3737 REQUESTING EXPANSION OF THE USE OF CITIZEN SCIENCE BY STATE
3838 AGENCIES AND REQUESTING THE GOVERNOR TO DECLARE A "CITIZEN
3939 SCIENCE DAY".
4040 WHEREAS, New Mexico is a beautiful state that is rich in
4141 natural resources and filled with individuals who take great
4242 pride in the state's environment; and
4343 WHEREAS, state agencies manage nearly fifty-three million
4444 acres of land but lack the resources to fully monitor this
4545 land; and
4646 WHEREAS, citizen science is a collaboration among
4747 community members, state government and the scientists who
4848 manage the state's public lands in which citizens volunteer to
4949 help collect data about plants, animals, air quality and water
5050 quality; and

7878 WHEREAS, citizen science can provide valuable data while
7979 fostering scientific literacy and community engagement,
8080 ensuring that the state thrives through future generations of
8181 environmental stewards; and
8282 WHEREAS, citizen science can engage the youth, provide
8383 exposure to a variety of science-based careers and expand STEM-
8484 based education opportunities; and
8585 WHEREAS, in the 2024 legislative session, the house of
8686 representatives passed House Memorial 34, which requested
8787 several state agencies to create a working group to develop
8888 recommendations for expanding the use of citizen science in New
8989 Mexico, and this working group prepared a report and is taking
9090 steps to integrate citizen science into state agencies; and
9191 WHEREAS, encouraging other state agencies to use citizen
9292 science can help more people, especially the youth, to become
9393 aware, involved and concerned about real world issues and help
9494 time-constrained scientists to collect data; and
9595 WHEREAS, establishing a "Citizen Science Day" will help
9696 educate other state agencies and the public about the benefits
9797 of citizen science;
9898 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
9999 OF NEW MEXICO that the senate recognize the importance of
100100 citizen science and its role in engaging the youth and the
101101 public in science and the outdoors and assisting state agencies
102102 in collecting valuable data that is otherwise difficult to

132132 BE IT FURTHER RESOLVED that the governor be requested to
133133 declare a "Citizen Science Day" and recognize the many New
134134 Mexico residents and projects that have made significant
135135 contributions to citizen science across this state and many
136136 more; and
137137 BE IT FURTHER RESOLVED that the public education
138138 department, the New Mexico outdoor recreation division of the
139139 economic development department, the higher education
140140 department and the New Mexico department of agriculture be
141141 requested to review the working group report titled
142142 "Recommendations to Expand the Use of Citizen Science in State
143143 Agencies in New Mexico" and provide recommendations to
144144 integrate citizen science, especially for the youth, into the
145145 agencies; and
146146 BE IT FURTHER RESOLVED that copies of this memorial be
147147 transmitted to the public education department, the New Mexico
148148 outdoor recreation division of the economic development
149149 department, the higher education department and the New Mexico
150150 department of agriculture for appropriate distribution.
