AN ACT relating to elections; eliminating the authority of a person 
to register to vote or update his or her voter registration 
information after the close of registration; and providing 
other matters properly relating thereto. 
Legislative Counsel’s Digest: 
 Under existing law, a person may register to vote or update his or her voter 1 
registration information after the deadlines for regular voter registration during the 2 
period for early voting and on the day of the election. (NRS 293.5772-293.5887) 3 
Section 52 of this bill repeals these provisions. Sections 1-51 of this bill make 4 
conforming changes to remove references to registering to vote or updating voter 5 
registration information after the deadlines for regular voter registration.  6 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  NRS 293.093 is hereby amended to read as follows: 1 
 293.093 “Regular votes” means the votes cast by registered 2 
voters, except votes cast by: 3 
 1.  A mail ballot; or 4 
 2.  A provisional ballot pursuant to NRS 293.3078 to 293.3086, 5 
inclusive . [; or 6 
 3.  A provisional ballot pursuant to NRS 293.5772 to 293.5887, 7 
inclusive.] 8

 Sec. 2.  NRS 293.095 is hereby amended to read as follows: 1 
 293.095 “Roster” means the record in printed or electronic 2 
form furnished to election board officers which [: 3 
 1. Contains] contains a list of registered voters and is to be 4 
used for obtaining the signature of each registered voter who applies 5 
to vote at a polling place . [; or 6 
 2. Is to be used for obtaining the signature of each elector who 7 
applies to register to vote or applies to vote at a polling place 8 
pursuant to NRS 293.5772 to 293.5887, inclusive.] 9 
 Sec. 3.  NRS 293.126 is hereby amended to read as follows: 10 
 293.126 [1.]  The provisions of [NRS 293.5772 to 293.5887, 11 
inclusive, apply to city elections. 12 
 2.  The other provisions of] this chapter, not inconsistent with 13 
the provisions of chapter 293C of NRS or a city charter, [also] apply 14 
to city elections. 15 
 Sec. 4.  NRS 293.12757 is hereby amended to read as follows: 16 
 293.12757 If a person is qualified to register to vote and has 17 
properly completed any method authorized by the provisions of this 18 
title to register to vote: 19 
 1. The person may sign a petition required under the election 20 
laws of this State on or after the date on which the person is deemed 21 
to be registered to vote pursuant to NRS 293.4855, 293.517, 22 
293.5235 [,] or 293.5752 [or 293.5772 to 293.5887, inclusive,] or 23 
any other provision of this title; and 24 
 2. The county clerk shall use the date prescribed by subsection 25 
1 for the purposes of the verification of the person’s signature on the 26 
petition. 27 
 Sec. 5.  NRS 293.269911 is hereby amended to read as 28 
follows: 29 
 293.269911 1.  Except as otherwise provided in this section, 30 
the county clerk shall prepare and distribute to each active registered 31 
voter in the county and each person who registers to vote or updates 32 
his or her voter registration information not later than the 14 days 33 
before the election a mail ballot for every election. The county clerk 34 
shall make reasonable accommodations for the use of the mail ballot 35 
by a person who is elderly or disabled, including, without limitation, 36 
by providing, upon request, the mail ballot in 12-point type to a 37 
person who is elderly or disabled.  38 
 2.  The county clerk shall allow a voter to elect not to receive a 39 
mail ballot pursuant to this section by submitting to the county clerk 40 
a written notice in the form prescribed by the county clerk which 41 
must be received by the county clerk not later than 60 days before 42 
the day of the election. 43 
 3.  The county clerk shall not distribute a mail ballot to any 44 
person who [: 45

 (a) Registers to vote for the election pursuant to the provisions 1 
of NRS 293.5772 to 293.5887, inclusive; or 2 
 (b) Elects] elects not to receive a mail ballot pursuant to 3 
subsection 2.  4 
 4.  The mail ballot must include all offices, candidates and 5 
measures upon which the voter is entitled to vote at the election. 6 
 5.  Except as otherwise provided in subsections 2 and 3, the 7 
mail ballot must be distributed to: 8 
 (a) Each active registered voter who: 9 
  (1) Resides within the State, not later than 20 days before the 10 
election; and 11 
  (2) Except as otherwise provided in paragraph (c), resides 12 
outside the State, not later than 40 days before the election. 13 
 (b) Each active registered voter who registers to vote after the 14 
dates set for distributing mail ballots pursuant to paragraph (a) but 15 
who is eligible to receive a mail ballot pursuant to subsection 1, not 16 
later than 13 days before the election.  17 
 (c) Each covered voter who is entitled to have a military-18 
overseas ballot transmitted pursuant to the provisions of chapter 19 
293D of NRS or the Uniformed and Overseas Citizens Absentee 20 
Voting Act, 52 U.S.C. §§ 20301 et seq., not later than the time 21 
required by those provisions. 22 
 6.  In the case of a special election where no candidate for 23 
federal office will appear on the ballot, the mail ballot must be 24 
distributed to each active registered voter not later than 15 days 25 
before the special election. 26 
 7.  Any untimely legal action which would prevent the mail 27 
ballot from being distributed to any voter pursuant to this section is 28 
moot and of no effect. 29 
 Sec. 6.  NRS 293.2725 is hereby amended to read as follows: 30 
 293.2725 1.  Except as otherwise provided in subsection 2, in 31 
NRS 293.3081 [,] and 293.3083 [and 293.5772 to 293.5887, 32 
inclusive,] and in federal law, a person who registers to vote by mail 33 
or computer, or a person who preregisters to vote by mail or 34 
computer and is subsequently deemed to be registered to vote, and 35 
who has not previously voted in an election for federal office in this 36 
State: 37 
 (a) May vote at a polling place only if the person presents to the 38 
election board officer at the polling place: 39 
  (1) A current and valid photo identification of the person, 40 
which shows his or her physical address; or 41 
  (2) A copy of a current utility bill, bank statement, paycheck, 42 
or document issued by a governmental entity, including a check 43 
which indicates the name and address of the person, but not 44 
including a voter registration card; and 45

 (b) May vote by mail only if the person provides to the county 1 
or city clerk: 2 
  (1) A copy of a current and valid photo identification of the 3 
person, which shows his or her physical address; or 4 
  (2) A copy of a current utility bill, bank statement, paycheck, 5 
or document issued by a governmental entity, including a check 6 
which indicates the name and address of the person, but not 7 
including a voter registration card. 8 
 If there is a question as to the physical address of the person, the 9 
election board officer or clerk may request additional information. 10 
 2.  The provisions of subsection 1 do not apply to a person who: 11 
 (a) Registers to vote by mail or computer, or preregisters to vote 12 
by mail or computer and is subsequently deemed to be registered to 13 
vote, and submits with an application to preregister or register to 14 
vote: 15 
  (1) A copy of a current and valid photo identification; or 16 
  (2) A copy of a current utility bill, bank statement, paycheck, 17 
or document issued by a governmental entity, including a check 18 
which indicates the name and address of the person, but not 19 
including a voter registration card; 20 
 (b) Except as otherwise provided in subsection 3, registers to 21 
vote by mail or computer and submits with an application to register 22 
to vote a driver’s license number or at least the last four digits of his 23 
or her social security number, if a state or local election official has 24 
matched that information with an existing identification record 25 
bearing the same number, name and date of birth as provided by the 26 
person in the application;  27 
 (c) Registers to vote pursuant to NRS 293.5742, and at that time 28 
presents to the Department of Motor Vehicles: 29 
  (1) A copy of a current and valid photo identification; 30 
  (2) A copy of a current utility bill, bank statement, paycheck 31 
or document issued by a governmental entity, including a check 32 
which indicates the name and address of the person, but not 33 
including a voter registration card; or 34 
  (3) A driver’s license number or at least the last four digits of 35 
his or her social security number, if a state or local election official 36 
has matched that information with an existing identification record 37 
bearing the same number, name and date of birth as provided by the 38 
person in the application; 39 
 (d) Is entitled to vote an absent ballot pursuant to the Uniformed 40 
and Overseas Citizens Absentee Voting Act, 52 U.S.C. §§ 20301 et 41 
seq.; 42 
 (e) Is provided the right to vote otherwise than in person under 43 
the Voting Accessibility for the Elderly and Handicapped Act, 52 44 
U.S.C. §§ 20101 et seq.; or 45

 (f) Is entitled to vote otherwise than in person under any other 1 
federal law. 2 
 3. The provisions of subsection 1 apply to a person described 3 
in paragraph (b) of subsection 2 if the voter registration card issued 4 
to the person is mailed by the county clerk to the person and 5 
returned to the county clerk by the United States Postal Service. 6 
 Sec. 7.  NRS 293.273 is hereby amended to read as follows: 7 
 293.273 1.  Except as otherwise provided in NRS 293.305, at 8 
all elections held under the provisions of this title, the polls must 9 
open at 7 a.m. and close at 7 p.m. 10 
 2.  Upon opening the polls, one of the election board officers 11 
shall cause a proclamation to be made that all present may be aware 12 
of the fact that applications will be received from [: 13 
 (a) Registered] registered voters who apply to vote at the polling 14 
place . [; and 15 
 (b) Electors who apply to register to vote or apply to vote at the 16 
polling place pursuant to NRS 293.5772 to 293.5887, inclusive.] 17 
 3.  No person, other than election board officers engaged in 18 
receiving, preparing or depositing ballots or registering electors, 19 
may be permitted inside the guardrail during the time the polls are 20 
open, except by authority of the election board as necessary to keep 21 
order and carry out the provisions of this title. 22 
 Sec. 8.  NRS 293.275 is hereby amended to read as follows: 23 
 293.275 1.  Except as otherwise provided in subsection 2, an 24 
election board may not perform its duty in serving registered voters 25 
at any polling place in any election provided for in this title [,] 26 
unless it has before it [: 27 
 (a) The] the roster designated for registered voters who apply to 28 
vote at the polling place . [; and 29 
 (b) The roster designated for electors who apply to register to 30 
vote or apply to vote at the polling place pursuant to NRS 293.5772 31 
to 293.5887, inclusive.] 32 
 2.  For a polling place established pursuant to NRS 293.3072, 33 
an election board may perform its duty in serving registered voters 34 
at the polling place in an election if the election board has before it 35 
the roster for the county. 36 
 3.  If a county clerk uses an electronic roster, not earlier than 2 37 
weeks before and not later than 5 p.m. on the day before the first 38 
day of the period for early voting by personal appearance, the 39 
county clerk shall complete a test of the electronic roster to ensure 40 
its functionality in accordance with regulations adopted by the 41 
Secretary of State. 42 
 Sec. 9.  NRS 293.277 is hereby amended to read as follows: 43 
 293.277 1.  Except as otherwise provided in NRS 293.283 [,] 44 
and 293.541 , [and 293.5772 to 293.5887, inclusive,] if a person’s 45

name appears in the roster or if the person provides an affirmation 1 
pursuant to NRS 293.525, the person is entitled to vote and must 2 
sign his or her name in the roster or on a signature card when he or 3 
she applies to vote. The signature must be compared by an election 4 
board officer with the signature or a facsimile thereof on the 5 
person’s application to register to vote or one of the forms of 6 
identification listed in subsection 2. 7 
 2.  Except as otherwise provided in NRS 293.2725, the forms of 8 
identification which may be used individually to identify a voter at 9 
the polling place are: 10 
 (a) The voter registration card issued to the voter; 11 
 (b) A driver’s license; 12 
 (c) An identification card issued by the Department of Motor 13 
Vehicles; 14 
 (d) A military identification card; or 15 
 (e) Any other form of identification issued by a governmental 16 
agency which contains the voter’s signature and physical description 17 
or picture. 18 
 3.  The county clerk shall prescribe a procedure, approved by 19 
the Secretary of State, to verify that the voter has not already voted 20 
in that county in the current election. 21 
 Sec. 10.  NRS 293.285 is hereby amended to read as follows: 22 
 293.285 1.  Except as otherwise provided in NRS 293.283 : 23 
[and 293.5772 to 293.5887, inclusive:] 24 
 (a) A registered voter applying to vote shall state his or her 25 
name to the election board officer in charge of the roster; and 26 
 (b) The election board officer shall: 27 
  (1) Announce the name of the registered voter; 28 
  (2) Instruct the registered voter to sign the roster or signature 29 
card; 30 
  (3) Verify the signature of the registered voter in the manner 31 
set forth in NRS 293.277; and 32 
  (4) Verify that the registered voter has not already voted in 33 
that county in the current election. 34 
 2. If the signature does not match, the voter must be identified 35 
by: 36 
 (a) Answering questions from the election board officer 37 
covering the personal data which is reported on the application to 38 
register to vote; 39 
 (b) Providing the election board officer, orally or in writing, 40 
with other personal data which verifies the identity of the voter; or 41 
 (c) Providing the election board officer with proof of 42 
identification as described in NRS 293.277 other than the voter 43 
registration card issued to the voter. 44

 3. If the signature of the voter has changed in comparison to 1 
the signature on the application to preregister or register to vote, the 2 
voter must update his or her signature on a form prescribed by the 3 
Secretary of State. 4 
 4.  For the purposes of subsection 2, the personal data of a voter 5 
may include his or her date of birth. 6 
 Sec. 11.  NRS 293.3025 is hereby amended to read as follows: 7 
 293.3025 The Secretary of State and each county and city clerk 8 
shall ensure that a copy of each of the following is posted in a 9 
conspicuous place at each polling place on election day: 10 
 1.  A sample ballot; 11 
 2.  Information concerning the date and hours of operation of 12 
the polling place; 13 
 3.  Instructions for voting and casting a ballot, including a 14 
provisional ballot pursuant to NRS 293.3078 to 293.3086, 15 
[inclusive, or a provisional ballot pursuant to NRS 293.5772 to 16 
293.5887,] inclusive; 17 
 4.  Instructions concerning the identification required for 18 
persons who registered by mail or computer and are first-time voters 19 
for federal office in this State; 20 
 5.  Information concerning the accessibility of polling places to 21 
persons with disabilities; 22 
 6.  General information concerning federal and state laws which 23 
prohibit acts of fraud and misrepresentation; and 24 
 7.  Information concerning the eligibility of a candidate, a ballot 25 
question or any other matter appearing on the ballot as a result of a 26 
judicial determination or by operation of law, if any. 27 
 Sec. 12.  NRS 293.305 is hereby amended to read as follows: 28 
 293.305 1.  If at the hour of closing the polls there are any [: 29 
 (a) Registered] registered voters waiting in line to apply to vote 30 
at the polling place , [; or 31 
 (b) Electors waiting in line to apply to register to vote or apply 32 
to vote at the polling place pursuant to NRS 293.5772 to 293.5887, 33 
inclusive, 34 
] the doors of the polling place must be closed after all those 35 
registered voters [and electors] have been admitted to the polling 36 
place. The [registration of those electors and the] voting by those 37 
registered voters [and electors] must continue until all such 38 
[registration and] voting has been completed. 39 
 2.  The deputy sheriff shall allow other persons to enter the 40 
polling place after the doors have been closed pursuant to subsection 41 
1 for the purpose of observing or any other legitimate purpose if 42 
there is room within the polling place and the admittance of the 43 
other persons will not interfere unduly with the [registration of the 44 
electors and the] voting by the registered voters . [and electors.] 45

 Sec. 13.  NRS 293.3075 is hereby amended to read as follows: 1 
 293.3075 1.  Except as otherwise provided in NRS 293.283 , 2 
[and 293.5772 to 293.5887, inclusive,] upon the appearance of a 3 
person to cast a ballot at a polling place established pursuant to NRS 4 
293.3072, the election board officer shall: 5 
 (a) Determine that the person is a registered voter in the county 6 
and has not already voted in that county in the current election; 7 
 (b) Instruct the voter to sign the roster or a signature card; and 8 
 (c) Verify the signature of the voter in the manner set forth in 9 
NRS 293.277. 10 
 2. If the signature of the voter does not match, the voter must 11 
be identified by: 12 
 (a) Answering questions from the election board officer 13 
covering the personal data which is reported on the application to 14 
register to vote; 15 
 (b) Providing the election board officer, orally or in writing, 16 
with other personal data which verifies the identity of the voter; or 17 
 (c) Providing the election board officer with proof of 18 
identification as described in NRS 293.277 other than the voter 19 
registration card issued to the voter.  20 
 3. If the signature of the voter has changed in comparison to 21 
the signature on the application to register to vote, the voter must 22 
update his or her signature on a form prescribed by the Secretary of 23 
State. 24 
 4. The county clerk shall prescribe a procedure, approved by 25 
the Secretary of State, to verify that the voter has not already voted 26 
in that county in the current election. 27 
 5. When a voter is entitled to cast a ballot and has identified 28 
himself or herself to the satisfaction of the election board officer, the 29 
voter is entitled to receive the appropriate ballot or ballots, but only 30 
for his or her own use at the polling place where he or she applies to 31 
vote. 32 
 6. If the ballot is voted on a mechanical recording device which 33 
directly records the votes electronically, the election board officer 34 
shall: 35 
 (a) Prepare the mechanical voting device for the voter; 36 
 (b) Ensure that the voter’s precinct or voting district and the 37 
form of the ballot are indicated on the voting receipt, if the county 38 
clerk uses voting receipts; and 39 
 (c) Allow the voter to cast a vote. 40 
 7. A voter applying to vote at a polling place established 41 
pursuant to NRS 293.3072 may be challenged pursuant to  42 
NRS 293.303. 43

 Sec. 14.  NRS 293.3078 is hereby amended to read as follows: 1 
 293.3078 As used in NRS 293.3078 to 293.3086, inclusive, 2 
unless the context otherwise requires [: 3 
 1. “Provisional] , “provisional ballot” means a provisional 4 
ballot cast by a person pursuant to NRS 293.3078 to 293.3086, 5 
inclusive. 6 
 [2. The term does not include a provisional ballot cast by a 7 
person pursuant to NRS 293.5772 to 293.5887, inclusive.] 8 
 Sec. 15.  NRS 293.3585 is hereby amended to read as follows: 9 
 293.3585 1.  Except as otherwise provided in NRS 293.283 , 10 
[and 293.5772 to 293.5887, inclusive,] upon the appearance of a 11 
person to cast a ballot for early voting, an election board officer 12 
shall: 13 
 (a) Determine that the person is a registered voter in the county. 14 
 (b) Instruct the voter to sign the roster for early voting or a 15 
signature card.  16 
 (c) Verify the signature of the voter in the manner set forth in 17 
NRS 293.277. 18 
 (d) Verify that the voter has not already voted in that county in 19 
the current election. 20 
 2. If the signature of the voter does not match, the voter must 21 
be identified by: 22 
 (a) Answering questions from the election board officer 23 
covering the personal data which is reported on the application to 24 
register to vote; 25 
 (b) Providing the election board officer, orally or in writing, 26 
with other personal data which verifies the identity of the voter; or 27 
 (c) Providing the election board officer with proof of 28 
identification as described in NRS 293.277 other than the voter 29 
registration card issued to the voter. 30 
 3. If the signature of the voter has changed in comparison to 31 
the signature on the application to register to vote, the voter must 32 
update his or her signature on a form prescribed by the Secretary of 33 
State. 34 
 4. The county clerk shall prescribe a procedure, approved by 35 
the Secretary of State, to verify that the voter has not already voted 36 
in that county in the current election. 37 
 5.  The roster for early voting or a signature card, as applicable, 38 
must contain: 39 
 (a) The voter’s name, the address where he or she is registered 40 
to vote, his or her voter identification number and a place for the 41 
voter’s signature; 42 
 (b) The voter’s precinct or voting district number, if that 43 
information is available; and 44 
 (c) The date of voting early in person. 45

 6.  When a voter is entitled to cast a ballot and has identified 1 
himself or herself to the satisfaction of the election board officer, the 2 
voter is entitled to receive the appropriate ballot or ballots, but only 3 
for his or her own use at the polling place for early voting. 4 
 7.  If the ballot is voted on a mechanical recording device which 5 
directly records the votes electronically, the election board officer 6 
shall: 7 
 (a) Prepare the mechanical recording device for the voter; 8 
 (b) Ensure that the voter’s precinct or voting district, if that 9 
information is available, and the form of ballot are indicated on the 10 
voting receipt, if the county clerk uses voting receipts; and 11 
 (c) Allow the voter to cast a vote. 12 
 8.  A voter applying to vote early by personal appearance may 13 
be challenged pursuant to NRS 293.303. 14 
 9.  For the purposes of subsection 2, the personal data of a voter 15 
may include his or her date of birth. 16 
 Sec. 16.  NRS 293.3604 is hereby amended to read as follows: 17 
 293.3604 If ballots which are voted on a mechanical recording 18 
device which directly records the votes electronically are used 19 
during the period for early voting by personal appearance: 20 
 1.  At the close of each voting day, the election board shall: 21 
 (a) Prepare and sign a statement for the polling place. The 22 
statement must include: 23 
  (1) The title of the election; 24 
  (2) The number which identifies the mechanical recording 25 
device and the storage device required pursuant to NRS 293B.084; 26 
  (3) The number of ballots voted on the mechanical recording 27 
device for that day; 28 
  (4) The number of signatures in the roster for early voting for 29 
that day; and 30 
  (5) The number of signatures on signature cards for the day . 31 
[; and 32 
  (6) The number of signatures in the roster designated for 33 
electors who applied to register to vote or applied to vote at the 34 
polling place pursuant to NRS 293.5772 to 293.5887, inclusive.] 35 
 (b) Secure: 36 
  (1) The ballots pursuant to the plan for security required by 37 
NRS 293.3594; and 38 
  (2) Each mechanical voting device in the manner prescribed 39 
by the Secretary of State pursuant to NRS 293.3594. 40 
 2.  At the close of the last voting day, the county clerk shall 41 
deliver to the ballot board for early voting: 42 
 (a) The statements for all polling places for early voting; 43 
 (b) The voting rosters used for early voting; 44 
 (c) The signature cards used for early voting; 45

 (d) The storage device required pursuant to NRS 293B.084 from 1 
each mechanical recording device used during the period for early 2 
voting; and 3 
 (e) Any other items as determined by the county clerk. 4 
 3.  Upon receipt of the items set forth in subsection 2 at the 5 
close of the last voting day, the ballot board for early voting shall: 6 
 (a) Indicate the number of ballots on an official statement of 7 
ballots; and 8 
 (b) Place the storage devices in the container provided to 9 
transport those items to the central counting place and seal the 10 
container with a numbered seal. The official statement of ballots 11 
must accompany the storage devices to the central counting place. 12 
 Sec. 17.  NRS 293.4695 is hereby amended to read as follows: 13 
 293.4695 1. Each county clerk shall collect the following 14 
information regarding each primary election, presidential preference 15 
primary election and general election, on a form provided by the 16 
Secretary of State and made available at each polling place in the 17 
county, each polling place for early voting in the county, the office 18 
of the county clerk and any other location deemed appropriate by 19 
the Secretary of State: 20 
 (a) The number of ballots that have been discarded or for any 21 
reason not included in the final canvass of votes, along with an 22 
explanation for the exclusion of each such ballot from the final 23 
canvass of votes. 24 
 (b) A report on each malfunction of any mechanical voting 25 
system, including, without limitation: 26 
  (1) Any known reason for the malfunction; 27 
  (2) The length of time during which the mechanical voting 28 
system could not be used; 29 
  (3) Any remedy for the malfunction which was used at the 30 
time of the malfunction; and 31 
  (4) Any effect the malfunction had on the election process. 32 
 (c) A list of each polling place not open during the time 33 
prescribed pursuant to NRS 293.273 and an account explaining why 34 
each such polling place was not open during the time prescribed 35 
pursuant to NRS 293.273. 36 
 (d) A description of each challenge made to the eligibility of a 37 
voter pursuant to NRS 293.303 and the result of each such 38 
challenge. 39 
 (e) A description of each complaint regarding a ballot cast by 40 
mail or facsimile filed with the county clerk and the resolution, if 41 
any, of the complaint. 42 
 (f) The results of any audit of election procedures and practices 43 
conducted pursuant to regulations adopted by the Secretary of State 44 
pursuant to this chapter. 45

 2. Each county clerk shall submit to the Secretary of State, on a 6 
form provided by the Secretary of State, the information collected 7 
pursuant to subsection 1 not more than 60 days after each primary 8 
election, presidential preference primary election and general 9 
election. 10 
 3. The Secretary of State may contact any political party and 11 
request information to assist in the investigation of any allegation of 12 
voter intimidation. 13 
 4. The Secretary of State shall establish and maintain an 14 
Internet website pursuant to which the Secretary of State shall solicit 15 
and collect voter comments regarding election processes. 16 
 5. The Secretary of State shall compile the information and 17 
comments collected pursuant to this section into a report and shall 18 
submit the report to the Director of the Legislative Counsel Bureau 19 
for transmission to the Legislature not sooner than 30 days before 20 
and not later than 30 days after the first day of each regular session 21 
of the Legislature. 22 
 6. The Secretary of State may make the report required 23 
pursuant to subsection 5 available on an Internet website established 24 
and maintained by the Secretary of State. 25 
 Sec. 18.  NRS 293.506 is hereby amended to read as follows: 26 
 293.506 1.  A county clerk may, with approval of the board of 27 
county commissioners, establish a system for using a computer to 28 
register voters and to keep records of registration. 29 
 2.  A system established pursuant to subsection 1 must: 30 
 (a) Comply with any procedures and requirements prescribed by 31 
the Secretary of State pursuant to NRS 293.250; and 32 
 (b) Allow a person to preregister to vote and the county clerk to 33 
keep records of preregistration by computer. 34 
 3.  [Except as otherwise provided in NRS 293.5772 to 35 
293.5887, inclusive, regardless] Regardless of whether a county 36 
clerk establishes a system pursuant to subsection 1, the county clerk 37 
shall accept applications to preregister and register to vote submitted 38 
by computer to the Secretary of State through the system established 39 
by the Secretary of State pursuant to NRS 293.671. 40 
 Sec. 19.  NRS 293.517 is hereby amended to read as follows: 41 
 293.517 1.  Any person who meets the qualifications set forth 42 
in NRS 293.4855 residing within the county may preregister to vote 43 
and any elector residing within the county may register to vote: 44

register to vote, and providing proof of residence and identity; 6 
 (b) By completing and mailing or personally delivering to the 7 
county clerk an application to preregister or register to vote pursuant 8 
to the provisions of NRS 293.5235; 9 
 (c) Pursuant to the provisions of NRS 293.5727 or 293.5742 or 10 
chapter 293D of NRS; 11 
 (d) At his or her residence with the assistance of a field registrar 12 
pursuant to NRS 293.5237; 13 
 (e) By submitting an application to preregister or register to vote 14 
by computer using the system: 15 
  (1) Established by the Secretary of State pursuant to NRS 16 
293.671; or 17 
  (2) Established by the county clerk, if the county clerk has 18 
established a system pursuant to NRS 293.506 for using a computer 19 
to register voters; or 20 
 (f) By any other method authorized by the provisions of this 21 
title. 22 
 The county clerk shall require a person to submit official 23 
identification as proof of residence and identity, such as a driver’s 24 
license or other official document, before preregistering or 25 
registering the person. If the applicant preregisters or registers to 26 
vote pursuant to this subsection and fails to provide proof of 27 
residence and identity, the applicant must provide proof of residence 28 
and identity before casting a ballot in person or by mail or after 29 
casting a provisional ballot pursuant to NRS 293.3078 to 293.3086, 30 
inclusive. For the purposes of this subsection, a voter registration 31 
card does not provide proof of the residence or identity of a person. 32 
 2.  In addition to the methods for registering to vote described 33 
in subsection 1, an elector may register to vote pursuant to [: 34 
 (a)] NRS 293.269951, if applicable . [; or 35 
 (b) NRS 293.5772 to 293.5887, inclusive.] 36 
 3.  Except as otherwise provided in NRS 293.5732 to 293.5757, 37 
inclusive, the application to preregister or register to vote must be 38 
signed and verified under penalty of perjury by the person 39 
preregistering or the elector registering. 40 
 4.  Each person or elector who is or has been married must be 41 
preregistered or registered under his or her own given or first name, 42 
and not under the given or first name or initials of his or her spouse. 43 
 5.  A person or an elector who is preregistered or registered and 44 
changes his or her name must complete a new application to 45

preregister or register to vote, as applicable. The person or elector 1 
may obtain a new application: 2 
 (a) At the office of the county clerk or field registrar; 3 
 (b) By submitting an application to preregister or register to vote 4 
pursuant to the provisions of NRS 293.5235; 5 
 (c) By submitting a written statement to the county clerk 6 
requesting the county clerk to mail an application to preregister or 7 
register to vote; 8 
 (d) At any voter registration agency; or 9 
 (e) By submitting an application to preregister or register to vote 10 
by computer using the system: 11 
  (1) Established by the Secretary of State pursuant to NRS 12 
293.671; or 13 
  (2) Established by the county clerk, if the county clerk has 14 
established a system pursuant to NRS 293.506 for using a computer 15 
to register voters. 16 
 If the elector fails to register under his or her new name, the 17 
elector may be challenged pursuant to the provisions of NRS 18 
293.303 or 293C.292 and may be required to furnish proof of 19 
identity and subsequent change of name. 20 
 6.  Except as otherwise provided in subsection 8 and NRS 21 
293.5742 to 293.5757, inclusive, and 293.5767 , [and 293.5772 to 22 
293.5887, inclusive,] an elector who registers to vote pursuant to 23 
paragraph (a) of subsection 1 shall be deemed to be registered upon 24 
the completion of an application to register to vote. 25 
 7.  After the county clerk determines that the application to 26 
register to vote of a person is complete and that, except as otherwise 27 
provided in NRS 293D.210, the person is eligible to vote pursuant 28 
to NRS 293.485, the county clerk shall issue a voter registration 29 
card to the voter. 30 
 8. If a person or an elector submits an application to preregister 31 
or register to vote or an affidavit described in paragraph (c) of 32 
subsection 1 of NRS 293.507 that contains any handwritten 33 
additions, erasures or interlineations, the county clerk may object to 34 
the application if the county clerk believes that because of such 35 
handwritten additions, erasures or interlineations, the application is 36 
incomplete or that, except as otherwise provided in NRS 293D.210, 37 
the person is not eligible to preregister pursuant to NRS 293.4855 or 38 
the elector is not eligible to vote pursuant to NRS 293.485, as 39 
applicable. If the county clerk objects pursuant to this subsection, he 40 
or she shall immediately notify the person or elector, as applicable, 41 
and the district attorney of the county. Not later than 5 business days 42 
after the district attorney receives such notification, the district 43 
attorney shall advise the county clerk as to whether: 44

 (a) The application is complete and, except as otherwise 1 
provided in NRS 293D.210, the person is eligible to preregister 2 
pursuant to NRS 293.4855 or the elector is eligible to vote pursuant 3

 (b) The county clerk should proceed to process the application. 5 
 9. If the district attorney advises the county clerk to process the 6 
application pursuant to subsection 8, the county clerk shall 7 
immediately issue a voter registration card to the applicant, unless 8 
the applicant is preregistered to vote and does not currently meet the 9 
requirements to be issued a voter registration card pursuant to  10 
NRS 293.4855. 11 
 Sec. 20.  NRS 293.5235 is hereby amended to read as follows: 12 
 293.5235 1.  Except as otherwise provided in NRS 293.502 13 
and chapter 293D of NRS, a person may preregister or register to 14 
vote by: 15 
 (a) Mailing an application to preregister or register to vote to the 16 
county clerk of the county in which the person resides. 17 
 (b) A computer using: 18 
  (1) The system established by the Secretary of State pursuant 19 
to NRS 293.671; or  20 
  (2) A system established by the county clerk, if the county 21 
clerk has established a system pursuant to NRS 293.506 for using a 22 
computer to preregister or register to vote.  23 
 (c) Any other method authorized by the provisions of this title. 24 
 2. The county clerk shall, upon request, mail an application to 25 
preregister or register to vote to an applicant. The county clerk shall 26 
make the applications available at various public places in the 27 
county.  28 
 3. [Except as otherwise provided in NRS 293.5772 to 29 
293.5887, inclusive: 30 
 (a)] An application to [preregister] : 31 
 (a) Preregister to vote may be used to correct information in a 32 
previous application.  33 
 (b) [An application to register] Register to vote may be used to 34 
correct information in the registrar of voters’ register. 35 
 4.  An application to preregister or register to vote which is 36 
mailed to an applicant by the county clerk or made available to the 37 
public at various locations or voter registration agencies in the 38 
county may be returned to the county clerk by mail or in person. For 39 
the purposes of this section, an application which is personally 40 
delivered to the county clerk shall be deemed to have been returned 41 
by mail. 42 
 5.  The applicant must complete the application, including, 43 
without limitation, checking the boxes described in paragraphs (b) 44 
and (c) of subsection 12 and signing the application. 45

 6.  The county clerk shall, upon receipt of an application, 1 
determine whether the application is complete. 2 
 7.  If the county clerk determines that the application is 3 
complete, he or she shall, within 10 days after receiving the 4 
application, mail to the applicant: 5 
 (a) A notice that the applicant is preregistered or registered to 6 
vote, as applicable. If the applicant is registered to vote, the county 7 
clerk must also mail to the applicant a voter registration card; or 8 
 (b) A notice that the person’s application to preregister to vote 9 
or the registrar of voters’ register has been corrected to reflect any 10 
changes indicated on the application. 11 
 8.  Except as otherwise provided in subsections 5 and 6 of NRS 12 
293.518 and NRS 293.5767, if the county clerk determines that the 13 
application is not complete, the county clerk shall, as soon as 14 
possible, mail a notice to the applicant that additional information is 15 
required to complete the application. If the applicant provides the 16 
information requested by the county clerk within 15 days after the 17 
county clerk mails the notice, the county clerk shall, within 10 days 18 
after receiving the information, mail to the applicant: 19 
 (a) A notice that the applicant is: 20 
  (1) Preregistered to vote; or 21 
  (2) Registered to vote and a voter registration card; or 22 
 (b) A notice that the person’s application to preregister to vote 23 
or the registrar of voters’ register has been corrected to reflect any 24 
changes indicated on the application. 25 
 If the applicant does not provide the additional information 26 
within the prescribed period, the application is void. 27 
 9.  The applicant shall be deemed to be preregistered or 28 
registered or to have corrected the information in the application to 29 
preregister to vote or the registrar of voters’ register on the date the 30 
application is postmarked or received by the county clerk, 31 
whichever is earlier. 32 
 10.  If the applicant fails to check the box described in 33 
paragraph (b) of subsection 12, the application shall not be 34 
considered invalid, and the county clerk shall provide a means for 35 
the applicant to correct the omission at the time the applicant 36 
appears to vote in person at the assigned polling place. 37 
 11.  The Secretary of State shall prescribe the form for 38 
applications to preregister or register to vote by: 39 
 (a) Mail, which must be used to preregister or register to vote by 40 
mail in this State. 41 
 (b) Computer, which must be used to preregister or register to 42 
vote by computer using: 43 
  (1) The system established by the Secretary of State pursuant 44 
to NRS 293.671; or 45

  (2) A system established by the county clerk, if the county 1 
clerk has established a system pursuant to NRS 293.506 for using a 2 
computer to preregister or register to vote. 3 
 12.  The application to preregister or register to vote by mail 4 
must include: 5 
 (a) A notice in at least 10-point type which states: 6 
 7 
 NOTICE: You are urged to return your application to the 8 
County Clerk in person or by mail. If you choose to give your 9 
completed application to another person to return to the 10 
County Clerk on your behalf, and the person fails to deliver 11 
the application to the County Clerk, you will not be 12 
preregistered or registered to vote, as applicable. Please retain 13 
the duplicate copy or receipt from your application to 14 
preregister or register to vote. 15 
 16 
 (b) The question, “Are you a citizen of the United States?” and 17 
boxes for the applicant to check to indicate whether or not the 18 
applicant is a citizen of the United States. 19 
 (c) If the application is to: 20 
  (1) Preregister to vote, the question, “Are you at least 17 21 
years of age and not more than 18 years of age?” and boxes to 22 
indicate whether or not the applicant is at least 17 years of age and 23 
not more than 18 years of age. 24 
  (2) Register to vote, the question, “Will you be at least 18 25 
years of age on or before election day?” and boxes for the applicant 26 
to check to indicate whether or not the applicant will be at least 18 27 
years of age or older on election day. 28 
 (d) A statement instructing the applicant not to complete the 29 
application if the applicant checked “no” in response to the question 30 
set forth in: 31 
  (1) If the application is to preregister to vote, paragraph (b) 32 
or subparagraph (1) of paragraph (c). 33 
  (2) If the application is to register to vote, paragraph (b) or 34 
subparagraph (2) of paragraph (c).  35 
 (e) A statement informing the applicant that if the application is 36 
submitted by mail and the applicant is preregistering or registering 37 
to vote for the first time, the applicant must submit the information 38 
set forth in paragraph (a) of subsection 2 of NRS 293.2725 to avoid 39 
the requirements of subsection 1 of NRS 293.2725 upon voting for 40 
the first time. 41 
 13.  Except as otherwise provided in subsections 5 and 6 of 42 
NRS 293.518, the county clerk shall not preregister or register a 43 
person to vote pursuant to this section unless that person has 44 
provided all of the information required by the application. 45

 14.  The county clerk shall mail, by postcard, the notices 1 
required pursuant to subsections 7 and 8. If the postcard is returned 2 
to the county clerk by the United States Postal Service because the 3 
address is fictitious or the person does not live at that address, the 4 
county clerk shall attempt to determine whether the person’s current 5 
residence is other than that indicated on the application to 6 
preregister or register to vote in the manner set forth in  7 
NRS 293.530. 8 
 15.  A person who, by mail, preregisters or registers to vote 9 
pursuant to this section may be assisted in completing the 10 
application to preregister or register to vote by any other person. 11 
The application must include the mailing address and signature of 12 
the person who assisted the applicant. The failure to provide the 13 
information required by this subsection will not result in the 14 
application being deemed incomplete. 15 
 16.  An application to preregister or register to vote must be 16 
made available to all persons, regardless of political party affiliation. 17 
 17.  An application must not be altered or otherwise defaced 18 
after the applicant has completed and signed it. An application must 19 
be mailed or delivered in person to the office of the county clerk 20 
within 10 days after it is completed. 21 
 18.  A person who willfully violates any of the provisions of 22 
subsection 15, 16 or 17 is guilty of a category E felony and shall be 23 
punished as provided in NRS 193.130. 24 
 19.  The Secretary of State shall adopt regulations to carry out 25 
the provisions of this section. 26 
 Sec. 21.  NRS 293.560 is hereby amended to read as follows: 27 
 293.560 1.  Except as otherwise provided in NRS 28 
293.269951, 293.502, [293.5772 to 293.5887, inclusive,] 293D.230 29 
and 293D.300: 30 
 (a) For a primary election, presidential preference primary 31 
election or general election, or a recall or special election that is held 32 
on the same day as a primary election, presidential preference 33 
primary election or general election, the last day to register to vote: 34 
  (1) By mail is the fourth Tuesday preceding the primary 35 
election, presidential preference primary election or general 36 
election. 37 
  (2) By appearing in person at the office of the county clerk 38 
or, if open, a county facility designated pursuant to NRS 293.5035, 39 
is the fourth Tuesday preceding the primary election, presidential 40 
preference primary election or general election. 41 
  (3) By computer, if the county clerk has established a system 42 
pursuant to NRS 293.506 for using a computer to register voters, is 43 
the Thursday preceding the primary election, presidential preference 44 
primary election or general election . [, unless the system is used to 45

  (4) By computer using the system established by the 3 
Secretary of State pursuant to NRS 293.671, is the day of the 4 
primary election, presidential preference primary election or general 5

 (b) If a recall or special election is not held on the same day as a 7 
primary election, presidential preference primary election or general 8 
election, the last day to register to vote for the recall or special 9 
election by any method of registration is the third Saturday 10 
preceding the recall or special election. 11 
 2.  [Except as otherwise provided in NRS 293.5772 to 12 
293.5887, inclusive, after] After the deadlines for the close of 13 
registration for a primary election, presidential preference primary 14 
election or general election set forth in subsection 1, no person may 15 
register to vote for the election. 16 
 3.  Except for a recall or special election held pursuant to 17 
chapter 306 or 350 of NRS: 18 
 (a) The county clerk of each county shall cause a notice signed 19 
by him or her to be published in a newspaper having a general 20 
circulation in the county indicating: 21 
  (1) The day and time that each method of registration for the 22 
election, as set forth in subsection 1, will be closed; and 23 
  (2) If the county clerk has designated a county facility 24 
pursuant to NRS 293.5035, the location of that facility. 25 
 If no such newspaper is published in the county, the publication 26 
may be made in a newspaper of general circulation published in the 27 
nearest county in this State. 28 
 (b) The notice must be published once each week for 4 29 
consecutive weeks next preceding the day that the last method of 30 
registration for the election, as set forth in subsection 1, will be 31 
closed. 32 
 4.  The offices of the county clerk, a county facility designated 33 
pursuant to NRS 293.5035 and other ex officio registrars may 34 
remain open on the last Friday in October in each even-numbered 35 
year. 36 
 5.  A county facility designated pursuant to NRS 293.5035 may 37 
be open during the periods described in this section for such hours 38 
of operation as the county clerk may determine, as set forth in 39 
subsection 3 of NRS 293.5035. 40 
 Sec. 22.  NRS 293.563 is hereby amended to read as follows: 41 
 293.563 1.  During the interval between the closing of 42 
registration and the election, the county clerk shall prepare for: 43 
 (a) Each polling place [: 44

  (1) A] , a roster containing the registered voters eligible to 1 
vote at the polling place; and 2 
  [(2) A roster designated for electors who apply to register to 3 
vote or apply to vote at the polling place pursuant to NRS 293.5772 4

 (b) Each polling place established pursuant to NRS 293.3072 or 6 
293C.3032 , a roster containing the registered voters eligible to vote 7 
in the county or city, respectively. 8 
 2.  The rosters must be delivered or caused to be delivered by 9 
the county or city clerk to an election board officer of the proper 10 
polling place before the opening of the polls. 11 
 Sec. 23.  NRS 293.671 is hereby amended to read as follows: 12 
 293.671 1. The Secretary of State shall establish a system on 13 
the Internet website of the Office of the Secretary of State to allow 14 
persons by computer to: 15 
 (a) Preregister and register to vote; 16 
 (b) Cancel his or her preregistration or voter registration;  17 
 (c) Update his or her preregistration or voter registration 18 
information, including, without limitation, the person’s name, 19 
address and party affiliation; and 20 
 (d) Determine at what polling place or places he or she is 21 
entitled to vote. 22 
 2. The system established pursuant to subsection 1 must: 23 
 (a) Be user friendly; and 24 
 (b) Comply with any procedures and requirements prescribed by 25 
the Secretary of State pursuant to NRS 293.250 and 293.4855 . [; 26 
and 27 
 (c) Inform any person who uses the system to register to vote for 28 
an election pursuant to NRS 293.5837, 293.5842 and 293.5847 that 29 
the person may vote in the election only if the person complies with 30 
the applicable requirements established by those sections.] 31 
 3. The Secretary of State shall include on the system, in black 32 
lettering and not more than 14-point type, the following 33 
information: 34 
 (a) The qualifications to register or preregister to vote; 35 
 (b) That if the applicant does not meet the qualifications, he or 36 
she is prohibited from registering or preregistering to vote; and 37 
 (c) The penalties for submitting a false application.  38 
 4. The Secretary of State shall not include on the system: 39 
 (a) Any additional warnings regarding the penalties for 40 
submitting a false application; or  41 
 (b) The notice set forth in NRS 225.083. 42 
 Sec. 24.  NRS 293C.110 is hereby amended to read as follows: 43 
 293C.110 1.  Except as otherwise provided in NRS [293.5817 44 
and] 293C.263 to 293C.26337, inclusive, the conduct of any city 45

election is under the control of the governing body of the city, and it 1 
shall, by ordinance, provide for the holding of the election, appoint 2 
the necessary election officers and election boards and do all other 3 
things required to carry the election into effect. 4 
 2.  The governing body of the city may provide for the conduct 5 
of early voting by personal appearance in a city election pursuant to 6 
NRS [293.5772 to 293.5887, inclusive, and] 293C.355 to 293C.361, 7 
inclusive. 8 
 Sec. 25.  NRS 293C.112 is hereby amended to read as follows: 9 
 293C.112 1.  The governing body of a city may conduct a city 10 
election in which all ballots must be cast by mail in accordance with 11 
the provisions of NRS 293C.263 to 293C.26337, inclusive, if: 12 
 (a) The election is a special election; or 13 
 (b) The election is a primary city election or general city 14 
election in which the ballot includes only: 15 
  (1) Offices and ballot questions that may be voted on by the 16 
registered voters of only one ward; or 17 
  (2) One office or ballot question. 18 
 2.  The provisions of NRS [293.5772 to 293.5887, inclusive,] 19 
293C.265 to 293C.302, inclusive, and 293C.355 to 293C.361, 20 
inclusive, do not apply to an election conducted pursuant to this 21 
section. 22 
 Sec. 26.  NRS 293C.263 is hereby amended to read as follows: 23 
 293C.263 1. Except as otherwise provided in this section, the 24 
city clerk shall prepare and distribute to each active registered voter 25 
in the city and each person who registers to vote or updates his or 26 
her voter registration information not later than the 14 days before 27 
the election a mail ballot for every election. The city clerk shall 28 
make reasonable accommodations for the use of the mail ballot by a 29 
person who is elderly or disabled, including, without limitation, by 30 
providing, upon request, the mail ballot in 12-point type to a person 31 
who is elderly or disabled.  32 
 2. The city clerk shall allow a voter to elect not to receive a 33 
mail ballot pursuant to this section by submitting to the city clerk a 34 
written notice in the form prescribed by the city clerk which must be 35 
received by the city clerk not later than 60 days before the day of the 36 
election.  37 
 3. The city clerk shall not distribute a mail ballot to any person 38 
who [: 39 
 (a) Registers to vote for the election pursuant to the provisions 40 
of NRS 293.5772 to 293.5887, inclusive; or 41 
 (b) Elects] elects not to receive a mail ballot pursuant to 42 
subsection 2.  43 
 4. The mail ballot must include all offices, candidates and 44 
measures upon which the voter is entitled to vote at the election. 45

 5. Except as otherwise provided in subsections 2 and 3, the 1 
mail ballot must be distributed to: 2 
 (a) Each active registered voter who: 3 
  (1) Resides within the State, not later than 20 days before the 4

  (2) Except as otherwise provided in paragraph (b), resides 6 
outside the State, not later than 40 days before the election. 7 
 (b) Each active registered voter who registers to vote after the 8 
dates set for distributing mail ballots pursuant to paragraph (a) but 9 
who is eligible to receive a mail ballot pursuant to subsection 1, not 10 
later than 13 days before the election.  11 
 (c) Each covered voter who is entitled to have a military-12 
overseas ballot transmitted pursuant to the provisions of chapter 13 
293D of NRS or the Uniformed and Overseas Citizens Absentee 14 
Voting Act, 52 U.S.C. §§ 20301 et seq., not later than the time 15 
required by those provisions. 16 
 6. In the case of a special election where no candidate for 17 
federal office will appear on the ballot, the mail ballot must be 18 
distributed to each active registered voter not later than 15 days 19 
before the special election. 20 
 7. Any untimely legal action which would prevent the mail 21 
ballot from being distributed to any voter pursuant to this section is 22 
moot and of no effect. 23 
 Sec. 27.  NRS 293C.267 is hereby amended to read as follows: 24 
 293C.267 1.  Except as otherwise provided in NRS 293C.297, 25 
at all elections held pursuant to the provisions of this chapter, the 26 
polls must open at 7 a.m. and close at 7 p.m. 27 
 2.  Upon opening the polls, one of the election board officers 28 
shall cause a proclamation to be made so that all present may be 29 
aware of the fact that applications will be received from [: 30 
 (a) Registered] registered voters who apply to vote at the polling 31 
place . [; and 32 
 (b) Electors who apply to register to vote or apply to vote at the 33 
polling place pursuant to NRS 293.5772 to 293.5887, inclusive.] 34 
 3.  No person, other than election board officers engaged in 35 
receiving, preparing or depositing ballots or registering electors, 36 
may be permitted inside the guardrail during the time the polls are 37 
open, except by authority of the election board as necessary to keep 38 
order and carry out the provisions of this chapter. 39 
 Sec. 28.  NRS 293C.2695 is hereby amended to read as 40 
follows: 41 
 293C.2695 1. Except as otherwise provided in subsection 2, 42 
an election board may not perform its duty in serving registered 43 
voters at any polling place in any election provided for in this title, 44 
unless it has before it [: 45

 3. If a city clerk uses an electronic roster, not earlier than 2 10 
weeks before and not later than 5 p.m. on the day before the first 11 
day of the period for early voting by personal appearance, the city 12 
clerk shall complete a test of the electronic roster to ensure its 13 
functionality in accordance with regulations adopted by the 14 
Secretary of State. 15 
 Sec. 29.  NRS 293C.270 is hereby amended to read as follows: 16 
 293C.270 1.  Except as otherwise provided in NRS [293.5772 17 
to 293.5887, inclusive, and] 293C.272, if a person’s name appears in 18 
the roster or if the person provides an affirmation pursuant to NRS 19 
293C.525, the person is entitled to vote and must sign his or her 20 
name in the roster or on a signature card when he or she applies to 21 
vote. The signature must be compared by an election board officer 22 
with the signature or a facsimile thereof on the person’s application 23 
to register to vote or one of the forms of identification listed in 24 
subsection 2. 25 
 2.  The forms of identification that may be used to identify a 26 
voter at the polling place are: 27 
 (a) The voter registration card issued to the voter; 28 
 (b) A driver’s license; 29 
 (c) An identification card issued by the Department of Motor 30 
Vehicles; 31 
 (d) A military identification card; or 32 
 (e) Any other form of identification issued by a governmental 33 
agency that contains the voter’s signature and physical description 34 
or picture. 35 
 3.  The city clerk shall prescribe a procedure, approved by the 36 
Secretary of State, to verify that the voter has not already voted in 37 
that city in the current election. 38 
 Sec. 30.  NRS 293C.275 is hereby amended to read as follows: 39 
 293C.275 1. Except as otherwise provided in NRS [293.5772 40 
to 293.5887, inclusive, and] 293C.272: 41 
 (a) A registered voter who applies to vote must state his or her 42 
name to the election board officer in charge of the roster; and  43 
 (b) The election board officer shall: 44 
  (1) Announce the name of the registered voter; 45

covering the personal data which is reported on the application to 10 
register to vote; 11 
 (b) Providing the election board officer, orally or in writing, 12 
with other personal data which verifies the identity of the voter; or 13 
 (c) Providing the election board officer with proof of 14 
identification as described in NRS 293C.270 other than the voter 15 
registration card issued to the voter. 16 
 3. If the signature of the voter has changed in comparison to 17 
the signature on the application to register to vote, the voter must 18 
update his or her signature on a form prescribed by the Secretary of 19 
State. 20 
 4.  For the purposes of subsection 2, the personal data of a voter 21 
may include his or her date of birth. 22 
 Sec. 31.  NRS 293C.297 is hereby amended to read as follows: 23 
 293C.297 1.  If at the hour of closing the polls there are any [: 24 
 (a) Registered] registered voters waiting in line to apply to vote 25 
at the polling place , [; or 26 
 (b) Electors waiting in line to apply to register to vote or apply 27 
to vote at the polling place pursuant to NRS 293.5772 to 293.5887, 28 
inclusive, 29 
] the doors of the polling place must be closed after all those 30 
registered voters [and electors] have been admitted to the polling 31 
place. The [registration of those electors and the] voting by those 32 
registered voters [and electors] must continue until all such 33 
[registration and] voting has been completed. 34 
 2.  The officer appointed by the chief law enforcement officer 35 
of the city shall allow other persons to enter the polling place after 36 
the doors have been closed pursuant to subsection 1 for the purpose 37 
of observing or any other legitimate purpose if there is room within 38 
the polling place and the admittance of those other persons will not 39 
interfere unduly with the [registration of the electors and the] voting 40 
by the registered voters . [and electors.] 41 
 Sec. 32.  NRS 293C.3035 is hereby amended to read as 42 
follows: 43 
 293C.3035 1.  Except as otherwise provided in NRS 44

that city in the current election. 24 
 5.  When a voter is entitled to cast a ballot and has identified 25 
himself or herself to the satisfaction of the election board officer, the 26 
voter is entitled to receive the appropriate ballot or ballots, but only 27 
for his or her own use at the polling place where he or she applies to 28 
vote. 29 
 6.  If the ballot is voted on a mechanical recording device which 30 
directly records the votes electronically, the election board officer 31 
shall: 32 
 (a) Prepare the mechanical voting device for the voter; 33 
 (b) Ensure that the voter’s precinct or voting district and the 34 
form of the ballot are indicated on the voting receipt, if the city clerk 35 
uses voting receipts; and 36 
 (c) Allow the voter to cast a vote. 37 
 7.  A voter applying to vote at a polling place established 38 
pursuant to NRS 293C.3032, if any, may be challenged pursuant to 39 
NRS 293C.292. 40 
 Sec. 33.  NRS 293C.355 is hereby amended to read as follows: 41 
 293C.355 The provisions of [NRS 293.5772 to 293.5887, 42 
inclusive, relating to early voting and the provisions of] NRS 43 
293C.355 to 293C.361, inclusive, apply to a city only if the 44

 (a) The voter’s name, the address where he or she is registered 35 
to vote, his or her voter identification number and a place for the 36 
voter’s signature; 37 
 (b) The voter’s precinct or voting district number, if that 38 
information is available; and 39 
 (c) The date of voting early in person. 40 
 6.  When a voter is entitled to cast a ballot and has identified 41 
himself or herself to the satisfaction of the election board officer, the 42 
voter is entitled to receive the appropriate ballot or ballots, but only 43 
for his or her own use at the polling place for early voting. 44

 293C.3604 If ballots which are voted on a mechanical 15 
recording device which directly records the votes electronically are 16 
used during the period for early voting by personal appearance: 17 
 1.  At the close of each voting day, the election board shall: 18 
 (a) Prepare and sign a statement for the polling place. The 19 
statement must include: 20 
  (1) The title of the election; 21 
  (2) The number which identifies the mechanical recording 22 
device and the storage device required pursuant to NRS 293B.084; 23 
  (3) The number of ballots voted on the mechanical recording 24 
device for that day;  25 
  (4) The number of signatures in the roster for early voting for 26 
that day; and 27 
  (5) The number of signatures on signature cards for that day . 28 
[; and 29 
  (6) The number of signatures in the roster designated for 30 
electors who applied to register to vote or applied to vote at the 31 
polling place pursuant to NRS 293.5772 to 293.5887, inclusive.] 32 
 (b) Secure: 33 
  (1) The ballots pursuant to the plan for security required by 34 
NRS 293C.3594; and 35 
  (2) Each mechanical voting device in the manner prescribed 36 
by the Secretary of State pursuant to NRS 293C.3594. 37 
 2.  At the close of the last voting day, the city clerk shall deliver 38 
to the ballot board for early voting: 39 
 (a) The statements for all polling places for early voting; 40 
 (b) The voting rosters used for early voting; 41 
 (c) The signature cards used for early voting; 42 
 (d) The storage device required pursuant to NRS 293B.084 from 43 
each mechanical recording device used during the period for early 44 
voting; and 45

 3.  Upon receipt of the items set forth in subsection 2 at the 2 
close of the last voting day, the ballot board for early voting shall: 3 
 (a) Indicate the number of ballots on an official statement of 4

 (b) Place the storage devices in the container provided to 6 
transport those items to the central counting place and seal the 7 
container with a number seal. The official statement of ballots must 8 
accompany the storage devices to the central counting place. 9 
 Sec. 36.  NRS 293C.527 is hereby amended to read as follows: 10 
 293C.527 1.  Except as otherwise provided in NRS 293.502, 11 
[293.5772 to 293.5887, inclusive,] 293D.230 and 293D.300: 12 
 (a) For a primary city election or general city election, or a recall 13 
or special city election that is held on the same day as a primary city 14 
election or general city election, the last day to register to vote:  15 
  (1) By mail is the fourth Tuesday preceding the primary city 16 
election or general city election. 17 
  (2) By appearing in person at the office of the city clerk or, if 18 
open, a municipal facility designated pursuant to NRS 293C.520, is 19 
the fourth Tuesday preceding the primary city election or general 20 
city election.  21 
  (3) By computer, if the county clerk of the county in which 22 
the city is located has established a system pursuant to NRS 293.506 23 
for using a computer to register voters, is the Thursday preceding 24 
the primary city election or general city election . [, unless the 25 
system is used to register voters for the election pursuant to NRS 26 
293.5842 or 293.5847.] 27 
  (4) By computer using the system established by the 28 
Secretary of State pursuant to NRS 293.671, is the day of the 29 
primary city election or general city election. 30 
 (b) If a recall or special city election is not held on the same day 31 
as a primary city election or general city election, the last day to 32 
register to vote for the recall or special city election by any method 33 
of registration is the third Saturday preceding the recall or special 34 
city election.  35 
 2.  [Except as otherwise provided in NRS 293.5772 to 36 
293.5887, inclusive, after] After the deadlines for the close of 37 
registration for a primary city election or general city election set 38 
forth in subsection 1, no person may register to vote for the election. 39 
 3. Except for a recall or special city election held pursuant to 40 
chapter 306 or 350 of NRS: 41 
 (a) The city clerk of each city shall cause a notice signed by him 42 
or her to be published in a newspaper having a general circulation in 43 
the city indicating: 44

election, as set forth in subsection 1, will be closed; and 2 
  (2) If the city clerk has designated a municipal facility 3

publication may be made in a newspaper of general circulation in 6 
the nearest city in this State. 7 
 (b) The notice must be published once each week for 4 8 
consecutive weeks next preceding the day on which the last method 9 
of registration for the election, as set forth in subsection 1, will be 10 
closed. 11 
 4.  A municipal facility designated pursuant to NRS 293C.520 12 
may be open during the periods described in this section for such 13 
hours of operation as the city clerk may determine, as set forth in 14 
subsection 3 of NRS 293C.520. 15 
 Sec. 37.  NRS 293C.535 is hereby amended to read as follows: 16 
 293C.535 1.  Except as otherwise provided [in NRS 293.5772 17 
to 293.5887, inclusive, or] by special charter, registration of electors 18 
in incorporated cities must be accomplished in the manner provided 19 
in this chapter. 20 
 2.  The county clerk shall use the statewide voter registration 21 
list to prepare for the city clerk of each incorporated city within the 22 
county the roster of all registered voters eligible to vote at a regular 23 
or special city election. 24 
 3.  [The county clerk shall prepare for each polling place a 25 
roster designated for electors who apply to register to vote or apply 26 
to vote at the polling place pursuant to NRS 293.5772 to 293.5887, 27 
inclusive. 28 
 4.]  Except as otherwise provided in NRS 293C.3032, the roster 29 
required pursuant to subsection 2 must be prepared, one for each 30 
ward or other voting district within each incorporated city. The 31 
entries in the roster must be arranged alphabetically with the 32 
surnames first. 33 
 [5.] 4.  The county clerk shall keep duplicate originals or 34 
copies of the applications to register to vote in the county clerk’s 35 
office. 36 
 Sec. 38.  NRS 298.680 is hereby amended to read as follows: 37 
 298.680 1. There must be a separate presidential preference 38 
primary ballot for each major political party that has qualified 39 
candidates. The name of the major political party must appear at the 40 
top of the ballot. Following this designation must appear the names 41 
of qualified candidates of the major political party, grouped 42 
alphabetically under the title. 43 
 2. A registered voter may cast a ballot at a presidential 44 
preference primary election for a major political party only if the 45

 Sec. 39.  Section 96 of the Charter of Boulder City is hereby 8 
amended to read as follows: 9 
 Section 96.  Conduct of municipal elections.  10 
 1.  All municipal elections must be nonpartisan in 11 
character and must be conducted in accordance with: 12 
 (a) [The provisions of NRS 293.5772 to 293.5887, 13 
inclusive, which supersede and preempt any conflicting 14 
provisions of this Charter; 15 
 (b)] All [other] provisions of the general election laws of 16 
this State, so far as those laws can be made applicable and are 17 
not inconsistent with the provisions of this Charter; and 18 
 [(c)] (b) Any ordinance regulations as adopted by the 19 
City Council which are consistent with law and this Charter. 20 
(1959 Charter) 21 
 2.  On the first Tuesday after the first Monday in 22 
November 2022, and at each successive interval of 4 years, 23 
there must be elected by the qualified voters of the City, at a 24 
general municipal election to be held for that purpose,  25 
a Mayor and two Council Members who shall hold office for 26 
a period of 4 years and until their successors have been 27 
elected and qualified. 28 
 3.  On the first Tuesday after the first Monday in 29 
November 2024, and at each successive interval of 4 years, 30 
there must be elected by the qualified voters of the City, at a 31 
general municipal election to be held for that purpose, two 32 
Council Members who shall hold office for a period of 4 33 
years and until their successors have been elected and 34 
qualified. 35 
 4. All full terms of office in the City Council are 4 years, 36 
and Council Members must be elected at large without regard 37 
to precinct residency. In each election, the candidates 38 
receiving the greatest number of votes must be declared 39

Council will be available at the time of a general municipal 43

candidates in excess of a figure double the number of Council 16

being chapter 325, Statutes of Nevada 2017, as amended by chapter 32 
619, Statutes of Nevada 2019, at page 4137, is hereby amended to 33

the City Council may enter into an interlocal agreement with 9
