AN ACT relating to education; requiring the Board of Regents of 
the University of Nevada to establish a data dashboard 
setting forth certain statistical information relating to 
student outcomes; requiring the Board of Regents to 
conduct a study during the 2025-2026 interim relating  
to certain financial issues facing students of the Nevada 
System of Higher Education; and providing other matters 
properly relating thereto. 
Legislative Counsel’s Digest: 
 Under existing law, the Board of Regents of the University of Nevada shall 1 
require employees of the Nevada System of Higher Education to provide to the 2 
board of trustees of each school district in this State information regarding the: (1) 3 
number of pupils who graduated from a high school in the district in the 4 
immediately preceding year and enrolled in certain remedial courses; and (2) costs 5 
incurred by the System in providing such remedial instruction. (NRS 396.548) 6 
Section 1 of this bill requires the Board of Regents to establish and maintain a data 7 
dashboard that includes statistical data relating to the number of: (1) students who 8 
graduated from a high school in this State and enroll in a university, state college or 9 
community college within the System; (2) students who graduated from a high 10 
school in this State and enroll in remedial courses in reading, writing or 11 
mathematics at a university, state college or community college within the System; 12 
(3) years it takes for each student to graduate from a university, state college or 13 
community college within the System; and (4) students who graduate from a 14 
university, state college or community college within the System and, within 1 year 15 
of graduation, are unemployed or receiving benefits from a program of public 16 
assistance. Section 1: (1) requires that the data dashboard be posted on the Internet 17 
website of the System; and (2) authorizes any state agency or local government, 18 
including, without limitation, a school district, to assist the Board of Regents in 19 
establishing and maintaining the data dashboard. 20

 Section 2 of this bill requires the Board of Regents to conduct an interim study 21 
relating to the financial issues facing students of the System. The study must 22 
include: (1) the development of a policy to allow any student who is within two 23 
semesters of graduation and has outstanding debts or delinquent fees owed to the 24 
System to complete the requirements for graduation while paying off any of the 25 
outstanding debts or delinquent fees; (2) an examination of issues relating to the use 26 
of open educational resources within the System; and (3) an examination of the 27 
food insecurity issues experienced by students of the System and recommendations 28 
for ways to reduce the food insecurity experienced by students of the System. 29 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  Chapter 396 of NRS is hereby amended by adding 1 
thereto a new section to read as follows: 2 
 1. The Board of Regents shall establish and maintain a data 3 
dashboard relating to the educational and professional outcomes 4 
of students that includes, without limitation, statistical data 5 
relating to the number of: 6 
 (a) Students who graduated from a high school in this State 7 
and enroll in a university, state college or community college 8 
within the System; 9 
 (b) Students who graduated from a high school in this State 10 
and enroll in remedial courses in reading, writing or mathematics 11 
at a university, state college or community college within the 12 
System; 13 
 (c) Years it takes for each student to graduate from a 14 
university, state college or community college within the System; 15 
and 16 
 (d) Students who graduate from a university, state college or 17 
community college within the System and, within 1 year of 18 
graduation, are unemployed or receiving benefits from a program 19 
of public assistance. 20 
 2. The data dashboard established pursuant to subsection 1: 21 
 (a) Must be posted on the Internet website of the System; and 22 
 (b) Must not include any personal identifying information of 23 
any student or other person. 24 
 3. Any state agency or local government, including, without 25 
limitation, a school district, may assist the Board of Regents in 26 
establishing and maintaining the data dashboard established 27 
pursuant to subsection 1. 28 
 Sec. 2.  1. During the 2025-2026 interim, the Board of 29 
Regents of the University of Nevada shall conduct a study relating 30 
to the financial issues facing students of the Nevada System of 31 
Higher Education. The study must include, without limitation: 32

 (a) The development of a policy to allow any student who is 1 
within two semesters of graduation and has outstanding debts or 2 
delinquent fees owed to the System to complete the requirements for 3 
graduation while paying off any of the outstanding debts or 4 
delinquent fees. 5 
 (b) An examination of issues relating to the use of open 6 
educational resources within the System, including, without 7 
limitation: 8 
  (1) Whether it is feasible for the System to transition to the 9 
use of open educational resources as a replacement for more 10 
expensive textbooks and other course materials. 11 
  (2) Whether there are potential fiscal, legal or technological 12 
obstacles or other issues that prevent the System from using open 13 
educational resources as a replacement for more expensive 14 
textbooks and other course materials. 15 
 (c) An examination of the food insecurity issues experienced by 16 
students of the System and recommendations for ways to reduce the 17 
food insecurity of students of the System, including, without 18 
limitation, whether it is feasible for the food venders on the 19 
campuses of the schools of the System to accept EBT cards from the 20 
Supplemental Nutrition Assistance Program. In examining these 21 
issues, the Board of Regents shall create and conduct a survey of 22 
students. 23 
 2. On or before February 1, 2027, the Board of Regents shall 24 
prepare and submit a report of its findings to the Director of the 25 
Legislative Counsel Bureau for transmittal to the 84th Session of the 26 
Legislature. 27 
 3. The Board of Regents may accept gifts, grants and donations 28 
to carry out the duties set forth in this section. 29 
 4. As used in this section, “open educational resources” means 30 
teaching, learning and research resources that reside in the public 31 
domain or have been released under an intellectual property license 32 
that allows for free use, reuse, modification and sharing. The term 33 
includes, without limitation, courses, course materials, textbooks, 34 
modules, faculty-created content, videos, tests, software and any 35 
other tool, material or technique used to support access to 36 
knowledge. 37 
 Sec. 3.  This act becomes effective on July 1, 2025. 38
