3637 Legislative Counsel’s Digest:
3738 Existing law requires the Director of the Department of Veterans Services to 1
38-conduct outreach to, and provide assistance designed for the unique needs of, 2
39-veterans and members of the military who are lesbian, gay, bisexual or transgender 3
40-and their spouses and dependents. Existing law further requires this outreach and 4
41-assistance to include, without limitation, a requirement for the Director to provide 5
42-assistance in applying for an upgrade to the character of the veteran’s discharge 6
43-from service or a change in the narrative reason for the veteran’s discharge from 7
44-service. (NRS 417.121) This bill additionally requires the Director to, as part of 8
45-such outreach and assistance, make available to any agency, resource center or 9
46-program in this State which provides services and resources to veterans and 10
47-members of the military regarding the benefits, services, programs and assistance 11
48-available to veterans any existing informational materials concerning the process 12
49-for applying for an upgrade to the character of the veteran’s discharge from service 13
50-or a change in the narrative reason for the veteran’s discharge from service. 14

6060 Section 1. NRS 417.121 is hereby amended to read as follows: 1
6161 417.121 1. The Director shall conduct outreach to, and 2

6464 transgender and their spouses and dependents, including, without 5
6565 limitation [, providing] : 6
6666 (a) Providing assistance in applying for an upgrade to the 7
6767 character of the veteran’s discharge from service or a change in the 8
6868 narrative reason for the veteran’s discharge from service [.] ; and 9
69- (b) Making available to any agency, resource center or 10
70-program in this State which provides services and resources to 11
71-veterans and members of the military regarding the benefits, 12
72-services, programs and assistance available to veterans any 13
73-existing informational materials concerning the process for 14
74-applying for an upgrade to the character of the veteran’s 15
75-discharge from service or a change in the narrative reason for the 16
76-veteran’s discharge from service. 17

7777 2. As used in this section, “veteran” means a resident of this 18
