88 AN ACT making appropriations to and authorizing the expenditure
99 of money by the Office of the Secretary of State for the costs

1717 THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
1818 SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

2020 Section 1. There is hereby appropriated from the State General
2121 Fund to the Office of the Secretary of State the sum of $40,000 for
2222 the costs of the implementation and support of risk-limiting audits
2323 of election results.
2424 Sec. 2. There is hereby appropriated from the State General
2525 Fund to the Office of the Secretary of State the sum of $877,414 for
2626 the costs of materials for voter education and outreach.
2727 Sec. 3. There is hereby appropriated from the State General
2828 Fund to the Office of the Secretary of State the sum of $90,000 for
2929 the costs of a contract for signature verification services.
3030 Sec. 4. There is hereby appropriated from the State General
3131 Fund to the Office of the Secretary of State the sum of $228,000 for
3232 the costs of the tracking and notification system for mail ballots.
3333 Sec. 5. 1. There is hereby appropriated from the State
3434 General Fund to the Office of the Secretary of State the sum of
3535 $25,000,000 for the HAVA Election Reform budget account for the
3636 costs of a statewide top-down voter registration database and
3737 election management system.
3838 2. Expenditure of $5,525,802 not appropriated from the State
3939 General Fund or the State Highway Fund is hereby authorized
4040 during Fiscal Year 2023-2024 and Fiscal Year 2024-2025 by the
4141 Office of the Secretary of State for the same purpose set forth in
4242 subsection 1.
4343 Sec. 6. Any remaining balance of the appropriations made by
4444 sections 1 to 5, inclusive, of this act must not be committed for
4545 expenditure after June 30, 2025, by the entity to which the
4646 appropriation is made or any entity to which money from the
4747 appropriation is granted or otherwise transferred in any manner, and
4848 any portion of the appropriated money remaining must not be spent

5353 for any purpose after September 19, 2025, by either the entity to
5454 which the money was appropriated or the entity to which the money
5555 was subsequently granted or transferred, and must be reverted to the
5656 State General Fund on or before September 19, 2025.
5757 Sec. 7. This act becomes effective upon passage and approval.
