3737 DECLARING FEBRUARY 11, 2025 "ACEQUIA DAY" IN THE SENATE.
3838 WHEREAS, for generations, acequias have supported a way of
3939 life centered around local agriculture and customs of sharing
4040 water; and
4141 WHEREAS, acequias are a centuries-old form of water
4242 governance in New Mexico that have created a cultural landscape
4343 with a web of waterways that nurture tens of thousands of acres
4444 of farmland; and
4545 WHEREAS, acequia customs and traditions regarding
4646 agriculture, seed saving, irrigation practices and food
4747 preservation are important aspects of the cultural heritage of
4848 New Mexico; and
4949 WHEREAS, acequias contribute to the well-being and
5050 livelihood of thousands of families who generate income from

8080 WHEREAS, acequias and community ditches number over seven
8181 hundred in New Mexico with each one governed, operated and
8282 maintained by elected commissioners and mayordomos; and
8383 WHEREAS, the role of acequias in local governance has been
8484 affirmed by laws enacted by the state recognizing acequias as
8585 political subdivisions and enabling acequias to have important
8686 powers in local water management; and
8787 WHEREAS, for more than fifty years, acequias have come
8888 together to protect and defend water rights, advocate for water
8989 policies strengthening acequia governance and support funding
9090 programs for acequia infrastructure; and
9191 WHEREAS, the New Mexico acequia association was
9292 established in 1989 to advocate for water policy beneficial to
9393 acequias, and the acequia commission was created in statute in
9494 1993 to serve as an advisory body in state government; and
9595 WHEREAS, hydrological studies by the New Mexico water
9696 resources research institute at New Mexico state university
9797 have documented hydrological benefits of acequias, including
9898 aquifer recharge through earthen ditches; and
9999 WHEREAS, as water management is complicated by long-term
100100 drought and increasing demands for water, acequias will
101101 continue to be important in any decisions about water policy at
102102 the local and state levels;

131131 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
132132 OF NEW MEXICO that February 11, 2025 be declared "Acequia Day"
133133 in the senate in honor of the contributions of acequias to the
134134 history, culture, economy and management of water resources in
135135 New Mexico; and
136136 BE IT FURTHER RESOLVED that copies of this memorial be
137137 transmitted to the New Mexico acequia association and the
138138 acequia commission.
