AN ACT relating to trade practices; prohibiting the importation and 
sale of household cleaning products for which animal 
testing was performed; providing penalties; and providing 
other matters properly relating thereto. 
Legislative Counsel’s Digest: 
 This bill prohibits, under certain circumstances, a manufacturer from importing, 1 
selling or offering for sale in this State any household cleaning product for which 2 
animal testing was performed on or after January 1, 2030. This bill provides 3 
exceptions from that prohibition for animal testing that is performed to comply with 4 
a requirement of a regulatory agency of a foreign jurisdiction or, under certain 5 
circumstances, a requirement of a federal or state regulatory agency. This bill 6 
additionally provides that the prohibition does not apply to: (1) a household 7 
cleaning product or ingredient in a household cleaning product if animal testing 8 
was conducted for the household cleaning product or ingredient before January 1, 9 
2030; or (2) a manufacturer that reviews, assesses or retains data obtained from 10 
animal testing.  11 
 Existing law defines various activities that constitute deceptive trade practices 12 
and provides for the imposition of civil and criminal penalties against persons who 13 
engage in deceptive trade practices. (Chapter 598 of NRS) This bill makes it a 14 
deceptive practice to violate the provisions of this bill. 15

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  Chapter 598 of NRS is hereby amended by adding 1 
thereto a new section to read as follows: 2 
 1. Except as otherwise provided in this section, a 3 
manufacturer shall not import for profit, sell or offer for sale in 4 
this State any household cleaning product for which the 5 
manufacturer knew or reasonably should have known that animal 6 
testing was conducted or contracted by or on behalf of the 7 
manufacturer or any supplier of the manufacturer if the animal 8 
testing was conducted on or after January 1, 2030. 9 
 2. The prohibition in subsection 1 does not apply to animal 10 
testing that is conducted: 11 
 (a) To comply with a requirement of a federal or state 12 
regulatory agency if: 13 
  (1) The household cleaning product or ingredient in the 14 
household cleaning product which is tested is in wide use and 15 
cannot be replaced by another ingredient which is capable of 16 
performing a similar function; 17 
  (2) A specific human health problem relating to the 18 
household cleaning product or ingredient is substantiated and the 19 
need to conduct animal testing is justified and supported by a 20 
detailed protocol for research that is proposed as the basis for the 21 
evaluation of the household cleaning product or ingredient; and  22 
  (3) There does not exist a method of testing other than 23 
animal testing that is accepted for the relevant purpose by the 24 
federal or state regulatory agency; or  25 
 (b) To comply with a requirement of a regulatory agency of a 26 
foreign jurisdiction. 27 
 3. The provisions of this section do not apply to: 28 
 (a) A household cleaning product or ingredient in a household 29 
cleaning product if animal testing was conducted for the 30 
household cleaning product or ingredient before January 1, 2030, 31 
even if the household cleaning product in its final form or 32 
ingredient was manufactured on or after that date; or 33 
 (b) A manufacturer that reviews, assesses or retains data 34 
obtained from animal testing.  35 
 4. A violation of this section constitutes a deceptive trade 36 
practice for the purposes of NRS 598.0903 to 598.0999, inclusive. 37 
 5. As used in this section: 38 
 (a) “Animal testing” means any process or procedure that uses 39 
a live, nonhuman vertebrate or cephalopod to obtain information 40 
on the characteristics of a household cleaning product or any 41 
ingredient thereof and which generates information regarding the 42

ability of a household cleaning product or ingredient to produce a 1 
specific biological effect under specified conditions.  2 
 (b) “Household cleaning product” means any product 3 
manufactured from chemicals that is designed to clean or provide 4 
protection to household surfaces or furniture, including, without 5 
limitation, task-specific cleaning products, such as spot removers, 6 
stain removers, upholstery cleaners, glass cleaners, dish soap and 7 
laundry detergent.  8 
 (c) “Ingredient” means any single chemical entity or mixture 9 
used as a component in the manufacture of a household cleaning 10 
product.  11 
 (d) “Manufacturer” means a person who imports, produces or 12 
manufactures a household cleaning product and whose name 13 
appears on the label of the household cleaning product. 14 
 (e) “Supplier” means any entity that supplies, directly or 15 
through a third party, any ingredient used by a manufacturer in 16 
the formulation of a household cleaning product. 17 
 Sec. 2.  This act becomes effective on January 1, 2030. 18
