AN ACT relating to elections; requiring a candidate at a presidential 
preference primary election to pay a filing fee; and 
providing other matters properly relating thereto. 
Legislative Counsel’s Digest: 
 In a presidential election year, existing law requires, with certain exceptions, 1 
that a presidential preference primary election be held to determine the preferences 2 
of the registered voters of a major political party regarding the party’s nominee for 3 
President of the United States. (NRS 298.600-298.720) A person who is a qualified 4 
candidate to be a major political party’s nominee for President of the United States 5 
and wants to appear on the ballot for a presidential preference primary election 6 
must file with the Secretary of State a declaration of candidacy. (NRS 298.660) 7 
Existing law also requires certain persons to pay a filing fee for filing a declaration 8 
of candidacy for certain federal, state and local offices. (NRS 293.193)  9 
 Sections 1 and 2 of this bill require a person who files a declaration of 10 
candidacy for the presidential preference primary election to pay a filing fee of 11 
$1,000. 12

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  NRS 293.193 is hereby amended to read as follows: 1 
 293.193 1.  Fees as listed in this section for filing declarations 2 
of candidacy must be paid to the filing officer by cash, cashier’s 3 
check or certified check. 4

For the purposes of this subsection, trustee of a county school 21 
district, hospital or hospital district is not a county office. 22 
 2.  No filing fee may be required from a candidate for an office 23 
the holder of which receives no compensation. 24 
 3.  The county clerk shall pay to the county treasurer all filing 25 
fees received from candidates. The county treasurer shall deposit the 26 
money to the credit of the general fund of the county. 27 
 4.  Except as otherwise provided in NRS 293.194, a filing fee 28 
paid pursuant to this section is not refundable. 29 
 Sec. 2.  NRS 298.660 is hereby amended to read as follows: 30 
 298.660 If a person who is a qualified candidate to be a major 31 
political party’s nominee for President of the United States wants to 32 
appear on the ballot for a presidential preference primary election 33 
that is held for the party, the person must, not earlier than October 1 34 
and not later than 5 p.m. on October 15 of the year immediately 35 
preceding the presidential preference primary election, file with the 36 
Secretary of State a declaration of candidacy in the form prescribed 37 
by the Secretary of State [.] and pay the filing fee required by  38 
NRS 293.193. 39 
 Sec. 3.  This act becomes effective on July 1, 2025. 40
