Prohibits certain charges to residential consumers in connection with the purchase of zero emissions credits from the New York State Research and Energy Development Authority and attributed to the continued operation of the nuclear powered generating facility or facilities.
Establishes a clean and resilient energy program to encourage the development of clean and resilient behind the meter distributed energy resource projects.
Enacts "the planned offshore wind transmission act"; requires the New York state energy and research development authority to establish a plan for improved transmission planning and coordinating systems for an offshore grid; requires the authority conduct a benefit-cost-analysis and ratepayer impact study to determine the overall costs of implementing planned transmission and coordinated systems for an offshore grid.
Establishes New York state renewable electric generation pilot programs to authorize the development of up to three hundred megawatts of renewable electric capacity statewide, in order to stimulate the growth of clean, affordable and reliable sources of energy and to foster new partnerships between electric corporations, energy producers and energy customers in this state.

Requires developers of offshore wind renewable energy projects receiving state financial support for such projects to use New York-based manufacturers that have labor peace agreements with employees, ensuring uninterrupted supply of equipment for such projects.
