Relates to the general powers of the public service commission in respect to gas and electric corporations; authorizes the public service commission to require gas and electric corporations to eliminate provisions attempting to relieve such corporations from liability arising from their negligence or willful misconduct; provides for the investigation of regulatory conduct; provides for damages to persons affected by such regulatory failure.
Enacts the "ratepayer disclosure and transparency act" which requires an annual report that includes the estimated or actual ratepayer costs and benefits of any mandated state energy program to the governor and legislature including any New York climate leadership and community protection act compliance costs.
Directs the department of public service to adjust each utility corporation's residential fixed charge upon such corporation's filing with the department of an amendment of rate schedules, to recover only the fixed costs and operation and maintenance expenses directly related to metering, billing, service connections and the provision of customer service.
Relates to establishing minimum standards for payment plans for eligible customers; requires the public service commission to set standards for payment plans for certain customers including reasonableness of agreements and timelines for payment; establishes eligibility.
Relates to requiring the establishment of automatic payment plans; requires utility companies headquartered in New York to establish a statewide program to provide eligible participants with affordable payment plans.
Requires the New York State energy research and development authority to develop a real-time mobile application with a corresponding map with information on electric vehicle charging stations and to make such information available on the authority's website; requires the mobile application and website to include an interactive real-time map with the addresses of each electric vehicle charging station in the state and the number of charging stations at each location, the operability of charging stations, whether the charging station is located in a parking lot, parking garage or on a street, whether there are fees required to use a charging station, and where to report operational issues with charging stations.
Includes fuel-flexible linear generators which do not utilize a fossil fuel resource in the process of generating electricity as qualifying as renewable energy systems.
Establishes the previously owned zero-emission vehicles rebate program to provide an incentive of an amount up to $2,000 for individuals who purchase used or previously owned zero-emission vehicles.
Relates to the municipal sustainable energy loan program; includes water efficiency improvements and resiliency improvements in the municipal sustainable energy loan program.
Prohibits the release of a consumer's electrical or gas consumption data to any police officer, or private, local, state or federal law enforcement entity without a judicial court-ordered subpoena, warrant or the consumer's written consent.
Requires electric vehicle charging stations and electric vehicle capable parking spaces to have handicap accessible spaces that are large enough to accommodate such wheelchair accessible electric vehicles, including but not limited to, vans and minivans.
