Requires fair business practices in franchises.

Provides for assistance to disabled drivers at gas stations.

Requires car washes to disclose when promotions expire as well as any costs which will be incurred upon the expiration of such promotion and how often such costs will be incurred upon someone taking part in such promotion.

Authorizes owners of mobile barber shops to obtain barber shop owner's licenses provided that they can furnish proof of proper layout, adequate equipment for the shop, sanitary conditions in the shop and good moral character.

Requires employees of gaming facilities to undergo human-trafficking recognition training which shall address the nature of human trafficking, how human trafficking is defined in law, how to identify victims of human trafficking, relief and recovery options for survivors, and social and legal services available to victims.

Enacts the Kelsey Smith Act to require wireless service providers to provide call location information to law enforcement during an emergency.

Relates to establishing a fine of $25,000 for knowingly transmitting misleading, inaccurate, or false caller identification information including but not limited to providing copied or incorrect telephone numbers; raises the maximum fine for other related violations.

Prohibits the disclosure of personally identifiable information by an internet service provider without the express written approval of the consumer.

Prohibits the advertisement of firearms as combat weapons; exempts the advertisement of such rifles, shotguns, or firearms for the purposes of recreation, hunting, self-defense or other legal uses of such firearms.

Establishes the biometric privacy act; requires private entities in possession of biometric identifiers or biometric information to develop a written policy establishing a retention schedule and guidelines for permanently destroying biometric identifiers and biometric information when the initial purpose for collecting or obtaining such identifiers or information has been satisfied or within three years of the individual's last interaction with the private entity, whichever occurs first.

Establishes the "New York state transparency in supply chains act" which requires businesses to fully disclose efforts being taken to eliminate human trafficking within the supply chain process and provide those disclosures to consumers.

Prohibits persons or business entities from filing unnecessary personal identifying information with an agency; provides for enforcement by the attorney general.

Clarifies certain provisions relating to the prohibition on budget planning; allows the attorney general to apply for an order enjoining or restraining commission or continuance of violations.

Requires the display of certain labels and warnings on gas stoves sold, displayed for sale, or offered for sale at retail to a consumer in this state; authorizes the department of state to adopt regulations regarding the placement and format of such labels; provides for penalties; authorizes the attorney general to enforce such provisions.

Enacts the "school security guard training enhancement act"; provides requirements for a specialized certification for school security guards, including, but not limited to, retired police officers; requires topics including, but not limited to, the role and responsibility of school security officers, school-related laws and liability, security awareness in the educational environment, mediation/conflict resolution, disasters and emergencies and dynamics of student behavior be covered in such training and program; provides that such specialized certification and training program shall be implemented and enforced by the department of state, in consultation with the department of education and the department of criminal justice services, the division of homeland security and emergency services, state police and local law enforcement.
