2037 SENATE CONCURRENT RESOLUTION—Memorializing
2138 esteemed native Nevadan and lobbyist Kathleen “Neena”
2239 Laxalt.
23- WHEREAS, Born 2 months premature at a mere 4 pounds in
24-Reno, Nevada in 1957, Kathleen “Neena” Laxalt entered the world
25-with an indomitable fighting spirit; and
26- WHEREAS, The devoted daughter of parents Paul Dominique
27-Laxalt and Jackalyn Ross Laxalt, Neena Laxalt grew up in Carson
28-City with her five siblings and many cousins; and
29- WHEREAS, Neena Laxalt was raised in the world of law and
30-politics with her maternal grandfather, Judge John R. Ross, serving
31-as a federal judge for the U.S. District Court for the District of
32-Nevada from 1954 to 1963 and her father, Paul D. Laxalt, serving as
33-Nevada’s Lieutenant Governor, Governor and U.S. Senator between
34-1963 and 1987; and
35- WHEREAS, A proud product of humble immigrants who settled
36-in Nevada, Neena Laxalt, as a fourth-generation Irish descendant,
37-possessed a keen sense of humor, a refined gift of conversation and,
38-as a second-generation Basque descendant, a clear focus and
39-unfailing work ethic; and
40- WHEREAS, After beginning her storied lobbying career in the
41-halls of the Arizona Legislature, Neena Laxalt spent over 25 years
42-skillfully navigating the legislative process at the Nevada
43-Legislature and in other governmental arenas by providing valuable
44-insights and fostering collaboration among policymakers,
45-stakeholders and communities; and

53- WHEREAS, Neena Laxalt has had a marked impact on numerous
54-state policies, notably in the areas of agriculture, ranching, animal
55-welfare and the well-being of Nevada’s Native American and rural
56-communities, and she devoted innumerable hours in her leadership
57-role planning the historic celebration of Nevada’s sesquicentennial
58-anniversary; and
59- WHEREAS, Neena Laxalt mentored countless young
60-professionals, especially women, and her guidance and support
61-empowered them to flourish in their advocacy or political careers;
62-and
63- WHEREAS, An animal and nature enthusiast, Neena Laxalt
64-became the guardian of the revered Laxalt family sheep camp at
65-Marlette Lake, following in her Basque grandfather Dominique
66-Laxalt’s footsteps; now, therefore, be it
67- RESOLVED BY THE SENATE OF THE STATE OF NEVADA, THE
68-ASSEMBLY CONCURRING, That the members of the Nevada
69-Legislature offer their deepest condolences to Neena Laxalt’s
70-daughter, Kevan Danielle, her granddaughter, Grace Kathleen, her
71-four siblings, her many cousins and her many lifelong friends; and
72-be it further
73- RESOLVED, That the legacy of Neena Laxalt’s distinguished
74-lobbying career and service to this State will long be remembered
75-and serve as an inspiration to others to embrace the role of mentor or
76-tireless advocate for their causes; and be it further
77- RESOLVED, That the Secretary of the Senate prepare and
78-transmit a copy of this resolution to the family of Neena Laxalt; and
