Relates to utility intervenor reimbursement to a participant for its reasonable costs of participation in any proceeding before the Public Service Commission (PSC).
Enacts the "ratepayer disclosure and transparency act" which requires an annual report that includes the estimated or actual ratepayer costs and benefits of any mandated state energy program to the governor and legislature including any New York climate leadership and community protection act compliance costs.
Enacts the "state and local clean energy partnership", directing the public service commission to establish a standard New York state community choice aggregation program for all utility service territories.
Requires the New York state energy research and development authority conduct a study on independent neighborhoods and homes in cities constructing micro-grids to study the feasibility, efficiency, and energy saving costs if such micro-grids were constructed.
Requires the New York state energy research and development authority conduct a study on Brooklyn College constructing a micro-grid to study the feasibility, efficiency, and energy saving costs if such a micro-grid was constructed on campus.
Requires the New York state energy research and development authority to establish a do-not-solicit solar development statewide registry prohibiting solar solicitors from contacting persons who are included on such registry; establishes requirements for solar solicitors who make solar marketing sales calls, electronic messaging, and on-premises sales appeals to customers in New York state; establishes penalties for violations.
Prohibits the elimination of building systems or equipment used for the combustion of fossil fuels, including, natural gas, propane and fuel oil in new building construction.
Prohibits the release of a consumer's electrical or gas consumption data to any police officer, or private, local, state or federal law enforcement entity without a judicial court-ordered subpoena, warrant or the consumer's written consent.
Relates to establishing discount programs for low-income senior citizens and individuals with a disability; provides that utilities, waterworks corporations, telephone corporations and cable television companies shall create discount programs that provide a 10 percent discount to low-income senior citizens and individuals with a disability; defines terms.
Directs the state energy planning board to conduct a study and prepare a report on the future of power plants in New York state; provides for the repeal of such provisions upon completion of the study and report.
