Effect on the State: Yes. ~ EXPLANATION – Matter in bolded italics is new; matter between brackets [omitted material] is material to be omitted. AN ACT relating to elections; revising provisions relating to certain deadlines relating to automatic voter registration; revising provisions relating to voter registration during certain periods preceding an election; requiring the Department of Motor Vehicles to have extended hours of operation in certain counties during certain periods preceding the deadline to register to vote by mail for certain elections and following the day of certain elections; prohibiting, in certain counties, the Department from requiring an appointment to obtain a driver’s license or identification card during certain periods; and providing other matters properly relating thereto. Legislative Counsel’s Digest: Existing law sets forth deadlines for registering to vote for certain elections 1 which depend on the method by which a person registers to vote. (NRS 293.560, 2 293C.527) Sections 1 and 2.5 of this bill provide that the deadline to register to 3 vote for such elections by means of automatic voter registration is the thirteenth day 4 preceding the election. 5 Existing law requires: (1) certain agencies to provide automatic voter 6 registration services; and (2) an automatic voter registration agency to transmit 7 certain voter registration information to the top-down voter registration database 8 created by the Secretary of State for the purpose of registering a person to vote or 9 updating the voter registration information of a person. (NRS 293.5768, 293.57686) 10 Existing law further requires an automatic voter registration agency to 11 electronically transmit to the top-down voter registration database voter registration 12 information not later than 1 working day after collecting the information during the 13 2 weeks immediately preceding the fifth Sunday preceding an election. (NRS 14 293.57688) Section 1.3 of this bill instead requires an automatic voter registration 15 agency to electronically transmit to the database voter registration information not 16 – 2 – - *SB422_R1* later than 1 working day after collecting the information if the information is 17 collected during the period: (1) beginning 2 weeks immediately preceding the 18 thirteenth day before an election; and (2) ending on the thirteenth day before an 19 election. 20 Existing law sets forth certain deadlines for registering to vote by mail, 21 computer or appearing in person at the office of the county or city clerk. (NRS 22 293.560, 293C.527) Existing law also authorizes an elector to register to vote after 23 such deadlines: (1) through the Thursday preceding the election, by computer using 24 the online registration system provided on the Internet website of the Office of the 25 Secretary of State; and (2) after such online registration, by appearing in person 26 during the period for early voting or on election day. To register to vote during such 27 periods, an elector must provide his or her driver’s license or identification card 28 issued by the Department of Motor Vehicles and, if the license or identification 29 card does not include his or her current residential address, certain documents 30 establishing proof of residency. (NRS 293.5837-293.5847) 31 Sections 1.7 and 2 of this bill instead provide that to register to vote in person 32 during the period for early voting or on election day, an elector is required, with 33 certain exceptions, to provide a current and valid driver’s license or identification 34 card issued by this State, another state, the District of Columbia or a territory of the 35 United States or provide a tribal identification card as proof of the elector’s 36 identity. If the elector’s driver’s license or identification card was issued by the 37 Department of Motor Vehicles and shows the elector’s current residential address, 38 the driver’s license or identification card is also proof of the elector’s residency. If 39 the elector’s tribal identification card shows the elector’s current residential 40 address, the tribal identification card is also proof of the elector’s residency. 41 Sections 1.7 and 2 provide that if the elector’s driver’s license or identification 42 card was not issued by the Department of Motor Vehicles, the elector may cast a 43 provisional ballot if he or she completes a written affirmation. Any such elector 44 who casts a provisional ballot must provide a current or valid driver’s license or 45 identification card issued by the Department, an interim document issued by the 46 Department or a tribal identification card demonstrating proof of residency by 5 47 p.m. on the Friday immediately following election day. 48 Sections 1.7 and 2 also provide that if an elector’s driver’s license or 49 identification card issued by the Department of Motor Vehicles does not have the 50 elector’s current residential address, the elector may present an original, electronic 51 or certified copy of a document as proof of residency and that, for certain 52 documents, such document must be dated not more than 60 days before the date the 53 elector is registering to vote. 54 Sections 1.7 and 2 further provide that if an elector does not have a driver’s 55 license or identification card issued by this State, another state, the District of 56 Columbia or any territory of the United States or a tribal identification card, the 57 elector may cast a provisional ballot if he or she completes a written affirmation. 58 Any such elector who casts a provisional ballot must provide a current and valid 59 driver’s license, identification card or interim document issued by the Department 60 of Motor Vehicles or a tribal identification card demonstrating proof of identity and 61 residency in this State by 5 p.m. on the Friday immediately following election day. 62 Existing law authorizes the Director of the Department of Motor Vehicles to 63 arrange for extended hours of operation for offices of the Department in a county 64 whose population is 100,000 or more (currently Clark and Washoe Counties). (NRS 65 481.057) Section 3 of this bill provides that, in a county whose population is 66 100,000 or more, the Director is required to arrange for the offices of the 67 Department to remain open on Saturdays and Sundays and at hours other than 8 68 a.m. to 5 p.m. for a person to only apply for the issuance or renewal of any type of 69 driver’s license or identification card issued by the Department: (1) during the 2 70 weeks immediately preceding the last day to register to vote by mail for a primary 71 – 3 – - *SB422_R1* election, presidential preference primary election or general election; and (2) during 72 the 6 calendar days immediately following the day of a primary election, 73 presidential preference primary election or general election. Section 3 further 74 prohibits the Department from requiring, in a county whose population is 100,000 75 or more, a person to have an appointment to apply for the issuance or renewal of 76 any type of driver’s license or identification card issued by the Department: (1) 77 during the 2 weeks immediately preceding the last day to register to vote by mail 78 for a primary election, presidential preference primary election or general election; 79 and (2) during the 6 calendar days immediately following the day of a primary 80 election, presidential preference primary election or general election. 81 THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS: Section 1. NRS 293.560 is hereby amended to read as follows: 1 293.560 1. Except as otherwise provided in NRS 2 293.269951, 293.502, 293.5772 to 293.5887, inclusive, 293D.230 3 and 293D.300: 4 (a) For a primary election, presidential preference primary 5 election or general election, or a recall or special election that is held 6 on the same day as a primary election, presidential preference 7 primary election or general election, the last day to register to vote: 8 (1) By mail is the fourth Tuesday preceding the primary 9 election, presidential preference primary election or general 10 election. 11 (2) By appearing in person at the office of the county clerk 12 or, if open, a county facility designated pursuant to NRS 293.5035, 13 is the fourth Tuesday preceding the primary election, presidential 14 preference primary election or general election. 15 (3) By computer using the system established by the 16 Secretary of State pursuant to NRS 293.671, is the day of the 17 primary election, presidential preference primary election or general 18 election. 19 (4) By means of automatic voter registration, is the 20 thirteenth day immediately preceding the primary election, 21 presidential preference primary election or general election. 22 (b) If a recall or special election is not held on the same day as a 23 primary election, presidential preference primary election or general 24 election, the last day to register to vote for the recall or special 25 election by any method of registration is the third Saturday 26 preceding the recall or special election. 27 2. Except as otherwise provided in NRS 293.5772 to 293.5887, 28 inclusive, after the deadlines for the close of registration for a 29 primary election, presidential preference primary election or general 30 election set forth in subsection 1, no person may register to vote for 31 the election. 32 – 4 – - *SB422_R1* 3. Except for a recall or special election held pursuant to 1 chapter 306 or 350 of NRS: 2 (a) The county clerk of each county shall cause a notice signed 3 by him or her to be published in a newspaper having a general 4 circulation in the county indicating: 5 (1) The day and time that each method of registration for the 6 election, as set forth in subsection 1, will be closed; and 7 (2) If the county clerk has designated a county facility 8 pursuant to NRS 293.5035, the location of that facility. 9 If no such newspaper is published in the county, the publication 10 may be made in a newspaper of general circulation published in the 11 nearest county in this State. 12 (b) The notice must be published once each week for 4 13 consecutive weeks next preceding the day that the last method of 14 registration for the election, as set forth in subsection 1, will be 15 closed. 16 4. The offices of the county clerk, a county facility designated 17 pursuant to NRS 293.5035 and other ex officio registrars may 18 remain open on the last Friday in October in each even-numbered 19 year. 20 5. A county facility designated pursuant to NRS 293.5035 may 21 be open during the periods described in this section for such hours 22 of operation as the county clerk may determine, as set forth in 23 subsection 3 of NRS 293.5035. 24 Sec. 1.3. NRS 293.57688 is hereby amended to read as 25 follows: 26 293.57688 1. An automatic voter registration agency is 27 required to electronically transmit the following information of a 28 person to the database created by the Secretary of State pursuant to 29 NRS 293.675 using the system established pursuant to 30 NRS 293.57686: 31 (a) An electronic facsimile of the signature of the person, if the 32 automatic voter registration agency is capable of recording, storing 33 and transmitting to the county clerk an electronic facsimile of the 34 signature of the person; 35 (b) The first or given name and the surname of the person; 36 (c) The address at which the person actually resides as set forth 37 in NRS 293.486 and, if different, the address at which the person 38 may receive mail, including, without limitation, a post office box or 39 general delivery; 40 (d) The date of birth of the person; 41 (e) At least one of the following: 42 (1) The number indicated on the person’s current and valid 43 driver’s license or identification card issued by the Department of 44 Motor Vehicles; or 45 – 5 – - *SB422_R1* (2) The last four digits of the person’s social security 1 number; and 2 (f) A description of the documentation presented to the 3 automatic voter registration agency that indicates the person is a 4 citizen of the United States. 5 2. Except as otherwise provided in NRS 293.5768, the 6 automatic voter registration agency shall electronically transmit to 7 the database created by the Secretary of State pursuant to NRS 8 293.675 the information described in subsection 1: 9 (a) Except as otherwise provided in paragraph (b), not later than 10 5 working days after collecting the information; and 11 (b) [During the 2 weeks immediately preceding the fifth Sunday 12 preceding an election, not] Not later than 1 working day after 13 collecting the information [.] if the information is collected during 14 the period: 15 (1) Beginning 2 weeks immediately preceding the thirteenth 16 day before an election; and 17 (2) Ending on the thirteenth day before an election. 18 Sec. 1.7. NRS 293.5842 is hereby amended to read as follows: 19 293.5842 1. Notwithstanding the close of any method of 20 registration for an election pursuant to NRS 293.560 or 293C.527, 21 an elector may register to vote in person at any polling place for 22 early voting by personal appearance in the county or city, as 23 applicable, in which the elector is eligible to vote. 24 2. To register to vote in person during the period for early 25 voting, an elector must: 26 (a) Appear before the close of polls at a polling place for early 27 voting by personal appearance in the county or city, as applicable, in 28 which the elector is eligible to vote. 29 (b) Complete the application to register to vote by a method 30 authorized by the county or city clerk pursuant to this paragraph. 31 The county or city clerk shall authorize at least one of the following 32 methods for a person to register to vote pursuant to this paragraph: 33 (1) A paper application; or 34 (2) The system established by the Secretary of State pursuant 35 to NRS 293.671. 36 If the county or city clerk authorizes the use of both methods, the 37 county or city clerk may limit the use of one method to 38 circumstances when the other method is not reasonably available. 39 (c) Except as otherwise provided in [subsection 3,] this section, 40 provide his or her [current] : 41 (1) Current and valid driver’s license or identification card 42 issued by [the Department of Motor Vehicles which shows his or 43 her physical address] this State, another state, the District of 44 Columbia or any territory of the United States as proof of the 45 – 6 – - *SB422_R1* elector’s identity and , if the driver’s license or identification card 1 was issued by the Department of Motor Vehicles and shows the 2 elector’s current residential address, as proof of the elector’s 3 identity and residency [.] ; or 4 (2) Tribal identification card as proof of the elector’s 5 identity and, if the tribal identification card shows the elector’s 6 current residential address, as proof of the elector’s identity and 7 residency. 8 3. If the elector’s driver’s license or identification card was 9 issued by the Department of Motor Vehicles [to the elector] but 10 does not have the elector’s current residential address, an original, 11 electronic or certified copy of the following documents may be used 12 to establish the residency of the elector if the current residential 13 address of the elector, as indicated on his or her application to 14 register to vote, is displayed on the document: 15 (a) A military identification card; 16 (b) A utility bill, including, without limitation, a bill for electric, 17 gas, oil, water, sewer, septic, telephone, cellular telephone or cable 18 television service [;] , that is dated not more than 60 days before 19 the date on which the elector is registering to vote; 20 (c) A bank or credit union statement [;] that is dated not more 21 than 60 days before the date on which the elector is registering to 22 vote; 23 (d) A paycheck [;] that is dated not more than 60 days before 24 the date on which the elector is registering to vote; 25 (e) An income tax return; 26 (f) A statement concerning the mortgage, rental or lease of a 27 residence; 28 (g) A motor vehicle registration; 29 (h) A property tax statement; or 30 (i) Any other document issued by a governmental agency. 31 4. [Subject] Except as otherwise provided in subsection 5 or 6, 32 subject to final verification, if an elector registers to vote in person 33 at a polling place pursuant to this section: 34 (a) The elector shall be deemed to be conditionally registered to 35 vote at the polling place upon: 36 (1) The determination that the application to register to vote 37 is complete; and 38 (2) The verification of the elector’s identity and residency 39 pursuant to this section. 40 (b) After the elector is deemed to be conditionally registered to 41 vote at the polling place pursuant to paragraph (a), the elector: 42 (1) May vote in the election only at that polling place; 43 (2) Must vote as soon as practicable and before leaving that 44 polling place; and 45 – 7 – - *SB422_R1* (3) Must vote by casting a provisional ballot, unless it is 1 verified, at that time, that the elector is qualified to register to vote 2 and to cast a regular ballot in the election at that polling place. 3 5. If an elector who appears to vote provides as proof of 4 identity a driver’s license or identification card that was not issued 5 by the Department of Motor Vehicles or provides a tribal 6 identification card that does not have the elector’s current 7 residential address, the elector may cast a provisional ballot 8 pursuant to subsection 4 if the elector completes a written 9 affirmation on a form provided by an election officer which 10 includes, without limitation: 11 (a) A statement in which the person affirms under penalty of 12 perjury that he or she is a qualified elector; and 13 (b) A statement informing the elector that a current and valid 14 driver’s license, identification card or interim document issued by 15 the Department of Motor Vehicles or a tribal identification card 16 that demonstrates residency must be provided to the county or city 17 clerk not later than 5 p.m. on the Friday immediately following 18 election day and that failure to do so will result in the provisional 19 ballot not being counted. 20 6. If an elector who appears to vote does not have a driver’s 21 license or identification card issued by this State, another state, the 22 District of Columbia or any territory of the United States or a 23 tribal identification card, the elector may cast a provisional ballot 24 pursuant to subsection 4 if the elector completes a written 25 affirmation on a form provided by an election officer which 26 includes: 27 (a) A statement in which the person affirms under penalty of 28 perjury that he or she is a qualified elector but has not been issued 29 a driver’s license or identification card by this State, another state, 30 the District of Columbia or any territory of the United States or a 31 tribal identification card; and 32 (b) A statement informing the elector that a current and valid 33 driver’s license, identification card or interim document issued by 34 the Department of Motor Vehicles or a tribal identification card 35 that demonstrates proof of identity and residency must be provided 36 to the county or city clerk not later than 5 p.m. on the Friday 37 immediately following election day and failure to do so will result 38 in the provisional ballot not being counted. 39 7. Nothing in this section shall be construed to authorize an 40 elector’s provisional ballot that is cast pursuant to this section to 41 be counted unless the elector provides proof of identity and 42 residency as required pursuant to this section. 43 – 8 – - *SB422_R1* Sec. 2. NRS 293.5847 is hereby amended to read as follows: 1 293.5847 1. Notwithstanding the close of any method of 2 registration for an election pursuant to NRS 293.560 or 293C.527, 3 an elector may register to vote in person on the day of the election at 4 any polling place in the county or city, as applicable, in which the 5 elector is eligible to vote. 6 2. To register to vote on the day of the election, an elector 7 must: 8 (a) Appear before the close of polls at a polling place in the 9 county or city, as applicable, in which the elector is eligible to vote. 10 (b) Complete the application to register to vote by a method 11 authorized by the county or city clerk pursuant to this paragraph. 12 The county or city clerk shall authorize at least one of the following 13 methods for a person to register to vote pursuant to this paragraph: 14 (1) A paper application; or 15 (2) The system established by the Secretary of State pursuant 16 to NRS 293.671. 17 If the county or city clerk authorizes the use of both methods, the 18 county or city clerk may limit the use of one method to 19 circumstances when the other method is not reasonably available. 20 (c) Except as otherwise provided in [subsection 3,] this section, 21 provide his or her [current] : 22 (1) Current and valid driver’s license or identification card 23 issued by [the Department of Motor Vehicles which shows his or 24 her physical address] this State, another state, the District of 25 Columbia or any territory of the United States as proof of the 26 elector’s identity , and if the driver’s license or identification card 27 was issued by the Department of Motor Vehicles and shows the 28 elector’s current residential address, as proof of the elector’s 29 identity and residency [.] ; or 30 (2) Tribal identification card as proof of the elector’s 31 identity and, if the tribal identification card shows the elector’s 32 current residential address, as proof of the elector’s identity and 33 residency. 34 3. If the elector’s driver’s license or identification card was 35 issued by the Department of Motor Vehicles [to the elector] but 36 does not have the elector’s current residential address, an original, 37 electronic or certified copy of the following documents may be used 38 to establish the residency of the elector if the current residential 39 address of the elector, as indicated on his or her application to 40 register to vote, is displayed on the document: 41 (a) A military identification card; 42 (b) A utility bill, including, without limitation, a bill for electric, 43 gas, oil, water, sewer, septic, telephone, cellular telephone or cable 44 – 9 – - *SB422_R1* television service [;] , that is dated not more than 60 days before 1 the elector is registering to vote; 2 (c) A bank or credit union statement [;] that is dated not more 3 than 60 days before the elector is registering to vote; 4 (d) A paycheck [;] that is dated not more than 60 days before 5 the elector is registering to vote; 6 (e) An income tax return; 7 (f) A statement concerning the mortgage, rental or lease of a 8 residence; 9 (g) A motor vehicle registration; 10 (h) A property tax statement; or 11 (i) Any other document issued by a governmental agency. 12 4. [Subject] Except as otherwise provided in subsection 5 or 6, 13 subject to final verification, if an elector registers to vote in person 14 at a polling place pursuant to this section: 15 (a) The elector shall be deemed to be conditionally registered to 16 vote at the polling place upon: 17 (1) The determination that the application to register to vote 18 is complete; and 19 (2) The verification of the elector’s identity and residency 20 pursuant to this section. 21 (b) After the elector is deemed to be conditionally registered to 22 vote at the polling place pursuant to paragraph (a), the elector: 23 (1) May vote in the election only at that polling place; 24 (2) Must vote as soon as practicable and before leaving that 25 polling place; and 26 (3) Must vote by casting a provisional ballot. 27 5. If an elector who appears to vote provides as proof of 28 identity a driver’s license or identification card that was not issued 29 by the Department of Motor Vehicles or provides a tribal 30 identification card that does not have the elector’s current 31 residential address, the elector may cast a provisional ballot 32 pursuant to subsection 4 if the elector completes a written 33 affirmation on a form provided by an election officer which 34 includes, without limitation: 35 (a) A statement in which the person affirms under penalty of 36 perjury that he or she is a qualified elector; and 37 (b) A statement informing the elector that a current and valid 38 driver’s license, identification card or interim document issued by 39 the Department of Motor Vehicles or a tribal identification card 40 that demonstrates residency must be provided to the county or city 41 clerk not later than 5 p.m. on the Friday immediately following 42 election day and that failure to do so will result in the provisional 43 ballot not being counted. 44 – 10 – - *SB422_R1* 6. If an elector who appears to vote does not have a driver’s 1 license or identification card issued by this State, another state, the 2 District of Columbia or any territory of the United States or a 3 tribal identification card, the elector may cast a provisional ballot 4 pursuant to subsection 4 if the elector completes a written 5 affirmation on a form provided by an election officer which 6 includes: 7 (a) A statement in which the person affirms under penalty of 8 perjury that he or she is a qualified elector but has not been issued 9 a driver’s license or identification card by this State, another state, 10 the District of Columbia or any territory of the United States or a 11 tribal identification card; and 12 (b) A statement informing the elector that a current and valid 13 driver’s license, identification card or interim document issued by 14 the Department of Motor Vehicles or a tribal identification card 15 that demonstrates proof of identity and residency must be provided 16 to the county or city clerk not later than 5 p.m. on the Friday 17 immediately following election day and failure to do so will result 18 in the provisional ballot not being counted. 19 7. Nothing in this section shall be construed to authorize an 20 elector’s provisional ballot that is cast pursuant to this section to 21 be counted unless the elector provides proof of identity and 22 residency as required pursuant to this section. 23 Sec. 2.5. NRS 293C.527 is hereby amended to read as follows: 24 293C.527 1. Except as otherwise provided in NRS 293.502, 25 293.5772 to 293.5887, inclusive, 293D.230 and 293D.300: 26 (a) For a primary city election or general city election, or a recall 27 or special city election that is held on the same day as a primary city 28 election or general city election, the last day to register to vote: 29 (1) By mail is the fourth Tuesday preceding the primary city 30 election or general city election. 31 (2) By appearing in person at the office of the city clerk or, if 32 open, a municipal facility designated pursuant to NRS 293C.520, is 33 the fourth Tuesday preceding the primary city election or general 34 city election. 35 (3) By computer using the system established by the 36 Secretary of State pursuant to NRS 293.671, is the day of the 37 primary city election or general city election. 38 (4) By means of automatic voter registration, is the 39 thirteenth day immediately preceding the primary city election or 40 general city election. 41 (b) If a recall or special city election is not held on the same day 42 as a primary city election or general city election, the last day to 43 register to vote for the recall or special city election by any method 44 – 11 – - *SB422_R1* of registration is the third Saturday preceding the recall or special 1 city election. 2 2. Except as otherwise provided in NRS 293.5772 to 293.5887, 3 inclusive, after the deadlines for the close of registration for a 4 primary city election or general city election set forth in subsection 5 1, no person may register to vote for the election. 6 3. Except for a recall or special city election held pursuant to 7 chapter 306 or 350 of NRS: 8 (a) The city clerk of each city shall cause a notice signed by him 9 or her to be published in a newspaper having a general circulation in 10 the city indicating: 11 (1) The day and time that each method of registration for the 12 election, as set forth in subsection 1, will be closed; and 13 (2) If the city clerk has designated a municipal facility 14 pursuant to NRS 293C.520, the location of that facility. 15 If no newspaper is of general circulation in that city, the 16 publication may be made in a newspaper of general circulation in 17 the nearest city in this State. 18 (b) The notice must be published once each week for 4 19 consecutive weeks next preceding the day on which the last method 20 of registration for the election, as set forth in subsection 1, will be 21 closed. 22 4. A municipal facility designated pursuant to NRS 293C.520 23 may be open during the periods described in this section for such 24 hours of operation as the city clerk may determine, as set forth in 25 subsection 3 of NRS 293C.520. 26 Sec. 3. NRS 481.057 is hereby amended to read as follows: 27 481.057 [In] 28 1. Except as otherwise provided in subsection 2, in a county 29 whose population is 100,000 or more, the Director may arrange for 30 offices of the Department to remain open on Saturdays and Sundays 31 and at hours other than 8 a.m. to 5 p.m. 32 2. In a county whose population is 100,000 or more, the 33 Director shall arrange for the offices of the Department to remain 34 open on Saturdays and Sundays and at hours other than 8 a.m. to 35 5 p.m. for a person to apply only for the issuance or renewal of 36 any type of driver’s license or identification card issued by the 37 Department: 38 (a) During the 2 weeks immediately preceding the last day to 39 register to vote by mail pursuant to NRS 293.560 for a primary 40 election, presidential preference primary election or general 41 election; and 42 (b) During the 6 calendar days immediately following the day 43 of a primary election, presidential preference primary election or 44 general election. 45 – 12 – - *SB422_R1* 3. In a county whose population is 100,000 or more, the 1 Department shall not require a person to have an appointment for 2 the issuance or renewal of any type of driver’s license or 3 identification card issued by the Department: 4 (a) During the 2 weeks immediately preceding the last day to 5 register to vote by mail pursuant to NRS 293.560 for a primary 6 election, presidential preference primary election or general 7 election; and 8 (b) During the 6 calendar days immediately following the day 9 of a primary election, presidential preference primary election or 10 general election. 11 4. As used in this section: 12 (a) “General election” has the meaning ascribed to it in 13 NRS 293.060. 14 (b) “Presidential preference primary election” has the 15 meaning ascribed to it in NRS 293.0771. 16 (c) “Primary election” has the meaning ascribed to it in 17 NRS 293.080. 18 Sec. 4. This act becomes effective on July 1, 2025. 19 H
