3737 PROPOSING TO AMEND ARTICLE 7, SECTION 1 OF THE CONSTITUTION OF
3838 NEW MEXICO TO PERMIT SCHOOL ELECTIONS TO BE HELD AT THE SAME
3939 TIME AS PARTISAN ELECTIONS.
4040 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
4141 SECTION 1. It is proposed to amend Article 7, Section 1
4242 of the constitution of New Mexico to read:
4343 "A. Every person who is a qualified elector
4444 pursuant to the constitution and laws of the United States and
4545 a citizen thereof shall be qualified to vote in all elections
4646 in New Mexico, subject to residency and registration
4747 requirements provided by law, except as restricted by statute
4848 either by reason of criminal conviction for a felony or by
4949 reason of mental incapacity, being limited only to those
5050 persons who are unable to mark their ballot and who are

8282 B. The legislature shall have the power to require
8383 the registration of the qualified electors as a requisite for
8484 voting and shall regulate the manner, time and places of
8585 voting. The legislature shall enact such laws as will secure
8686 the secrecy of the ballot and the purity of elections and guard
8787 against the abuse of elective franchise. Not more than two
8888 members of the board of registration and not more than two
8989 judges of election shall belong to the same political party at
9090 the time of their appointment."
9191 SECTION 2. The amendment proposed by this resolution
9292 shall be submitted to the people for their approval or
9393 rejection at the next general election or at any special
9494 election prior to that date that may be called for that
9595 purpose.
