Establishes a comprehensive electric vehicle fast charging station implementation plan; requires the New York state energy and research development authority to further establish a "Fast Charge NY working group" to develop such plan; makes related provisions.
Relates to utility intervenor reimbursement to a participant for its reasonable costs of participation in any proceeding before the Public Service Commission (PSC).
Enacts the "go green schools act" to assist school districts in converting to renewable energy sources as a primary source of energy; directs NYSERDA to conduct a study and make recommendations for such purpose.
Requires utility corporations and municipalities include in an email regarding a bill for service the amount owed on such bill for service where the amount owed is prominently displayed and accurate.
Increases the penalties imposed upon gas and electric utilities for failure to file or correct an annual report with the public service commission; provides such penalties shall not be more than one-tenth of 1% of the utilities' annual net revenue for each day of violation, but not to exceed $25,000 nor be less than $100.
Provides that every public utility shall provide the commissioner of public service an affidavit annually, that no call centers or other facilities providing customer service have been closed without notice and hearing before the commission; makes related provisions.
Establishes a public service commission nominating board to make recommendations of persons qualified for appointment as commissioners of the public service commission.
Requires the public service commission and the Long Island power authority to establish standards of acceptable performance for gas and electric corporations.
Offers parental controls for internet services; allows the attorney general to bring a civil action against any internet provider that violates certain requirements.
Relates to requiring the establishment of utility customer arrears reporting; requires utilities to report to the public service commission on customers who are in arrears.
Directs the department of public service to adjust each utility corporation's residential fixed charge upon such corporation's filing with the department of an amendment of rate schedules, to recover only the fixed costs and operation and maintenance expenses directly related to metering, billing, service connections and the provision of customer service.
Directs the department of public service to prepare written reports on the effect the COVID-19 state of emergency has on certain utilities of electric, gas, water, wastewater, and telephone service to commercial and residential customers in the state and on the affordability of services.
