AN ACT making an appropriation to United Citizens Foundation, 
Inc. for the provision of certain services in connection 
with the K-12 public education system; and providing 
other matters properly relating thereto. 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  1.  There is hereby appropriated from the State 1 
General Fund to United Citizens Foundation, Inc. for the provision 2 
of mental health and substance use disorder services and community 3 
resource assistance to pupils and their parents, guardians and 4 
families and personnel within the K-12 public education system the 5 
following sums: 6 
For the Fiscal Year 2025-2026 ............................... $3,000,000 7 
For the Fiscal Year 2026-2027 ............................... $3,000,000 8 
 2.  Upon acceptance of the money appropriated by subsection 1, 9 
United Citizens Foundation, Inc. agrees to: 10 
 (a) Prepare and transmit a report to the Interim Finance 11 
Committee on or before December 18, 2026, that describes each 12 
expenditure made from the money appropriated by subsection 1 13 
from the date on which the money was received by the United 14 
Citizens Foundation, Inc. through December 1, 2026; 15

 (b) Prepare and transmit a final report to the Interim Finance 1 
Committee on or before September 17, 2027, that describes each 2 
expenditure made from the money appropriated by subsection 1 3 
from the date on which the money was received by United Citizens 4 
Foundation, Inc. through June 30, 2027; and 5 
 (c) Upon request of the Legislative Commission, make 6 
available to the Legislative Auditor any of the books, accounts, 7 
claims, reports, vouchers or other records of information, 8 
confidential or otherwise, of the United Citizens Foundation, Inc., 9 
regardless of their form or location, that the Legislative Auditor 10 
deems necessary to conduct an audit of the use of the money 11 
appropriated by subsection 1. 12 
 3. Any balance of the sums appropriated by subsection 1 13 
remaining at the end of the respective fiscal years must not be 14 
committed for expenditure after June 30 of the respective fiscal 15 
years by the entity to which the appropriation is made or any entity 16 
to which money from the appropriation is granted or otherwise 17 
transferred in any manner, and any portion of the appropriated 18 
money remaining must not be spent for any purpose after  19 
September 18, 2026, and September 17, 2027, respectively, by 20 
either the entity to which the money was appropriated or the entity 21 
to which the money was subsequently granted or transferred, and 22 
must be reverted to the State General Fund on or before  23 
September 18, 2026, and September 17, 2027, respectively. 24 
 Sec. 2.  This act becomes effective on July 1, 2025. 25
