Prohibits a person convicted of "Buster's Law" from owning or possessing a companion animal unless authorized by court order, after appropriate psychiatric or psychological testing.

Requires unsealing of court records of youthful offenders convicted of animal abuse offense; provides that such persons undergo a psychiatric evaluation and treatment where necessary.

Makes the failure to provide food, water or appropriate shelter to a companion animal (dogs and cats) left outside a felony punishable by a fine of not more than $5,000, or imprisonment for not more than 2 years, or by both such fine and imprisonment.

Establishes a farm-to-school task force; directs the commissioner of education to develop a program to require all public schools to provide fresh foods to students in a manner that supports local agriculture and increases market opportunities for farmers from under-represented communities.

Increases certain penalties for violating the prohibition of animal fighting and for aggravated cruelty to animals; requires a psychiatric evaluation for defendants convicted of aggravated cruelty to animals.

Relates to aggravated neglect of a companion animal.

Expands aggravated cruelty to animals to include all animals.

Includes reckless operation of a motor vehicle resulting in the death or serious injury of a companion animal in the definition of aggravated animal cruelty.

Prohibits any person, corporation, association, or other entity from slaughtering a horse where such person, corporation, association, or other entity knows or has reason to know that such horse will be used for human or animal consumption; prohibits any person, corporation, association, or other entity from possessing, selling, importing, etc., a horse or horseflesh if such person, corporation, association, or other entity knows or should have known that any part of such horse or horseflesh will be used for human or animal consumption; provides penalties for violation.

Establishes a one-stop farming hotline with the Cornell cooperative extension.

Authorizes courts to exercise discretion permitting a courthouse facility dog for use by witnesses to be used in any judicial proceeding; provides that courts with an available courthouse facility dog must allow a witness under eighteen years of age, or who has a developmental disability, to use a courthouse facility dog to accompany such person while testifying in court; allows any witness who does not meet the criteria of being under eighteen years of age or having a developmental disability to use a courthouse facility dog, if available, to accompany them while testifying in court; defines terms; makes related provisions.

Establishes the sanitary retail food store grant program to provide funding to retail food stores that fail inspections to correct deficiencies if such stores are unable to sustain the costs to immediately correct critical deficiencies, are located in food deserts, and would otherwise be unable to stay in operation due to their inability to meet and maintain sanitary standards.

Authorizes and directs the commissioner of agriculture and markets to conduct a study on vertical farming.

Establishes the farm ownership succession planning program to provide farm owners with a succession planning toolkit that can be used by such farm owners who plan on selling or closing their farm.

Establishes the office of urban agriculture.
