8	25		AN ACT relating to local governments; authorizing a board of
9	26		county commissioners and the governing body of an
10	27		incorporated city to, with certain exceptions, enact an
11	28		ordinance or measure relating to affordable housing; and
12	29		providing other matters properly relating thereto.

14		-	Existing law authorizes a board of county commissioners or a governing body
15		-	of an incorporated city, with certain exceptions, to exercise all powers necessary or
16		-	proper to address matters of local concern for the effective operation of county or
17		-	city government, as applicable, whether or not the powers are expressly granted to
18		-	the board or governing body. (NRS 244.146, 268.0035) This bill authorizes a board
19		-	of county commissioners and a governing body of an incorporated city, except as
20		-	expressly prohibited by statute, to enact any ordinance or measure relating to
21		-	affordable housing.

26	41		THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
27	42		SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

29		-	Section 1. Chapter 244 of NRS is hereby amended by adding
30		-	thereto a new section to read as follows:
31		-	Except as expressly prohibited by statute, a board of county
32		-	commissioners may enact any ordinance or measure relating to
33		-	affordable housing.
34		-	Sec. 2. Chapter 268 of NRS is hereby amended by adding
35		-	thereto a new section to read as follows:
36		-	Except as expressly prohibited by statute, the governing body of
37		-	an incorporated city may enact any ordinance or measure relating
38		-	to affordable housing.
39		-	Sec. 3. This act becomes effective on July 1, 2023.
