AN ACT relating to workforce development; requiring, to the extent 
that money is available, the Governor’s Office of 
Workforce Innovation to establish and carry out a 
program to place career coaches in middle schools and 
junior high schools; and providing other matters properly 
relating thereto. 
Legislative Counsel’s Digest: 
 Existing law creates the Governor’s Office of Workforce Innovation in the 1 
Department of Employment, Training and Rehabilitation. (NRS 232.965) Under 2 
existing law, the Office is required, in part, to establish and administer programs for 3 
pupils which support the development of the workforce in this State, including: (1) 4 
a Career Pathways Demonstration Program; and (2) a program to provide paid and 5 
unpaid work-based learning opportunities outside of school for pupils enrolled in 6 
grades 7 to 12, inclusive. (NRS 232.985, 232.990) Section 1 of this bill requires, to 7 
the extent that money is available, the Office to establish and carry out a program to 8 
place career coaches in middle schools and junior high schools. Section 1 requires 9 
that the program be designed to provide pupils enrolled in middle school or junior 10 
high school with information and guidance, inside or outside the classroom, for the 11 
exploration of career pathways and the development of knowledge, training and 12 
skills required for career readiness. Section 1 further: (1) requires the Office to 13 
collaborate with any appropriate persons or entities to establish and carry out this 14 
program; and (2) authorizes the Office to apply for and accept gifts, donations, 15 
grants or other sources of money and, within the limits of available money, to enter 16

into contracts and award grants related to the program. Section 2 of this bill makes 17 
certain definitions applicable to the provisions of section 1. 18 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  Chapter 232 of NRS is hereby amended by adding 1 
thereto a new section to read as follows: 2 
 1. To the extent that money is available, the Governor’s 3 
Office of Workforce Innovation shall establish and carry out a 4 
program for the placement of career coaches in middle schools 5 
and junior high schools.  6 
 2. The program established pursuant to subsection 1 must be 7 
designed to provide pupils enrolled in middle school or junior high 8 
school with information and guidance, inside or outside the 9 
classroom, for: 10 
 (a) The exploration of career pathways; and 11 
 (b) The development of knowledge, training and skills required 12 
for career readiness, including, without limitation, financial 13 
literacy, and the opportunities available for such development in 14 
high school. 15 
 3. For the purpose of establishing and carrying out the 16 
program set forth in subsection 1, the Office: 17 
 (a) Shall collaborate with any appropriate persons or entities, 18 
including, without limitation, a state agency, school district or 19 
other local governmental agency, chamber of commerce, 20 
nonprofit organization, trade association and regional 21 
development authority, as defined in NRS 231.009. 22 
 (b) May: 23 
  (1) Apply for and accept any gift, donation, grant or other 24 
source of money; and 25 
  (2) Within the limits of available money, enter into 26 
contracts with or award grants to persons or entities that have the 27 
appropriate expertise to provide any services or resources 28 
necessary to assist the Office in establishing or carrying out the 29 
program. 30 
 Sec. 2.  NRS 232.900 is hereby amended to read as follows: 31 
 232.900 As used in NRS 232.900 to 232.990, inclusive, and 32 
section 1 of this act, unless the context otherwise requires: 33 
 1.  “Department” means the Department of Employment, 34 
Training and Rehabilitation. 35 
 2.  “Director” means the Director of the Department. 36
