9	9	of money by the Office of the Secretary of State for the costs
10	10	of risk-limiting audits of election results, voter education
11	11	materials and outreach, signature verification services, a mail
12	12	ballot tracking and notification system and a statewide top-
13	13	down voter registration database and election management

17	17	THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
18	18	SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

20	20	Section 1. There is hereby appropriated from the State General
21	21	Fund to the Office of the Secretary of State the sum of $40,000 for
22	22	the costs of the implementation and support of risk-limiting audits
23	23	of election results.
24	24	Sec. 2. There is hereby appropriated from the State General
25	25	Fund to the Office of the Secretary of State the sum of $877,414 for
26	26	the costs of materials for voter education and outreach.
27	27	Sec. 3. There is hereby appropriated from the State General
28	28	Fund to the Office of the Secretary of State the sum of $90,000 for
29	29	the costs of a contract for signature verification services.
30	30	Sec. 4. There is hereby appropriated from the State General
31	31	Fund to the Office of the Secretary of State the sum of $228,000 for
32	32	the costs of the tracking and notification system for mail ballots.
33	33	Sec. 5. 1. There is hereby appropriated from the State
34	34	General Fund to the Office of the Secretary of State the sum of
35	35	$25,000,000 for the HAVA Election Reform budget account for the
36	36	costs of a statewide top-down voter registration database and
37	37	election management system.
38	38	2. Expenditure of $5,525,802 not appropriated from the State
39	39	General Fund or the State Highway Fund is hereby authorized
40	40	during Fiscal Year 2023-2024 and Fiscal Year 2024-2025 by the
41	41	Office of the Secretary of State for the same purpose set forth in
42	42	subsection 1.
43	43	Sec. 6. Any remaining balance of the appropriations made by
44	44	sections 1 to 5, inclusive, of this act must not be committed for
45	45	expenditure after June 30, 2025, by the entity to which the
46	46	appropriation is made or any entity to which money from the
47	47	appropriation is granted or otherwise transferred in any manner, and
48	48	any portion of the appropriated money remaining must not be spent

53	53	for any purpose after September 19, 2025, by either the entity to
54	54	which the money was appropriated or the entity to which the money
55	55	was subsequently granted or transferred, and must be reverted to the
56	56	State General Fund on or before September 19, 2025.
57	57	Sec. 7. This act becomes effective upon passage and approval.
