AN ACT relating to public safety; revising provisions governing 
stopping, standing or parking near a crosswalk; and 
providing other matters properly relating thereto. 
Legislative Counsel’s Digest: 
 Existing law prohibits vehicles from stopping, standing or parking within 20 1 
feet of a crosswalk. (NRS 484B.450) Section 1 of this bill makes various changes 2 
to apply the 20-foot prohibition to both marked and unmarked crosswalks, and in 3 
circumstances where there is a curb extension present, applies the prohibition to 4 
within 15 feet of the marked or unmarked crosswalk. 5 
 Existing law authorizes a local authority to adopt an ordinance for the purpose 6 
of erecting official traffic-control devices that regulate the stopping, standing or 7 
parking of vehicles on any highway under its jurisdiction. (NRS 484B.520) 8 
Existing law defines “official traffic-control device” as certain signs, signals, 9 
markings and other devices that are placed or erected by a public authority or 10 
railroad for the purpose of regulating, warning or guiding traffic. (NRS 484A.145) 11 
Section 2 of this bill additionally authorizes a local authority to adopt an ordinance 12 
for the purpose of establishing a variance from the default distance for stopping, 13 
standing or parking within a marked or unmarked crosswalk if the deviation is 14 
necessary to protect the safety of the community and the local authority erects 15 
official traffic-control devices to provide notice of the distance applicable to the 16 
jurisdiction. 17 
 Section 2 provides that, through December 31, 2026, the prohibition relating to 18 
stopping, standing or parking within the specified distance of a marked or 19 
unmarked crosswalk may only be enforced through the issuance of a warning and 20 
such enforcement is only permitted in circumstances where notice of the distance 21 
applicable to the jurisdiction is provided by an official traffic-control device. 22 
Section 3 of this bill removes these restrictions effective January 1, 2027, thereby 23 
authorizing a law enforcement officer to take any applicable enforcement actions 24 
relating to stopping, standing or parking within the specified distance of a marked 25

or unmarked crosswalk, regardless of whether notice of the prohibition was 26 
provided by an official traffic-control device. 27 
 
 
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN 
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: 
 
 Section 1.  NRS 484B.450 is hereby amended to read as 1 
follows: 2 
 484B.450 1.  A person shall not stop, stand or park a vehicle, 3 
except when necessary to avoid conflict with other traffic or in 4 
compliance with law or the directions of a police officer or official 5 
traffic-control device, in any of the following places: 6 
 (a) Except as otherwise provided in subsection 3, on a sidewalk; 7 
 (b) In front of a public or private driveway; 8 
 (c) Within an intersection; 9 
 (d) Within 15 feet of a fire hydrant in a place where parallel 10 
parking is permitted, or within 20 feet of a fire hydrant if angle 11 
parking is permitted and a local ordinance requires the greater 12 
distance; 13 
 (e) On a crosswalk; 14 
 (f) [Within] Except as otherwise provided in NRS 484B.520, 15 
within 20 feet of a marked or unmarked crosswalk [;] , or if a curb 16 
extension is present, within 15 feet of the marked or unmarked 17 
crosswalk. 18 
 (g) Within 30 feet upon the approach to any official traffic-19 
control signal located at the side of a highway; 20 
 (h) Between a safety zone and the adjacent curb or within 30 21 
feet of points on the curb immediately opposite the ends of a safety 22 
zone; 23 
 (i) Within 50 feet of the nearest rail of a railroad; 24 
 (j) Within 20 feet of a driveway entrance to any fire station and, 25 
on the side of a highway opposite the entrance to any fire station, 26 
within 75 feet of that entrance; 27 
 (k) Alongside or opposite any highway excavation or 28 
obstruction when stopping, standing or parking would obstruct 29 
traffic; 30 
 (l) On the highway side of any vehicle stopped or parked at the 31 
edge of or curb of a highway; 32 
 (m) Upon any bridge or other elevated structure or within a 33 
highway tunnel; 34 
 (n) Except as otherwise provided in subsection 2, within 5 feet 35 
of a public or private driveway; and 36 
 (o) At any place where official traffic-control devices prohibit 37 
stopping, standing or parking. 38

 2.  The provisions of paragraph (n) of subsection 1 do not apply 1 
to a person operating a vehicle of the United States Postal Service if 2 
the vehicle is being operated for the official business of the United 3 
States Postal Service. 4 
 3.  A person may park a bicycle, an electric bicycle or an 5 
electric scooter on a sidewalk provided that the bicycle, electric 6 
bicycle or electric scooter does not impede the normal and 7 
reasonable movement of pedestrians on the sidewalk. 8 
 4.  A person shall not move a vehicle not owned by the person 9 
into any prohibited area or away from a curb to a distance which is 10 
unlawful. 11 
 5.  A local authority may place official traffic-control devices 12 
prohibiting or restricting the stopping, standing or parking of 13 
vehicles on any highway where in its opinion stopping, standing or 14 
parking is dangerous to those using the highway or where the 15 
vehicles which are stopping, standing or parking would unduly 16 
interfere with the free movement of traffic. It is unlawful for any 17 
person to stop, stand or park any vehicle in violation of the 18 
restrictions stated on those devices. 19 
 Sec. 2.  NRS 484B.520 is hereby amended to read as follows: 20 
 484B.520 1.  A local authority may , [erect,] pursuant to 21 
ordinance [,] :  22 
 (a) Erect official traffic-control devices regulating the stopping, 23 
standing or parking of vehicles on any highway under its 24 
jurisdiction [.] ; or 25 
 (b) Establish different distances than those prescribed by 26 
paragraph (f) of subsection 1 of NRS 484B.450 related to 27 
stopping, standing or parking near a marked or unmarked 28 
crosswalk, if the difference is necessary for the safety of the 29 
community and the local authority erects official traffic-control 30 
devices to provide notice of the distance applicable to the 31 
jurisdiction. 32 
 2.  [When devices are erected giving notice thereof, it] It is 33 
unlawful for any person to stop, stand or park a vehicle [for longer 34 
than the time designated by any such sign.] in violation of the 35 
regulations stated on any official traffic-control device. 36 
 3. A law enforcement officer may only enforce the 37 
prohibition related to stopping, standing or parking within a 38 
specified distance of a marked or unmarked crosswalk as 39 
prescribed by paragraph (b) of subsection 1 or paragraph (f) of 40 
subsection 1 of NRS 484B.450 if notice relating to the prohibition 41 
was provided by an official traffic-control device and such 42 
enforcement is limited to the issuance of a warning. 43 
 Sec. 3.  NRS 484B.520 is hereby amended to read as follows: 44 
 484B.520 1.  A local authority may, pursuant to ordinance: 45

standing or parking near a marked or unmarked crosswalk, if the 6 
difference is necessary for the safety of the community and the local 7 
authority erects official traffic-control devices to provide notice of 8 
the distance applicable to the jurisdiction. 9 
 2.  It is unlawful for any person to stop, stand or park a vehicle 10 
in violation of the regulations stated on any official traffic-control 11 
device. 12 
 [3. A law enforcement officer may only enforce the prohibition 13 
related to stopping, standing or parking within a specified distance 14 
of a marked or unmarked crosswalk as prescribed by paragraph (b) 15 
of subsection 1 or paragraph (f) of subsection 1 of NRS 484B.450 if 16 
notice relating to the prohibition was provided by an official traffic-17 
control device and such enforcement is limited to the issuance of a 18 
warning.] 19 
 Sec. 4.  1. This section and sections 1 and 2 of this act 20 
become effective on October 1, 2025. 21 
 2. Section 3 of this act becomes effective on January 1, 2027. 22
