3737 REQUESTING THE LEGISLATIVE FINANCE COMMITTEE TO PERFORM A STUDY
3838 TO IDENTIFY OPTIONS TO INCREASE PAY FOR PROVIDERS OF MEDICAL
3939 SPECIALTIES TO ENSURE NEW MEXICO IS REGIONALLY COMPETITIVE IN
4040 RECRUITING AND RETAINING THOSE PROVIDERS.
4141 WHEREAS, in recent years, medical specialty provider
4242 groups have been unable to recruit and hire new physicians; and
4343 WHEREAS, it has been reported that New Mexico is the state
4444 with the greatest average age of physicians; and
4545 WHEREAS, nearly one-half of New Mexico residents are
4646 enrolled in medicaid, which only pays medical specialists one
4747 hundred percent of the rate for services that would be covered
4848 by medicare for evaluation and management medical services
4949 codes and just sixty to seventy percent of the rate for
5050 services that would be covered by medicare for procedural

7979 WHEREAS, the medicare program has consistently reduced
8080 physician payments over the past five years; and
8181 WHEREAS, eighteen percent of the population in New Mexico
8282 is covered by medicare, which is three percent higher than the
8383 national average; and
8484 WHEREAS, just twenty-five percent of medical billing in
8585 New Mexico is covered by the commercial market, compared to
8686 other states' commercial market medical billing rates of fifty
8787 to seventy percent, which means New Mexico does not have an
8888 effective cost-shifting mechanism from higher commercial market
8989 rates to balance the amount of government rate billing; and
9090 WHEREAS, New Mexico residents are currently experiencing
9191 delays of six to eighteen months to see a specialist medical
9292 provider, which results in residents experiencing needless
9393 suffering and severely unattended chronic disease
9494 exacerbations;
9595 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
9696 OF NEW MEXICO that the legislative finance committee be
9797 requested to perform a study to identify options to increase
9898 pay for providers of medical specialties to ensure New Mexico
9999 is regionally competitive in recruiting and retaining those
100100 providers; and
101101 BE IT FURTHER RESOLVED that the legislature be encouraged
102102 to provide funding to the legislative finance committee in the
