18 | 18 | | Section 1 of this bill requires the board of trustees of each school district and |
---|
19 | 19 | | the State Public Charter School Authority to submit to the Superintendent of Public |
---|
20 | 20 | | Instruction a plan to provide summer school to pupils in all grades during the 2023 |
---|
21 | 21 | | and 2024 calendar years. Section 1 sets forth certain requirements for the plan to |
---|
22 | 22 | | provide summer school. Section 1 further requires the board of trustees of a school |
---|
23 | 23 | | district or the governing body of a charter school, as applicable, to provide |
---|
24 | 24 | | transportation and certain meals to pupils who attend summer school. Section 1 sets |
---|
25 | 25 | | forth requirements relating to the hiring and payment of teachers and other |
---|
26 | 26 | | personnel for summer school. Section 1 also authorizes the board of trustees of |

27 | 27 | | each school district or the State Public Charter School Authority to use any |
---|
28 | 28 | | available resources for the provision of summer school. |

29 | 29 | | Section 2 of this bill requires the board of trustees of each school district and |
---|
30 | 30 | | the State Public Charter School Authority to submit a report containing certain |
---|
31 | 31 | | information relating to summer school to the Superintendent of Public Instruction |
---|
32 | 32 | | on or before November 30, 2023, and November 30, 2024, respectively. Section 2 |
---|
33 | 33 | | also requires the Superintendent of Public Instruction to submit a compilation of |
---|
34 | 34 | | such reports to various governmental entities. Section 2 requires the board of |
---|
35 | 35 | | trustees of a school district and the State Public Charter School Authority to |
---|
36 | 36 | | identify separately for pupils who attended summer school in-person and through a |
---|
37 | 37 | | program of virtual learning one or more measures of pupil achievement, including |

50 | 50 | | Section 1. 1. Not later than 30 days after the effective date |
---|
51 | 51 | | of this act, the board of trustees of each school district and the State |
---|
52 | 52 | | Public Charter School Authority shall submit to the Superintendent |
---|
53 | 53 | | of Public Instruction a plan to provide summer school to pupils in |
---|

---|
59 | 59 | | include, without limitation: |
---|
60 | 60 | | (a) The option for pupils to attend summer school either in- |
---|
61 | 61 | | person or through a program of virtual learning; and |
---|
62 | 62 | | (b) The manner in which the school district, schools within the |
---|
63 | 63 | | school district, the State Public Charter School Authority or charter |
---|
64 | 64 | | schools sponsored by the State Public Charter School Authority will |
---|
65 | 65 | | target pupils who are most at risk of loss of learning to receive |
---|
66 | 66 | | services under the plan, including, without limitation: |
---|
67 | 67 | | (1) Pupils who are members of a household that lacks the |
---|
68 | 68 | | financial resources necessary to access services to address loss of |
---|
69 | 69 | | learning; |
---|
70 | 70 | | (2) Pupils in grade 11 or 12 who are credit deficient; |
---|
71 | 71 | | (3) Pupils in prekindergarten or kindergarten; |
---|
72 | 72 | | (4) Pupils in grade 1, 2 or 3 who are deficient in the subject |
---|
73 | 73 | | areas of mathematics or reading; |
---|
74 | 74 | | (5) Pupils in middle school or high school who are deficient |
---|
75 | 75 | | in the subject areas of science, technology, engineering, the arts or |
---|
76 | 76 | | mathematics; |
---|
77 | 77 | | (6) Pupils with disabilities; |
---|
78 | 78 | | (7) Pupils who are English learners; and |
---|
79 | 79 | | (8) Pupils who are chronically absent. |
---|
80 | 80 | | 2. The board of trustees of a school district or the governing |
---|
81 | 81 | | body of a charter school, as applicable, shall provide transportation |
---|
82 | 82 | | services and school breakfast and school lunch to pupils who attend |
---|
83 | 83 | | summer school pursuant to subsection 1. |
---|
84 | 84 | | 3. All persons hired to work in summer school pursuant to |
---|
85 | 85 | | subsection 1, including, without limitation, teachers, other licensed |
---|
86 | 86 | | personnel and support personnel: |
---|
87 | 87 | | (a) Except as otherwise provided in subsection 4, must already |
---|
88 | 88 | | have a contract to work at a school within the school district or the |
---|
89 | 89 | | charter school, as applicable; and |
---|
90 | 90 | | (b) Shall receive compensation for working in summer school |
---|
91 | 91 | | based upon the rate in the contract between the employee and the |
---|
92 | 92 | | school, in addition to the regular compensation of the employee, |
---|
93 | 93 | | subject to any collective bargaining agreement. |
---|
94 | 94 | | 4. If a school district or charter school is unable to hire a |
---|
95 | 95 | | sufficient number of persons to work in summer school pursuant to |
---|
96 | 96 | | paragraph (a) of subsection 3, the school district or charter school |
---|
97 | 97 | | may hire retired public employees pursuant to NRS 286.523. If a |
---|
98 | 98 | | school district or charter school hires a retired public employee |
---|
99 | 99 | | pursuant to this subsection, the public employee must have |
---|
100 | 100 | | submitted his or her fingerprints to the school district, governing |
---|

109 | 109 | | 5. The compensation that is paid to an employee pursuant to |
---|
110 | 110 | | subsection 3 must not be included for the purposes of calculating the |
---|
111 | 111 | | future retirement benefits of the employee. |

112 | 112 | | 6. The board of trustees of a school district or the governing |
---|
113 | 113 | | body of a charter school are authorized to use any available |
---|
114 | 114 | | resources in carrying out the plan developed pursuant to |
---|
115 | 115 | | subsection 1. |
---|
116 | 116 | | Sec. 2. 1. On or before November 30, 202 3, and |
---|
117 | 117 | | November 30, 2024, respectively, the board of trustees of each |
---|
118 | 118 | | school district and the State Public Charter School Authority shall |
---|
119 | 119 | | submit to the Superintendent of Public Instruction a report on the |
---|
120 | 120 | | plan to provide summer school developed pursuant to section 1 of |
---|
121 | 121 | | this act. On or before December 31, 2023, and December 31, 2024, |
---|
122 | 122 | | respectively, the Superintendent of Public Instruction shall submit a |
---|
123 | 123 | | compilation of the reports received pursuant to this subsection to: |
---|
124 | 124 | | (a) The Fiscal Analysis Division of the Legislative Counsel |
---|
125 | 125 | | Bureau; |
---|
126 | 126 | | (b) The Governor; |
---|
127 | 127 | | (c) The Interim Finance Committee; and |
---|
128 | 128 | | (d) The Joint Interim Standing Committee on Education. |
---|
129 | 129 | | 2. The report submitted pursuant to subsection 1 must, without |
---|
130 | 130 | | limitation: |
---|
131 | 131 | | (a) Identify the results of summer school provided to pupils |
---|
132 | 132 | | pursuant to section 1 of this act; |
---|
133 | 133 | | (b) Outline the amount of federal money received and how |
---|
134 | 134 | | federal, state and local money was used to administer summer |
---|
135 | 135 | | school; |
---|
136 | 136 | | (c) State the number of pupils who attended summer school |
---|
137 | 137 | | in-person; |
---|
138 | 138 | | (d) State the number of pupils who attended summer school |
---|
139 | 139 | | through a program of virtual learning; |
---|
140 | 140 | | (e) State the number of pupils who used transportation services; |
