AN ACT relating to economic development; requiring the State 
Treasurer to establish by regulation a program to provide 
reimbursement for certain fees related to the education 
and licensure of persons who are preparing for certain 
careers and to award grants to certain hospitals to provide 
work-based learning opportunities; creating the Nevada 
Education and Health Care Pathways Account; making an 
appropriation; and providing other matters properly 
relating thereto. 
Legislative Counsel’s Digest: 
 Existing law sets forth the duties of the State Treasurer, including establishing, 1 
by regulation, a program to provide reimbursement for tuition charges, registration 2 
fees, laboratory fees and other mandatory fees paid to an institution within the 3 
Nevada System of Higher Education by a person who: (1) completed a Teacher 4 
Academy College Pathway Program; and (2) has, with certain exceptions, worked 5 
as a full-time, licensed teacher at a public school in this State for at least 3 6 
consecutive school years. (NRS 226.420) 7 
 Section 2 of this bill requires the State Treasurer to also establish by regulation 8 
a program to provide: (1) reimbursement for tuition charges, registration fees, 9 
laboratory fees, examination fees, licensure fees or certification fees and any other 10 
fees paid to an institution within the Nevada System of Higher Education or to a 11 
professional or occupational licensing board or regulatory body of this State by a 12 
person who is in financial need and preparing for employment in professions in K-13 
12 education or health care; and (2) grants to certain hospitals to create, expand or 14 
fund programs where the hospital coordinates with a secondary school to provide 15 
work-based learning opportunities for students. Section 3 of this bill creates the 16 
Nevada Education and Health Care Pathways Account and requires money in the 17

Account to be used to carry out the program established pursuant to section 2. 18 
Section 4 of this bill makes an appropriation of $10,000,000 to the Account.  19 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  Chapter 226 of NRS is hereby amended by adding 1 
thereto the provisions set forth as sections 2 and 3 of this act. 2 
 Sec. 2.  1. The State Treasurer shall establish by regulation 3 
a program to provide: 4 
 (a) Reimbursement for tuition charges, registration fees, 5 
laboratory fees, examination fees, licensure fees or certification 6 
fees and any other fees paid to an institution within the Nevada 7 
System of Higher Education or to a professional or occupational 8 
licensing board or regulatory body of this State by a person who is 9 
in financial need and preparing for employment in professions in 10 
K-12 education or health care. 11 
 (b) Grants to hospitals to create, expand or fund programs in 12 
which a hospital coordinates with a secondary school to provide 13 
work-based learning opportunities for students. 14 
 2. The program must include a process for a person to apply 15 
for reimbursement or a grant described in subsection 1. 16 
 3. The State Treasurer shall consult with the State Board of 17 
Education before approving any application for a grant. 18 
 4. The regulations adopted pursuant to this section must 19 
prescribe, without limitation: 20 
 (a) The criteria for eligibility to receive money from the 21 
program; and  22 
 (b) Procedures for the submission and review of applications 23 
to receive money from the program. 24 
 Sec. 3.  1. The Nevada Education and Health Care 25 
Pathways Account is hereby created in the State General Fund. 26 
The Account must be administered by the State Treasurer.  27 
 2. The money in the Account must be used to carry out the 28 
program established pursuant to section 2 of this act. 29 
 3. The State Treasurer may apply for and accept any 30 
donation, gift, grant, bequest or other source of money for deposit 31 
in the Account. 32 
 4. The interest and income earned on money in the Account, 33 
after deducting any applicable charges, must be credited to the 34 
Account. 35 
 5. Any money in the Account remaining at the end of a fiscal 36 
year does not revert to the State General Fund, and the balance in 37 
the Account must be carried forward to the next fiscal year.  38

 Sec. 4.  There is hereby appropriated from the State General 1 
Fund to the Nevada Education and Health Care Pathways Account 2 
created by section 3 of this act the sum of $10,000,000 to carry out 3 
the provisions of section 2 of this act. 4 
 Sec. 5.  1. This section becomes effective upon passage and 5 
approval. 6 
 2. Sections 2, 3 and 4 of this act become effective: 7 
 (a) Upon passage and approval for the purpose of adopting any 8 
regulations and performing any other preparatory administrative 9 
tasks that are necessary to carry out the provisions of this act; and 10 
 (b) On October 1, 2025, for all other purposes. 11
