AN ACT making an appropriation to the Nevada Clean Energy 
Fund for securing and implementing grants for qualified 
clean energy projects; and providing other matters 
properly relating thereto. 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  1. There is hereby appropriated from the State 1 
General Fund to the Nevada Clean Energy Fund formed pursuant to 2 
NRS 701B.985 the sum of $5,000,000 for securing and 3 
implementing grants for qualified clean energy projects in this State, 4 
including, without limitation, costs associated with: 5 
 (a) Providing bridge or gap funding for qualified clean energy 6 
projects; 7 
 (b) Providing technical support to state and local agencies; and 8 
 (c) Staffing and administering the Nevada Clean Energy Fund. 9 
 2.  Upon acceptance of the money appropriated by subsection 1, 10 
the Nevada Clean Energy Fund agrees to: 11 
 (a) Prepare and transmit a report to the Interim Finance 12 
Committee on or before December 18, 2026, that describes each 13 
expenditure made from the money appropriated by subsection 1 14 
from the date on which the money was received by the Nevada 15 
Clean Energy Fund through December 1, 2026; 16

 (b) Prepare and transmit a final report to the Interim Finance 1 
Committee on or before September 17, 2027, that describes each 2 
expenditure made from the money appropriated by subsection 1 3 
from the date on which the money was received by the Nevada 4 
Clean Energy Fund through June 30, 2027; and 5 
 (c) Upon request of the Legislative Commission, make available 6 
to the Legislative Auditor any of the books, accounts, claims, 7 
reports, vouchers or other records of information, confidential or 8 
otherwise, of the Nevada Clean Energy Fund, regardless of their 9 
form or location, that the Legislative Auditor deems necessary  10 
to conduct an audit of the use of the money appropriated by 11 
subsection 1. 12 
 3. Any remaining balance of the appropriation made by 13 
subsection 1 must not be committed for expenditure after June 30, 14 
2027, by the entity to which the appropriation is made or any entity 15 
to which money from the appropriation is granted or otherwise 16 
transferred in any manner, and any portion of the appropriated 17 
money remaining must not be spent for any purpose after  18 
September 17, 2027, by either the entity to which the money was 19 
appropriated or the entity to which the money was subsequently 20 
granted or transferred, and must be reverted to the State General 21 
Fund on or before September 17, 2027. 22 
 4. As used in this section, “qualified clean energy project” has 23 
the meaning ascribed to it in NRS 701B.965. 24 
 Sec. 2.  This act becomes effective upon passage and approval. 25
