AN ACT relating to veterans; requiring the Director of the 
Department of Veterans Services to develop and make 
available to certain agencies, resource centers or programs 
a program of training and informational materials 
concerning the process for applying for an upgrade to the 
character of a veteran’s discharge from service or a 
change in the narrative reason for a veteran’s discharge 
from service; and providing other matters properly 
relating thereto. 
Legislative Counsel’s Digest: 
 Existing law requires the Director of the Department of Veterans Services to 1 
conduct outreach to, and provide assistance designed for the unique needs of, veterans 2 
and members of the military who are lesbian, gay, bisexual or transgender and their 3 
spouses and dependents. Existing law further requires this outreach and assistance to 4 
include, without limitation, a requirement for the Director to provide assistance in 5 
applying for an upgrade to the character of the veteran’s discharge from service or a 6 
change in the narrative reason for the veteran’s discharge from service. (NRS 7 
417.121) This bill additionally requires the Director to, as part of such outreach and 8 
assistance, develop and make available to any agency, resource center or program in 9 
this State which provides services and resources to veterans and members of the 10 
military regarding the benefits, services, programs and assistance available to veterans 11 
a program of training and informational materials concerning the process for applying 12 
for an upgrade to the character of the veteran’s discharge from service or a change in 13 
the narrative reason for the veteran’s discharge from service. 14

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  NRS 417.121 is hereby amended to read as follows: 1 
 417.121 1.  The Director shall conduct outreach to, and 2 
provide assistance designed for the unique needs of, veterans and 3 
members of the military who are lesbian, gay, bisexual or 4 
transgender and their spouses and dependents, including, without 5 
limitation [, providing] : 6 
 (a) Providing assistance in applying for an upgrade to the 7 
character of the veteran’s discharge from service or a change in the 8 
narrative reason for the veteran’s discharge from service [.] ; and 9 
 (b) Developing and making available to any agency, resource 10 
center or program in this State which provides services and 11 
resources to veterans and members of the military regarding the 12 
benefits, services, programs and assistance available to veterans a 13 
program of training and informational materials concerning the 14 
process for applying for an upgrade to the character of the 15 
veteran’s discharge from service or a change in the narrative 16 
reason for the veteran’s discharge from service.  17 
 2.  As used in this section, “veteran” means a resident of this 18 
State who meets the qualifications of subsection 1 of NRS 417.005. 19
