Mexico to work on-site at an approved
151	151	employer. The center shall match participants with eligible
152	152	employers.
153	153	G. Participants shall receive an hourly wage of
154	154	between fifteen dollars ($15.00) to seventeen dollars ($17.00)
155	155	per hour, paid biweekly for up to four hundred hours. Biweekly
156	156	wage statements shall be processed upon submission of completed
157	157	timesheets and employer meetings with the participant's mentor
158	158	or supervisor to verify progress. The America's job center New
159	159	Mexico shall provide worker's compensation for each
160	160	participant.
161	161	H. Participants are required to achieve measurable
162	162	skills or certifications, and employers shall designate
163	163	qualified mentors or supervisors for each participant.
164	164	Employers shall ensure workplace safety and adhere to all state
165	165	labor laws.
166	166	I. The America's job center New Mexico shall:
167	167	(1) track and monitor:

197	197	(b) employer satisfaction; and
198	198	(c) participants' achievement of
199	199	learning objectives;
200	200	(2) collect program data, including:
201	201	(a) demographic information of
202	202	participants;
203	203	(b) the number of registered internships
204	204	or apprenticeships completed; and
205	205	(c) the industry sectors represented;
206	206	(3) routinely evaluate the program to assess
207	207	effectiveness and guide improvements; and
208	208	(4) submit annual reports to the governor and
209	209	the legislature, including:
210	210	(a) total program expenditures and
211	211	number of participants; and
212	212	(b) participant outcomes, including
213	213	employment, certifications earned and post-program activities.
214	214	SECTION 2. APPROPRIATION.--Twenty-five million dollars
215	215	($25,000,000) is appropriated from the general fund to the
216	216	workforce solutions department for expenditure in fiscal years
217	217	2025 through 2027 for America's job centers New Mexico to
218	218	conduct youth internship opportunity programs. Any unexpended
219	219	or unencumbered balance remaining at the end of fiscal year
220	220	2027 shall revert to the general fund.
