Requires the board of education and the trustees or sole trustee of every school district to establish policies and procedures regarding the treatment of transgender or gender non-conforming students.
Relates to gifted and bright neurologically diverse pupils with special needs; directs the education department to assist districts in meeting the educational and mental health needs equally of both general education and bright neurologically diverse pupils.
Requires two qualified psychiatrists to be employed by each school district to perform and coordinate the provision of mental health services in the public schools.
Requires all public school districts, charter schools and non-public schools in the state that participate in the national school lunch program or school breakfast program as provided in the national child nutrition act to serve breakfast and lunch at no cost to the student.
Requires that the same educational requirements shall apply for students who require nursing services as for general education students; provides that nursing services may be delivered to students with disabilities through electronic communication or a virtual or online platform or in the home of the student.
Relates to the creation of a school-based teen dating violence prevention program designed to be incorporated into a school district's existing health curriculum to prevent and reduce the incidence and prevalence of teen dating violence.
Requires at least one full-time licensed or certified social worker to be employed in each elementary, intermediate, middle, junior high school and senior high school throughout the state.
Requires vision screening examinations for students using examination devices and testing methods, including, but not limited to, the Snellen Eye Test Chart and automated vision screening devices.
Authorizes and directs the commissioner of education to conduct a study on the number of children who are caregivers and how being a caregiver impacts their education.
Provides for the licensure of school psychology practitioners; authorizes the use of the title "licensed school psychology practitioner" to licensed or exempt individuals; defines practice of licensed school psychology practitioners; sets forth requirements for professional licensure (including educational attainment, experience, exam and fee); provides for issuance of limited permits under specified circumstances; identifies exempt persons.
