29	49		RELATING TO STATE EDUCATIONAL INSTITUTIONS; INCLUDING
30	50		APPROPRIATIONS FOR EDUCATIONAL RADIO BY THE HIGHER EDUCATION

32	52		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
33	53		SECTION 1. Section 21-1-34 NMSA 1978 (being Laws 1977,
34	54		Chapter 330, Section 1, as amended) is amended to read:
35	55		"21-1-34. EDUCATIONAL TELEVISION EQUIPMENT REPLACEMENT
36	56		FUND--DISBURSEMENT.--The "educational television equipment
37	57		replacement fund" is created as a nonreverting fund in the
38	58		state treasury. The higher education department shall develop
39		-	criteria and promulgate rules for the disbursement of money
40		-	in this fund for the replacement of equipment at educational
41		-	television and radio stations operated by state institutions
42		-	of higher education or public schools. Disbursement shall
43		-	be made to the institutions by warrant of the department
44		-	of finance and administration upon vouchers signed by the
45		-	secretary of higher education. It is the intent of the
46		-	legislature that a specific line item for educational
