AN ACT relating to public health; requiring the establishment of a 
program to improve access to certain resources in a 
medical emergency; and providing other matters properly 
relating thereto. 
Legislative Counsel’s Digest: 
 Existing law requires the Division of Public and Behavioral Health of the 1 
Department of Health and Human Services to: (1) establish various programs 2 
relating to public health in this State; and (2) regulate emergency medical services 3 
in counties whose population is less than 700,000 (currently all counties other than 4 
Clark County). (NRS 439.495, 439.496, 439.501, 439.505, 439.507, 439.514-5 
439.525, 439.5291-439.5297, chapter 450B of NRS) This bill requires the Division 6 
to establish and operate a program to improve: (1) the ability of persons in this 7 
State to respond to medical emergencies; and (2) access of persons in this State to 8 
resources for responding to a medical emergency. This bill requires that program to 9 
include certain measures to: (1) increase the number of volunteers who are trained 10 
to assist in a medical emergency; and (2) notify persons who are experiencing a 11 
medical emergency or assisting persons who are experiencing a medical emergency 12 
of the location of such volunteers and certain other resources. 13 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  Chapter 439 of NRS is hereby amended by adding 1 
thereto a new section to read as follows: 2 
 1. The Division shall establish and operate a program to 3 
improve: 4

 (a) The ability of persons in this State to respond to medical 1 
emergencies; and 2 
 (b) The access of persons in this State to resources for 3 
responding to a medical emergency. 4 
 2. The program must: 5 
 (a) Assist volunteers in receiving training in cardiopulmonary 6 
resuscitation, training through the Community Emergency 7 
Response Team program of the Federal Emergency Management 8 
Agency of the United States Department of Homeland Security or 9 
similar training for responding to a medical emergency. 10 
 (b) Allow volunteers who are certified in cardiopulmonary 11 
resuscitation by a nationally recognized organization to register to 12 
authorize the Division to notify persons described in paragraph (c) 13 
of the location of the volunteers. 14 
 (c) Provide multiple means to notify a person who is 15 
experiencing a medical emergency or assisting a person who is 16 
experiencing a medical emergency of the location of volunteers 17 
who have registered pursuant to paragraph (b), health facilities 18 
and kits to provide first aid or stop the loss of blood. Such means 19 
must include, without limitation, signage, applications for mobile 20 
devices and access to information through quick response codes. 21 
 (d) Provide resources to assist communities in this State in 22 
achieving the HEARTSafe Community designation, or any 23 
successor designation, awarded by the Citizen CPR Foundation, 24 
or its successor organization, and incentives to encourage 25 
communities in this State to achieve that designation. 26 
 3. In carrying out the provisions of this section, the Division 27 
may: 28 
 (a) Contract with or collaborate with any public or private 29 
person or entity, including, without limitation: 30 
  (1) Providers of the training described in paragraph (a) of 31 
subsection 2; 32 
  (2) Federal, state and local governmental agencies; 33 
  (3) The Stop the Bleed program of the American College of 34 
Surgeons, or any successor program; 35 
  (4) The American Heart Association, or its successor 36 
organization; 37 
  (5) Providers of emergency medical services; 38 
  (6) Local emergency response organizations; 39 
  (7) Community health organizations; 40 
  (8) Homeowners’ associations; 41 
  (9) Insurers; and 42 
  (10) Health facilities and providers of health care. 43 
 (b) Establish one or more advisory committees. 44

 (c) Apply for and accept gifts, grants and donations from any 1 
source. 2 
 4. As used in this section: 3 
 (a) “Health facility” means a facility in or through which 4 
health services are provided. 5 
 (b) “Mobile device” includes, without limitation, a smartphone 6 
or a tablet computer. 7 
 (c) “Provider of health care” has the meaning ascribed to it in 8 
NRS 629.031. 9 
 Sec. 2.  1. This section becomes effective upon passage and 10 
approval. 11 
 2. Section 1 of this act becomes effective: 12 
 (a) Upon passage and approval for the purpose of adopting any 13 
regulations and performing any other preparatory administrative 14 
tasks that are necessary to carry out the provisions of this act; and 15 
 (b) On January 1, 2026, for all other purposes. 16
