2727 AN ACT relating to energy; authorizing an energy storage system
2828 that retains, stores and delivers energy through a system
2929 that uses only green hydrogen for the purposes of meeting
3030 certain biennial storage targets; and providing other
3131 matters properly relating thereto.
3232 Legislative Counsel’s Digest:
3333 Existing law requires the Public Utilities Commission of Nevada to establish by 1
3434 regulation biennial targets for the procurement of energy storage systems by an 2
3535 electric utility which has had a gross annual operating revenue of $250,000,000 or 3
3636 more in this State if the Commission determines such targets to be in the public 4
3737 interest. (NRS 704.187, 704.792, 704.796) Existing regulations establish such 5
3838 targets, with a target for the procurement of energy storage systems with a 6
3939 cumulative capacity of 1,000 megawatts by December 31, 2030. (LCB File No. 7
4040 R106-19) Under existing law, to qualify as an energy storage system for the 8
4141 purpose of meeting the biennial targets, an energy storage system is required to be 9
4242 commercially available technology that is capable of retaining, storing and 10
4343 delivering energy after storage by chemical, thermal or mechanical means. (NRS 11
4444 704.793) Section 2.8 of this bill authorizes technology that retains, stores and 12
4545 delivers energy through hydrogen storage and use systems that only use green 13
4646 hydrogen to be used to meet the existing biennial energy storage targets. Section 14
4747 2.4 of this bill defines the term “green hydrogen” as hydrogen produced through a 15
4848 certain process that is completely powered by renewable energy. Section 2.6 of this 16
4949 bill makes a conforming change to make this definition applicable to existing law 17
5050 governing biennial energy storage targets. 18

6262 Sec. 2.4. Chapter 704 of NRS is hereby amended by adding 3

6565 splitting water molecules into hydrogen and oxygen through an 6
6666 electrolysis process that is completely powered by renewable 7

6868 Sec. 2.6. NRS 704.791 is hereby amended to read as follows: 9
6969 704.791 As used in NRS 704.791 to 704.797, inclusive, and 10
7070 section 2.6 of this act, unless the context otherwise requires, the 11
7171 words and terms defined in NRS 704.792, 704.793 and 704.794 and 12

7474 Sec. 2.8. NRS 704.793 is hereby amended to read as follows: 15

7878 including, without limitation, by chemical, thermal or mechanical 19
