3737 REQUESTING EXPANSION OF THE USE OF CITIZEN SCIENCE BY STATE
3838 AGENCIES AND REQUESTING THE GOVERNOR TO DECLARE A "CITIZEN
3939 SCIENCE DAY".
4040 WHEREAS, New Mexico is a beautiful state that is rich in
4141 natural resources and filled with individuals who take great
4242 pride in the state's environment; and
4343 WHEREAS, state agencies manage nearly fifty-three million
4444 acres of land but lack the resources to fully monitor this
4545 land; as one student stated, "learning about and caring for the
4646 environment is not a one-person job, and state agencies can't
4747 do it by themselves"; and
4848 WHEREAS, citizen science is a collaboration among
4949 community members, state government and the scientists who
5050 manage the state's public lands in which citizens volunteer to

8383 WHEREAS, citizen science can provide valuable data while
8484 fostering scientific literacy and community engagement,
8585 ensuring that the state thrives through future generations of
8686 environmental stewards; as one student succinctly stated,
8787 "citizen science can take place anywhere and anytime and anyone
8888 can do it"; and
8989 WHEREAS, citizen science can engage the youth, provide
9090 exposure to a variety of science-based careers and expand STEM-
9191 based education opportunities; as several students said,
9292 "everyday people like me can do science" and be "fabulous
9393 citizen scientists", and "citizen science can aid children who
9494 want to pursue science as a career"; and
9595 WHEREAS, in the 2024 legislative session, the house of
9696 representatives passed House Memorial 34, which requested
9797 several state agencies to create a working group to develop
9898 recommendations for expanding the use of citizen science in New
9999 Mexico, and this working group prepared a report and is taking
100100 steps to integrate citizen science into state agencies; and
101101 WHEREAS, encouraging other state agencies to use citizen
102102 science can help more people, especially the youth, to become

132132 time-constrained scientists to collect data; as one student
133133 said, "this means a lot of kids can be scientists and can help
134134 with research", while another student said, "kids are extra
135135 curious"; and
136136 WHEREAS, establishing a "Citizen Science Day" will help
137137 educate other state agencies and the public about the benefits
138138 of citizen science;
139139 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
140140 OF NEW MEXICO that the senate recognize the importance of
141141 citizen science and its role in engaging the youth and the
142142 public in science and the outdoors and assisting state agencies
143143 in collecting valuable data that are otherwise difficult to
144144 collect; and
145145 BE IT FURTHER RESOLVED that the governor be requested to
146146 declare a "Citizen Science Day" and recognize the many New
147147 Mexico residents and projects that have made significant
148148 contributions to citizen science across this state and many
149149 more; and
150150 BE IT FURTHER RESOLVED that the public education
151151 department, the New Mexico outdoor recreation division of the
152152 economic development department, the higher education
153153 department and the New Mexico department of agriculture be
154154 requested to review the working group report titled
155155 "Recommendations to Expand the Use of Citizen Science in State
