726 SENATE CONCURRENT RESOLUTION—Urging the expansion
827 of comprehensive cardiovascular screening programs and
928 directing the Joint Interim Standing Committee on Health
1029 and Human Services to conduct a study concerning such
11-programs and certain other matters relating to cardiovascular
12-disease.
13- WHEREAS, The Centers for Disease Control and Prevention of
14-the United States Department of Health and Human Services has
15-stated that cardiovascular disease is the leading cause of death in the
16-United States; and
17- WHEREAS, According to the Centers for Disease Control and
18-Prevention, approximately 20.1 million people have been diagnosed
19-with atherosclerotic cardiovascular disease and are at risk of a
20-cardiovascular event; and
21- WHEREAS, The Mayo Clinic has stated that atherosclerotic
22-cardiovascular disease is linked to cholesterol accumulating in the
23-arteries and the risk of associated cardiovascular events may be
24-reduced by lowering low-density lipoprotein cholesterol; and
25- WHEREAS, According to a report from the American Heart
26-Association, in 2016, nearly 68 million adults in the United States
27-had a high level of low-density lipoprotein cholesterol; and
28- WHEREAS, The Centers for Disease Control and Prevention has
29-reported that 47 million people in the United States are currently
30-receiving medication to lower their level of low-density lipoprotein
31-cholesterol and thereby manage their risk of a cardiovascular event;
32-and
33- WHEREAS, Data from the National Health and Nutrition
34-Examination Survey in 2011-2012 provides that only approximately
35-20 percent of people with atherosclerotic cardiovascular disease
36-who are taking statins, a leading therapy to lower low-density
37-lipoprotein cholesterol, are successfully reducing their level of low-
38-density lipoprotein cholesterol to a healthy level; and
39- WHEREAS, According to the American Heart Association, the
40-total direct and indirect cost of atherosclerotic cardiovascular
41-disease in the United States was $555 billion in 2016 and is
42-projected to reach $1.1 trillion by 2035; and
43- WHEREAS, The Centers for Disease Control and Prevention has
44-stated that health care professionals in Nevada have diagnosed 8
45-percent of adults in this State with a symptom of atherosclerotic

52- RESOLVED BY THE SENATE OF THE STATE OF NEVADA, THE
53-ASSEMBLY CONCURRING, That the members of the 82nd Session of
54-the Nevada Legislature urge state agencies to expand
55-comprehensive cardiovascular screening programs to allow for
56-earlier identification of patients at risk of cardiovascular events; and
57-be it further
58- RESOLVED, That the members of the 82nd Session of the
59-Nevada Legislature urge state agencies to explore ways to
60-collaborate with federal agencies and national organizations to
61-establish or expand comprehensive cardiovascular screening
62-programs; and be it further
63- RESOLVED, That the members of the 82nd Session of the
64-Nevada Legislature urge state agencies to evaluate programs to
65-improve cardiovascular health which are operating in this State for
66-the purpose of accelerating improvements in the care rendered to
67-patients at risk of cardiovascular events such that improvements in
68-screening, treatment, monitoring and health outcomes are achieved;
69-and be it further
70- RESOLVED, That the members of the 82nd Session of the
71-Nevada Legislature urge the development of policies to reduce the
72-number of Americans who die as a result of atherosclerotic
73-cardiovascular disease; and be it further
74- RESOLVED, That the members of the 82nd Session of the
75-Nevada Legislature direct the Joint Interim Standing Committee on
76-Health and Human Services to conduct a study during the
77-2023-2024 interim concerning cardiovascular screening programs
78-that are currently operating in this State, ways for state agencies to
79-collaborate with federal agencies and private organizations in the
80-evaluation and expansion of such programs and other matters
81-relating to cardiovascular disease; and be it further
82- RESOLVED, That the study must include a review of the Get
83-With The Guidelines program of the American Heart Association,
84-the degree to which the program has been adopted by health
85-facilities in this State and the success of the program where adopted
86-by health facilities in this State; and be it further
87- RESOLVED, That the study must consider the provision of
88-reimbursement under the Medicaid program for the remote
89-monitoring of cardiovascular health; and be it further
90- RESOLVED, That the study must include a review of the
91-implementation of Complete Streets Programs pursuant to NRS
92-403.575 and the identification of gaps in reforms to zoning laws in

104- RESOLVED, That the Secretary of the Senate prepare and
105-transmit a copy of this resolution to the President of the United
106-States, the Vice President of the United States, members of the
107-United States House of Representatives and United States Senate
108-and other federal and state government officials and agencies as
109-appropriate; and be it further
110- RESOLVED, That this resolution becomes effective upon
111-adoption.
