33	33	RELATING TO LICENSE PLATES; CREATING A SPECIAL MAKE-A-WISH NEW
34	34	MEXICO REGISTRATION PLATE; ALLOWING FOR THE CESSATION OF
35	35	SPECIAL LICENSE PLATE ISSUANCE UNDER CERTAIN CONDITIONS; MAKING
36	36	AN APPROPRIATION.
37	37	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
38	38	SECTION 1. A new section of Chapter 66, Article 3 NMSA
39	39	1978 is enacted to read:
40	40	"[NEW MATERIAL] SPECIAL MAKE-A-WISH NEW MEXICO
41	41	REGISTRATION PLATE.--
42	42	A. Beginning January 1, 2026, the division shall
43	43	issue a standardized special registration plate with a logo
44	44	designed as specified in Section 66-3-424 NMSA 1978 to express
45	45	support for Make-A-Wish New Mexico.
46	46	B. For a fee of thirty dollars ($30.00), which

74	74	shall be in addition to the regular motor vehicle registration
75	75	fees, a motor vehicle owner may apply for issuance of a special
76	76	Make-A-Wish New Mexico registration plate. The owner shall pay
77	77	a renewal fee of thirty dollars ($30.00) each year to retain
78	78	and renew the special Make-A-Wish New Mexico registration
79	79	plate.
80	80	C. Revenue from the fees imposed by Subsection B of
81	81	this section for a special Make-A-Wish New Mexico registration
82	82	plate shall be distributed as follows:
83	83	(1) twelve dollars ($12.00) of the initial fee
84	84	collected for each registration plate shall be retained by the
85	85	department and is appropriated to the department for the
86	86	manufacture and issuance of the special registration plates;
87	87	and
88	88	(2) eighteen dollars ($18.00) of the initial
89	89	fee and the entire renewal fee collected for each registration
90	90	plate shall be appropriated to the department of health for
91	91	screening, treatment, education, outreach or awareness-raising
92	92	programs related to children with life-threatening illnesses.
93	93	D. Beginning on July 1, 2031, and on July 1 of each
94	94	subsequent year, the department may compare the number of
95	95	special Make-A-Wish New Mexico registration plates issued and
96	96	renewed in the previous fiscal year with the average number of
97	97	such plates issued and renewed annually between fiscal years
98	98	2026 through 2031. If the department determines that the
