Requires the New York state energy research and development authority to establish a do-not-solicit solar development statewide registry prohibiting solar solicitors from contacting persons who are included on such registry; establishes requirements for solar solicitors who make solar marketing sales calls, electronic messaging, and on-premises sales appeals to customers in New York state; establishes penalties for violations.
Prohibits the elimination of building systems or equipment used for the combustion of fossil fuels, including, natural gas, propane and fuel oil in new building construction.
Requires gas corporations to file a plan with the public service commission addressing aging or leaking pipelines within their service territory; outlines plans for the replacement of such pipelines.
Directs the Public Service Commission to modify the objectives of the Clean Energy Fund to include reductions of local combustion-related air pollutants.
Establishes energy efficiency measures by the public service commission and NYSERDA including requiring utilities to hire and train employees who are from priority populations or living in areas designated as environmental justice communities.
Relates to requiring the establishment of automatic payment plans; requires utility companies headquartered in New York to establish a statewide program to provide eligible participants with affordable payment plans.
Relates to the amount of St. Lawrence county economic development power that may be used by the New York Power Authority to generate net earnings and authority-TMED contracts.
Enacts the "build to need act" to meet the state's electrification and climate related policy mandates; directs the public service commission to implement a grid planning process; makes related provisions.
Establishes the nine member distributed generation for community solar siting commission to examine the reasons for delays in the siting of community solar projects, identify those causes and examine solutions to accelerate development; makes related provisions.
Enacts the "public renewables transparency act"; relates to the New York power authority's conferral process; requires the conferral report be posted on the authority's website; provides that the authority shall provide an option for stakeholders to submit comments remotely as well, and incorporate feedback from such sessions and written comments into the final draft of the strategic plan; makes related provisions.
Prohibits local governments from prohibiting the construction, installation, or operation of carport-mounted solar energy systems with a nameplate capacity of five megawatts or less, in any non-residential zoning district or mixed commercial and residential zoning district of any such city, town or village, provided however, if the zoning district is a certified agricultural district the agricultural impacts of the projects shall be minimized to the extent practicable.
Authorizes and directs the public service commission to conduct a study on the deployment of energy interconnection processes into the electrical grid to meet the state's renewable energy goals set out under the climate leadership and community protection act; directs the public service commission to submit a report on its findings one year after the effective date.
