AN ACT relating to education; requiring the Department of 
Education to develop or prescribe certain surveys to be 
administered to the staff of public schools; requiring the 
board of trustees of each school district to administer such 
surveys to the staff of each public school within the 
school district; providing for the reporting of the results of 
those surveys; and providing other matters properly 
relating thereto. 
Legislative Counsel’s Digest: 
 Existing law creates the Nevada State Teacher and Education Support 1 
Professional Recruitment and Retention Advisory Task Force to evaluate the 2 
challenges in attracting and retaining teachers in Nevada and make 3 
recommendations to address those challenges. (NRS 391.492, 391.496) This bill 4 
requires the Department of Education to develop or prescribe a school climate 5 
survey to evaluate the school climate for the staff of each of the public schools in 6 
this State. This bill also requires the Department to develop or prescribe an exit and 7 
transfer survey to be given to teachers who transfer, resign or are dismissed from a 8 
public school in this State in order to gather information to improve the efforts of 9 
this State to attract and retain teachers. This bill requires the board of trustees of a 10 
school district to administer both the school climate survey and the exit and transfer 11 
survey to staff within the school district. This bill requires the board of trustees of a 12 
school district to annually submit a report to the Department summarizing all of the 13 
responses to the surveys administered by the board of trustees in the immediately 14

preceding 12 months. This bill requires the Department to annually publish a report 15 
summarizing all of the reports submitted by the boards of trustees. 16 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  Chapter 391A of NRS is hereby amended by 1 
adding thereto a new section to read as follows: 2 
 1. The Department shall develop or otherwise prescribe for 3 
administration pursuant to subsection 3: 4 
 (a) A school climate survey to gather data from school staff for 5 
the purpose of evaluating the school climate in the public schools 6 
in this State. 7 
 (b) An exit and transfer survey to gather data from teachers 8 
who transfer, resign or are dismissed for the purpose of improving 9 
the efforts of this State to attract and retain teachers. 10 
 2. The Department may partner with any person or entity 11 
with expertise in education or data collection and survey 12 
administration to assist with developing a survey pursuant to this 13 
section. 14 
 3. The board of trustees of a school district shall administer: 15 
 (a) The school climate survey developed or prescribed 16 
pursuant to paragraph (a) of subsection 1 to each member of the 17 
staff of each school within the school district once each school 18 
year. 19 
 (b) The exit and transfer survey developed or prescribed 20 
pursuant to paragraph (b) of subsection 1 to each teacher upon 21 
the transfer, resignation or dismissal of the teacher from a school 22 
in the school district. 23 
 4. The board of trustees of a school district may partner with 24 
the Department and any other person or entity with expertise in 25 
data collection and survey administration to assist with 26 
administering and collecting the responses of a survey pursuant to 27 
this section. 28 
 5. On or before December 1 of each year, the board of 29 
trustees of a school district shall report to the Department a 30 
summary of the information that the board of trustees has received 31 
from administering the surveys pursuant to subsection 3 in the 32 
immediately preceding 12 months. The board of trustees must also 33 
include with the report the raw data collected in connection with 34 
the surveys if the Department requests such data. 35 
 6. On or before February 1 of each year, the Department 36 
shall develop and publish on an Internet website maintained by 37 
the Department a written report containing a summary of the 38

information received from each school district pursuant to 1 
subsection 5 within the immediately preceding year. 2 
 7. As used in this section, “school climate” means the basis of 3 
which to measure the relationships between pupils and the parents 4 
or legal guardians of pupils and educational personnel, the 5 
cultural and linguistic competence of instructional materials and 6 
educational personnel, the emotional and physical safety of pupils 7 
and educational personnel and the social, emotional and academic 8 
development of pupils and educational personnel. 9 
 Sec. 2.  The provisions of NRS 354.599 do not apply to any 10 
additional expenses of a local government that are related to the 11 
provisions of this act. 12 
 Sec. 3.  This act becomes effective on July 1, 2025. 13
