Relates to establishing requirements and penalties for combination utility companies during service outages; provides that a penalty for failure to reasonably comply with requirements that protect the overall reliability and continuity of combination utility company services shall be up to one hundred dollars per violation or for a pattern or practice of such violations up to one thousand dollars per violation.
Authorizes the New York state energy research and development authority to develop, implement, administer and operate a temporary middle income home energy assistance program; suspends certain taxes on home heating fuels; makes an appropriation therefor.
Directs the office of renewable energy, in consultation with the public service commission, to post a map on its website containing certain information about proposed major renewable energy facility sites and create an informational tab that calculates the regional impacts of such proposed sites.
Provides an exemption for the purposes of allowing the installation and use of fossil-fuel equipment and building systems where such are installed and used in a building or part of a building that is owned or occupied by a person who holds genuine and sincere religious beliefs and whose health and safety will be jeopardized due to the prohibition of the installation of fossil-fuel equipment and building systems because of such genuine and sincere religious beliefs.
Directs the New York state energy research and development authority to establish a ride clean rebate program for electric assist bicycles and electric scooters; defines terms; provides a fifty percent rebate for eligible purchases.
Relates to utility intervenor reimbursement to a participant for its reasonable costs of participation in any proceeding before the Public Service Commission (PSC).
Relates to the design of uniform standards and conditions relating to the construction and operation of major renewable energy facilities and the review of applications for permits to develop such facilities.
Relates to establishing minimum standards for payment plans for eligible customers; requires the public service commission to set standards for payment plans for certain customers including reasonableness of agreements and timelines for payment; establishes eligibility.
Maintains the continued viability of the state's existing biomass facility which is located within a military installation by deeming such facility a renewable energy system within the renewable energy program established by the public service commission by its order adopting or modifying the clean energy standard.
Directs the state energy planning board to conduct a study and prepare a report on the future of power plants in New York state; provides for the repeal of such provisions upon completion of the study and report.
Enacts the "New York Power Authority Public Renewables Standby Act"; authorizes the power authority of the state of New York to support the goal of the climate leadership and community protection act by entering into contracts with companies, not subject to the public service commission's cost-of-service ratemaking, to procure through a competitive process the power and/or renewable energy credits from any renewable energy project in New York state; increases the number of trustees of the power authority to seventeen.
