Directs the chief administrator of the courts to develop a plan to address court calendar congestion upon the expiration of the eviction moratorium including additional temporary space for courts, additional hours, appointing additional judges to handle pending proceedings and coordination with OTDA.
Provides for the filling of vacancies in the office of lieutenant-governor by appointment of the governor subject to confirmation by majority vote in the senate and majority vote in the assembly.
Establishes term limits for the offices of governor, attorney-general and comptroller; limits the amount of time any person can act as governor; limits terms of office of members of the legislature.
Provides that an action to recover the amount of an overcharge based upon a mistake or billing error made by an electric, gas or telephone corporation must be commenced within ten years.
